Question and Answer #4 Combined Synopsis/Solicitation 19GE50180002

Supply and Installation of Kitchen Equipment for the U.S. Consulate, Frankfurt

Question 1: Please clarify VAT payment responsibility in Germany for foreign companies and U.S.

Consulate VAT exemption status?

Answer: For all practical purposes, the U.S. Consulate is not VAT exempt for the performance of this contract in Germany. The contractor will have to abide by German law concerning the payment of VAT on good and services rendered in Germany, which also means the contractor must be able to legally conduct business in Germany. For this reason, the offerors are required to include the appropriate VAT in their quote as a separate line item.

Question 2: Please confirm whether the offeror is responsible for connecting the equipment to plumbing, electrical and ventilation.

Answer 2: The contractor is responsible for running all cables and pipes to the connections points. The Government will make the final connections.
