About this file

This document is an Amendment 001 to a Solicitation for a Stewardship Integrated Resource Service Contract (IRSC) for the Fremont-Winema National Forest, Chemult Ranger District. The amendment details multiple optional and mandatory contract items related to forest management, including:

Optional Mandatory Items 4-8 outline specific timber management and forest health objectives, including painting boundaries, timber appraisal, timber removal, and cutting/skidding/decking operations. The project focuses on reducing ladder fuels, releasing desirable tree species, and improving forest health by cutting conifers of specific diameter ranges, with emphasis on preserving mature ponderosa and sugar pine. The work involves cutting trees within specific zones around mature trees, maintaining hiding cover, and machine piling slash. The contract requires variable spacing of trees (averaging 109 trees per acre) and follows precise specifications for tree selection, cutting, and treatment of cut trees and slash.

xiii. Identify areas of exclusion either determined during the initial survey or provided by the Forest

Service and monumented according to Solicitation Section #30.

ii. Complete maintenance tables in Appendix C for all roads commensurate with product removal from Optional

Contractor and Forest Service shall establish and agree to check-in procedures at the post-award conference meeting.

At minimum, weekly progress updates, meetings, and/or providing draft treatment unit plans for Forest Service inspection shall be required. Forest Service acceptance of draft submittals may be incorporated into final plans without further inspection by the Forest Service if no alterations are made.

Timing and Deliverables to Contractor from Forest Service Contractor shall provide the Forest Service with deliverables derived for this Item. The Forest Service shall review for concurrance, and delivery back to contractor within 15 business days for use on subsequent items identified below.

1. Identification of Treatments and Delineation:

a. Once the Contractor and Forest Service agree upon treatments and unit delineations, estimated quantities will be modified with true quantities for Items 4 and 6 -9.

b. Items 2 and 3a shall be completed prior to Mandatory Item 1 Timber removal

2. Project Maps:

a. Prior to issuing the Notice to Proceed for Mandatory Items 4 -7. Contractor and Forest Service shall mutually agree on the proposed treatment units needing additional prep work. Draft Treatment Unit Plans that have been submitted early, inspected, and accepted by the Forest Service may receive Notice to Proceed to start layout prior to full acceptance of Item 1. Forest Service will modify this contract to reflect actual required quantities of Items 4 and 6-9 once Item 3 is accepted and any unused obligated funds shall be shifted and used to award unfunded optional work. See Acceptance and Payment section below for partial payments for Item 3 only.

3. Optional Units 1, 2, and 4 Volume Determinations:

Maps, plans, and quantities accepted from Mandatory Items 3 will be used for volume determinations of Optional Units 1, 2, and 4. See the Notes section ** and *** of the Solicitation for volume determination procedures used.

If volume determinations are unacceptable to Contractor for Item 6, indicating this Option Item cannot be awarded bilaterally, the included timber and any Optional Items associated with timber removal (Item 7) shall not be awarded. These Items will be re-solicited for open competition.

4. Deliverables from Item 3-5 for Optional Unit 3 will be used to prepare a separate contract at a later date. I.e.

timber removal and cut, skid, and deck will not be awarded for Optional Item 3 in this contract.

Optional Mandatory Item 4: Paint Boundaries: Optional Units 1, 2, 3 and 4 See Item 2.

Final quantities will be determined following acceptance of Item 3. Estimated quantities are intended to be a maximum.

Revised 01.06.2022

Optional Mandatory Item 5: Timber Appraisal and Road Maintenance Information - Optional Unit 3

1. For each Timber Removal Unit in Optional Unit 3, a logging plan summary (Attachment 3) shall be completed.

2. Complete maintenance tables in Appendix C for all roads commensurate with product removal from Unit 3.

Edit tables in Attachment 10. Provide total price estimate for road maintenance. Provide total applicable surface rock replacement deposit amount calculated using Attachment 11.

Timing and Deliverables to Contractor from Forest Service Contractor shall provide the Forest Service with deliverables derived for this Item. Deliverables from Item 3-5 for Optional Unit 3 will be used to prepare a separate contract at a later date. I.e. timber removal and cut, skid, and deck will not be awarded for Optional Unit 3 in this contract.

Optional Mandatory Item 6: Cut and Remove Included Timber: Optional Units 1, 2, 4 Cut and remove from Contract Area all trees and forest products which meet the minimum tree specifications as identified in Appendix B. All specifications of Appendix B apply to product removal. Appendix C Road Maintenance requirements are commensurate with use. Completion and acceptance of Items 3 and 4 must occur before cutting and removal of included timber.

Optional Mandatory Item 7: Cut, Skid, and Deck within Timber Removal Areas - Mandatory Unit and Optional Units 1, 2, 4

End Results: Mature ponderosa pine and sugar pine will have surrounding ladder fuels reduced, and young trees of desirable species will be released from competition. There will be a reduction in conifer encroachment and stand density, increasing forest health and resistance to catastrophic wildfire. The spacing of this size class will leave the healthiest trees of desirable species in a similar pattern to the variable spacing that would occur naturally. The intent is to retain a portion of this size class of trees within the subdivisions, therefore preserving a cohort of younger, healthy trees.

A 1/10th acre fixed plot will be used to determine stocking compliance.

Project Description: Cut conifer trees 2”-6.9” DBH for all species, except ponderosa which is up to 8.9” and except dead lodgepole which is up to 15” DBH.

Specifications: Perform these in order; subsequent objectives do not override any before them. Variable spacing is performed last after completion of any other applicable objectives, therefore objectives #1-5 may result in a higher or lower spacing in portions of subdivisions than the range specified in #6.

1. Within 30 feet of healthy mature ponderosa pine and sugar pine, cut all conifers.

2. Within 50 feet of an aspen clump, cut all conifers.

3. Within Control Features, cut all dead lodgepole

4. Maintain a clump of 10-20 sub merchantable trees left every 3 acres for hiding cover as identified during implementation.

5. Thin conifers to a variable spacing ranging from 10 by 10 to 30 by 30 feet (Average 109 trees per acre).

6. Follow the prescription in Appendix B - C2.355# for the subdivision being cut to verify species preference and tree selection criteria.

7. Cut trees shall be completely severed from the stump after felling. Stump height shall not exceed six (6) inches above ground level, or four (4) inches above natural obstacles, such as large rocks.

Slash Treatment Specifications: Whole-tree yard cut trees that are less than A.2 specifications to approved landing locations. Machine pile all cut trees and slash at least three inches diameter and three feet in length. Refer to provision C6.74# - Slash Treatment Requirements for pile location, size and arrangement in Appendix B.

Optional Item 8: Cut, Skid, and Deck Natural Stands - Optional units 1, 2, 4

See Item 7.
