About this file
This document is a site visit summary and Q&A document for the Tiny G to Z Stewardship project, held on 6/5/2025 at the junction of FSR 70 and Highway 138. Twelve contractors were present, including Collins Pine, Tioga Logging, Blackfox, and others, along with Forest Service representatives Emerson Cogburn, Judd Lehman, and Kate Pileski. The site visit included stops in the project area to discuss treatment types and prescriptions.
The Q&A session covered critical contract details, including clarifications on performance periods, tree cutting guidelines, unit classifications, boundary surveys, and implementation plan requirements. Key technical discussions focused on Cut, Skid, and Deck (CSD) unit prioritization, handling blue-stained timber, and drone usage. The Forest Service emphasized flexibility in implementation planning, with a focus on meeting specified end results outlined in Appendix A, and working collaboratively with contractors to achieve project objectives related to forest health, resilience, and wildfire mitigation.

Tiny G to Z Site Visit 6/5/2025
Summary:
- Met at FSR 70 and Hwy 138 junction
- 12 contractors present: Collins Pine, Tioga logging, Blackfox, Elite Excavation, Burn Bot, Columbia, Wampler, Quicksilver, Timberlands, Integrated Resource Management, Markit! Forestry
- Forest Service present: Emerson Cogburn (TMA and Silviculture), Judd Lehman (District Ranger), Kate Pileski (Timber
Sale Administrator)
- A couple stops were made in the project area to point out different treatment types and explain prescriptions.
Question and answer:
- Q: Item 3 has tight turn around. Is there an option to extend period of performance?
- A: Emerson gave overview of what is required for item 3 per Appendix A. Contract has been amended to extend period of performance.
- Q: Will contractors get in trouble if they cut one tree over 21” or one old and mature tree?
- A: The Forest Service will work with the contractor on identifying 21” and old and mature trees. The contractor will not knowingly or willfully cut these trees.
- Q: Are the optional units 1, 2, 3 and 4 optional or mandatory.
- A: The optional prefix has been removed from unit numbering for clarity. Work items are split into mandatory and optional items in both the Schedule of Items and Appendix A.
- Q: Will the boundaries be surveyed prior to implementation of items 2 and 4?
- A: The private boundary in Mandatory Subdivision is already surveyed. Any other boundaries will be surveyed by the
Forest Service after receipt of Implementation plan. Boundaries will then be surveyed in areas adjacent to treatment units where work will occur.
- Q: Does every acre need to be walked to layout project and create implementation plan:
- A: The Forest Service doesn’t care how the final implementation plan is created, so long as it meets the specified end results in Appendix A. The contractor may make use of any remote sensing or lidar products in combination with field work. Specifically for Cut, Skid, and Deck (CSD) – the Forest Service doesn’t want to pay for CSD in areas it isn’t needed. Incidental areas within units may be included, but generally areas which don’t need CSD should not be proposed for treatment.
- Q: Can you elaborate more on how to prioritize CSD units?
- A: For simplicity, Appendix A has been amended to ask for current TPA in CSD units. This will be used by the Forest
Service to prioritize what work to order.
- Q: How will Blue stain in butt of some trees from the under burn be handled? Can an understanding be reached about minimizing stain required to be removed?
- A: Include in technical proposal plans for blue stained material. The Forest Service will work with contractor to administer the plans for blue stained material as outlined in the technical proposal.
- Q: What’s the metric for CSD?
- A: The desired end result for CSD units is outlined in Appendix A. If a unit already falls below or at the desired TPA, it doesn’t need treatment. If a unit’s TPA exceed the desired TPA it would be a candidate for treatment.
- Q: Can contractors use drones?
- A: Yes. If a contractor or anyone doing work for the FS, and the data being collected relates to or could be used for FS then there is a process we need to follow.
