About this file
This is a Request for Proposal (RFP) for Washington Metro Area Moving and Storage Blanket Purchase Agreements (BPAs) issued by the Department of State Office of Acquisition Management. The solicitation seeks multiple contractors to provide local moving and storage services including household goods (HHE), unaccompanied air baggage (UAB), controlled storage, and privately owned vehicle (POV) storage within a 50-mile radius of Washington Monument. The Department plans to award multiple BPAs across four award pools: Export and Storage (10 awardees), Controlled Storage (4 awardees), Inbound (10 awardees), and POV (2 awardees), with a goal of awarding at least one BPA to a small business in each pool.
The total estimated value of the BPA is $228 million, with a base period from April 1, 2026 to March 31, 2027 and four potential option years through March 31, 2031. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where offerors must meet minimum technical requirements across factors including facilities, corporate experience, management control, and technical capability. Proposals are due February 13, 2026 at 1:00 pm ET, with pre-solicitation questions due January 21, 2026 at 8:00 am ET. A 10% small business set-aside is included across allocation volumes, and contractors must maintain facilities within the specified geographic radius and meet detailed operational requirements for handling, storing, and moving government employees' personal effects.

Packing and delivery services will be performed on weekdays during regular business hours, 8:00 a.m. to 5:00 p.m. Services are not authorized on weekends or holidays.
If services cannot be completed by 5:00 p.m. on the scheduled day, the packing company must inform the COR stating either: 1) the customer or designated representative has agreed to continue services past 5:00 p.m., OR 2) a new mutually agreed date and time to complete packing services within 48 hours of the original scheduled date.

The Department of State (DOS) will not assume liability for overtime or premium pay charges. The BLIO will not allocate shipments outside of regular business days.
D. Pre-Move Survey
The packing company is required to conduct a pre-move survey for services under this BPA, as follows:

• Virtual pre-move survey: May replace an on-site or telephone survey if the customer provides written consent via email or virtual software.
Pre-move surveys must be scheduled with the customer and any changes must be communicated promptly.
The survey will assess the items to be packed, approximate weight, required materials, and special requirements. If the survey identifies a shipment not previously allocated and the packing company has not
Document Number: 19AQMM26R0027 PROCESSED Page 13 of 122 received an allocation worksheet or packer authorization (PA), the BLIO must be notified within 24 hours of completing the survey or before services begin.
