Instructions to Interested Parties:

This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this Industry Day notice. Interested vendors will not be reimbursed for any expenses they incur associated with traveling to and from the Industry Day. The intent of this notice is to inform industry of the Government’s intent to host an Industry

I. Acquisition History and Strategy

Naval Surface Warfare Center, Carderock Division (NSWCCD), support of Naval Sea Systems Command (NAVSEA), has requirement for the design, fabrication, and test of Ultraviolet (UV) Ballast Water

Treatment System(s) (BWTS). NSWCCD anticipates a Firm-Fixed Price

(FFP) and Cost-Plus-Fixed-Fee (CPFF) Multiple or Single Award

Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract, with a total potential period of performance of five (5) years.

NSWCCD released a Request for Information (RFI) including a draft

Performance Specification Sheet, Hazardous Material Design, Conformance Checklist, Market Research Questionnaire, and Questions and Answers, on the Federal Business Opportunities (FBO) website in

October 2018 under 19-SBO-002, Ultraviolet Ballast Water Treatment

System for Surface Vessels. The RFI can be referenced at the following link:

II. Industry Day Information

The purpose of this Industry Day is to allow ballast water treatment system vendors and engineering services vendors to obtain additional information regarding a Navy requirement to design, fabricate, and test UV BWTS as prototype units. Note, the scope of this requirement does not include installation nor integration of the

BWTS unit onboard a U.S. Navy vessel. The BWTS unit must however, be engineered and designed for installation and integration onboard U.S.

Navy vessels per the specifications listed in the performance specification sheet.

The Industry Day is an opportunity for vendors to engage with

Navy senior program managers, technical authorities, and contract officials about the Navy’s strategy to develop BWTS for Navy ships.

The Industry Day will include an overview on current program requirements and long range acquisition forecast, as well as technical https://www.fbo.gov/index.php?s=opportunity&mode=form&id=e175ad14e5fac8ecaa4274133901af5f&tab=core&_cview=1 https://www.fbo.gov/index.php?s=opportunity&mode=form&id=e175ad14e5fac8ecaa4274133901af5f&tab=core&_cview=1 requirements for the BWTS, while allowing questions and feedback from industry. Additionally, the Industry Day will provide a networking opportunity for potential teaming and/or subcontracting arrangements in support of this effort, and one-on-one discussions with Government representatives.

Information provided at the Industry Day will be unclassified.

The Government will provide the Industry Day agenda and presentation materials to vendors who submit the Registration Form & Market

Research Questionnaire and who have been determined capable of performing the service. Approximately two weeks following the Industry

Day, vendor contact information (to facilitate further networking) and questions and answers presented at the Industry Day will be posted to the FBO website.
