Completion and acceptance of Items 3 and 4 must occur before cutting and removal of included timber.
Optional Item 7: Cut, Skid, and Deck within Timber Removal Areas - Mandatory Unit and Optional Units 1, 2, 4
End Results: Mature ponderosa pine and sugar pine will have surrounding ladder fuels reduced, and young trees of desirable species will be released from competition. There will be a reduction in conifer encroachment and stand density, increasing forest health and resistance to catastrophic wildfire. The spacing of this size class will leave the healthiest trees of desirable species in a similar pattern to the variable spacing that would occur naturally. The intent is to retain a portion of this size class of trees within the subdivisions, therefore preserving a cohort of younger, healthy trees.
A 1/10th acre fixed plot will be used to determine stocking compliance.
Project Description: Cut conifer trees 2”-6.9” DBH for all species, except ponderosa which is up to 8.9” and except dead lodgepole which is up to 15” DBH.
Specifications: Perform these in order; subsequent objectives do not override any before them. Variable spacing is performed last after completion of any other applicable objectives, therefore objectives #1-5 may result in a higher or lower spacing in portions of subdivisions than the range specified in #6.
1. Within 30 feet of healthy mature ponderosa pine and sugar pine, cut all conifers.
2. Within 50 feet of an aspen clump, cut all conifers.
3. Within Control Features, cut all dead lodgepole
4. Maintain a clump of 10-20 sub merchantable trees left every 3 acres for hiding cover as identified during implementation.
5. Thin conifers to a variable spacing ranging from 10 by 10 to 30 by 30 feet (Average 109 trees per acre).
6. Follow the prescription in Appendix B - C2.355# for the subdivision being cut to verify species preference and tree selection criteria.
7. Cut trees shall be completely severed from the stump after felling. Stump height shall not exceed six (6) inches above ground level, or four (4) inches above natural obstacles, such as large rocks.
Slash Treatment Specifications: Whole-tree yard cut trees that are less than A.2 specifications to approved landing locations. Machine pile all cut trees and slash at least three inches diameter and three feet in length. Refer to provision C6.74# - Slash Treatment Requirements for pile location, size and arrangement in Appendix B.
Optional Item 8: Cut, Skid, and Deck Natural Stands - Optional units 1, 2, 4
See Item 7.
Page 5 of 12 Chemult Ranger District
Optional Item 9: Cut, Skid, and Deck Plantations - Optional units 1, 2, 4
End Results: These planted stands will have their average spacing increased, allowing for further growth of browse shrub species, such as bitterbrush, into these openings. Overall stand density will be reduced, increasing the health of the residual trees while shifting away from a plantation spacing and providing greater growing space for understory browse.
A 1/10th acre fixed plot will be used to determine stocking compliance.
Project Description: Cut conifer trees 2”-6.9” DBH for all species, except ponderosa which is up to 8.9” and except dead lodgepole which is up to 15” DBH to a variable spacing of 14 x 14 to 17 x 17 feet (150 - 225 TPA).
• Retain at least 5% of each unit as untreated regeneration/small tree skips.
• Avoid uniform spacing; leave trees in clumps of 5-15 where tree vigor is adequate
• Follow tree selection objective #1 and residual stocking objective #1 from C2.355# Dry Ponderosa Pine.
• Within Control Features, cut all dead lodgepole
Slash Treatment Specifications: Whole-tree yard cut trees that are less than A.2 specifications to approved landing locations. Machine pile all cut trees and slash at least three inches diameter and three feet in length. Refer to provision C6.74# - Slash Treatment Requirements for pile location, size and arrangement in Appendix B.

SECTION VI – PAYMENT METHODS
Method of Measurement for Acreages and Lengths Acreages and miles were determined by using Global Positioning Systems (GPS) or digitized using GIS mapping. Some unit boundaries are flagged or painted, but the majority of boundaries are virtual.
Discernable Boundaries are boundary locations that are readily identifiable features on the ground in locations shown on the Contract Area Map. A Geo-Fence is a location on the ground corresponding to the boundary location shown on a mobile mapping device using a Global Positioning System (GPS) Receiver using a digital vector file/shapefile. The digital vector file/shapefile will be provided as an attachment to the Contractor by the Forest Service. A digital list of the coordinates can be provided upon request.
Contractor is responsible for obtaining a GPS receiver(s) that is capable of determining the location of the geo-fence boundary within the contract tolerance. Allowable contract tolerance is 40 feet.
Forest Service inspection of treatment boundaries shall be conducted to determine treatments are within the allowable contract tolerance using the digital vector file/shapefile referenced above using a GPS Receiver with a minimum, tested accuracy in a Light- Medium canopy of 20 feet.
National Technology Development Program GPS Receiver accuracy reports by GPS manufacturer and model are available at: https://www.fs.usda.gov/database/gps/mtdcrept/accuracy/index.htm. Forest Service determination of boundary location will be final.
In case of a major disruption in GPS service, or lack of GPS coverage on the Contract Area beyond the control of the Contractor, as determined by the Contracting Officer, extension of time may be granted by Contracting Officer when requested in writing by Contractor in accordance with 52.212-4 (f) Excusable Delays. To resolve major disruption of GPS service, or lack of GPS coverage on the Contract Area, the Forest Service may elect to Mark Geo-Fence boundaries on the ground, in which case the Forest Service’s determination of boundary location will be final.
The acreage for each work item will be rounded to the nearest acre and miles will be rounded to the nearest hundredth of a mile. Acreage and milage is final unless:
a) The contract is modified or,
b) The Government makes a determination to remeasure or,
c) The Contractor exercises his/her option under the following Remeasurement provisions:
Remeasurement
1. The Contractor may request, in writing, remeasurement of any units under this contract if he/she feels that acreage stated on the project maps is incorrect. The remeasurement must be within the existing perimeter of the respective unit. No variance of the unit perimeters as laid out on the ground for this contract will be allowed.
All requests for remeasurement must be made prior to payment for each completed unit. Remeasurement will be performed by the Government.
2. If remeasurement indicates that a variance of ten percent or less exists on units of 1 to 5 acres, five percent or less exists on units of more than five but less than 20 acres, or if three percent or less exists on units of 20 acres or larger, the Contractor shall pay for the actual costs of the remeasurement. Under this condition, payment will be made on the acreage stated on the project maps. If the remeasurement indicates the actual acreage varies by more than the above factors from that stated on the project maps, the payment will be made on the remeasured acreage and the Forest Service will pay for the cost of the remeasurement.
Page 10 of 12 Chemult Ranger District
Acceptance and Payment
1. Percentages as calculated herein shall be rounded to the nearest whole percent.
2. No allowance for variation or portion of a variation will be added which will create a percentage greater than 100 percent.
Acceptance and Payment – Items 4 Implementation Plan and Preliminary Project Maps of 12,742 Acres & Item 5 Appraisal and Road Maintenance Information:
1. If informal visual inspection indicates acceptable work quality, the Contractor will be paid 100 percent of their bid rate.
2. Only one rework opportunity will be allowed for these Items. CO discretion to allow additional opportunities when requested by Contractor with a justification of reasoning for not meeting acceptable quality.
3. For Item 4 Only – Partial payments may be requested for completed and accepted plans per CO discretion. The Forest Service makes no guarantee to make partial payments.
Acceptance and Payment – Items 2, and 4 Paint Boundaries
1. If informal visual inspection indicates acceptable work quality, the Contractor will be paid 100 % of their bid rate.
2. Contractor shall rework any areas or entire units at no additional cost to the Government, when work is deemed to be unacceptable by visual inspection.
3. If after rework, the work quality is measured with informal inspection to be 100%, the Contractor will be paid
100% of their bid rate. If the percentage is less than 100%, the work is unacceptable, and no payment will be made.
Acceptance and Payment – Item 7-9
1. If informal visual inspection indicates acceptable work quality, the Contractor will be paid 100% of their bid rate.
2. For work quality measured to be 90% or higher with formal plots, Contractor will be paid 100% of their bid rate.
3. Contractor shall rework any areas or entire units at no additional cost to the Government when work is deemed to be unacceptable by visual or formal inspection.
4. If after rework, the work quality is measured with formal inspection to be between 90% and 100%, payment will be made by the actual percentage. If the percentage is less than 90%, the work is unacceptable, and no payment will be made.
