About this file

This is Amendment 0003 to a Request for Quote (RFQ) for FRC Skills Classroom Renovation, issued by the Bureau of Global Acquisitions (GA) on September 8, 2026. The amendment's primary purpose is to remove the requirement for contractors to possess a Final Facility Clearance Level (FCL) at the time of proposal submission.

The solicitation (19AQMM26Q0429) is a fixed-price contract for classroom renovation services at an unspecified location. Quoters must attend a mandatory pre-proposal site visit and submit responses in two volumes: Volume 1 (Business/Price/Contractor Information) and Volume 2 (Technical/Management Volume). The technical proposal must address three evaluation factors: Business Management Plan/Project Schedule (15-page limit), Personnel Information and Organizational Chart (10-page limit), and Quality Assurance/Quality Control and Safety Program (15-page limit). Quoters must provide detailed project schedules in Critical Path Method (CPM) format compatible with Primavera P3 software, identify key personnel with current resumes, and demonstrate compliance with U.S. Army Corps of Engineers Safety & Health Requirements Manual EM-385-1-1 and OSHA standards. Additional required documents include company financial statements, evidence of bonding capability dated within 60 days of submission, acknowledgment of all amendments, and SAM UEI information. Quoters should submit electronically to the Contracting Officer Ryan C. Edwards at EdwardsRC@state.gov.

Nonconformance with the instructions may be cause for rejection of the quote.

In order for a quote to be considered for award, the quoter is required to attend the scheduled pre-proposal site visit.

The quote will consist of three two volumes - Volume 1, Go/No-Go Qualifications Volume 21, Business/Price/Contractor Information Volume 32, Technical/Management Volume.
