About this file
This document is an Amendment 04 Questions and Answers (Q&A) file for the Charleston Regional Center Building D Passport Office Construction Renovation project (Solicitation Number 19AQMM25R0163). The solicitation is a total small business set-aside managed by the Department of State Office of Acquisition Management, with proposals due by July 9, 2025 at 4:00pm ET. The Q&A addresses numerous technical and procedural clarifications, including specifics about project requirements such as cable ratings (plenum rated), parking limitations, phasing constraints (work cannot be concurrent), and liquidated damages of $500 per day.
Key technical details include confirmation that no storm drain, hydronic, gas, or refrigerant piping work is included in the project scope. The renovation involves working in a passport office building, with specific requirements around cable installation, demolition of unused cables, and potential use of existing cable trays and J-hooks. Contractors must submit a technical proposal and a separate price/business proposal, with the latter requiring a detailed breakdown of labor hours, materials, and pricing. Past performance will be evaluated using specific questionnaires (Attachment 7), and the project has a baseline duration of 520 calendar days, though offerors can propose alternative timelines if needed.
