About this file
This document is a Questions and Answers (Q&A) amendment for a health insurance solicitation (RFP No. 19GE50-25-R-041) for Locally Employed Staff (LES) at the U.S. Embassy in Ankara, Turkey. The Q&A provides detailed clarifications about the health insurance contract, including employee demographics (854 total employees across various age groups), coverage scope (comprehensive medical insurance within Turkey and internationally), and insurance limits ($30,000 annual per-person limit with additional $30,000 for catastrophic incidents).
Key details include the proposal deadline extension to June 06, 2025 at 13:00 hours Central European Time, submission via email to Ms. Alexandra Perez Acevedo, and specific requirements that the insurance must be provided by locally licensed Turkish insurance providers. The contract is intended to provide health insurance for locally employed staff, with employees having options for additional "excess coverage" at their own expense. The current health insurance contract has a loss ratio of 83% for April 2025, and the insurance must comply with local Turkish laws and healthcare environment regulations.

Questions and Answers (Q&A)
RPSO has received the following Questions (Q) and is hereby providing the following Answers
(A).
1. Q: Any rates/pricing/plans for medical plans will depend on the underlying population of people being identified and subsequently underwritten. This means that for the employees plus eligible spouses and children, their demographic information (names, dates of birth, genders – at the very least) will need to end up in a census all together
A: Offerors shall refer to the updated Employee Statistics below, which include age group and gender data for employees.
Information on dependents is not included. Employees will decide individually whom they wish to enroll under their health insurance coverage.

a. We can easily send a census template
A: Offerors shall refer to Attachment Exhibit A – Employment statistic; or the answer to question number 1.
3. Q: Are there any benefits in-force right now?
a. If so, what?
A: There is a health insurance contract currently in force. The benefits provided under this contract are similar to those outlined in RFP No. 19GE5025R0041, Section C.
The successful contractor shall provide all required benefits under this solicitation.
b. With a population that large, any insurance carrier will want to get the claims history for underwriting
A: The loss ratio for April 2025 was 83%.
4. Q: What is the health insurance coverage for and where will it be used?
a. Locally when the employees are off-Embassy (US) property?
A: The required health insurance coverage is intended to be used both within Turkey boundaries and out-of-country regardless the location (not specific to US) as outlined in

19GE5025R0041 Section C.1.1.17, for medical services provided at hospitals, clinics, doctors’ offices, other licensed medical facilities, etc.
c. Is it for coverage at local doctor’s offices and hospital facilities
A: All required benefits and scope of coverage and applicable conditions, are outlined in
RFP No. 19GE5025R0041 Section I. subsection C through subsection I
5. Q: Why is coverage not provided through the US government if these are US government employees?
A: This requirement is to provide health insurance for locally employed staff who are hired under local labor laws and employment practices. As such, their employment terms
— including benefits such as health insurance — are structured in accordance with local compensation plans (LCPs) developed for each country and approved by the U.S.
Department of State.
The U.S. Government must use locally licensed and authorized insurance providers to ensure that coverage is compliant with Turkish laws, responsive to the local healthcare environment, and appropriately administered within the host country.
6. Q: Is medical coverage needed or is this for travel insurance/coverage?
A: The requested coverage is not a travel insurance. It is a comprehensive private health insurance plan intended to provide general medical coverage for locally employed staff, including out-of-country treatment, up to the stated maximum.
Offerors shall refer to RFP No. 19GE5025R0041 for detailed requirements, scope of coverage, and terms.
7. Q: Are there any restrictions to give a bid for Notice ID: 19GE5025R0041 with a subcontractor which is operating a licensed insurance agency?
A: The main contractor shall comply with DOSAR 652.242-73 – Authorization and
Performance (Aug 1999) and section III.2. Qualifications of offerors. It is the offeror’s responsibility to demonstrate it can meet all the outlined requirements when submitting its proposal.
8. Q: The annual per-person limit is $30,000, but if a person has an accident or is diagnosed with cancer and this limit is exhausted, an additional $30,000 is added specifically for use towards that illness. This coverage will be provided automatically without an additional premium.
