About this file

This document is a Questions and Answers (Q&A) file for the Charleston Regional Center Building D Passport Office Construction Renovation project (Solicitation Number 19AQMM25R0163). The solicitation is a small business set-aside with specific document access requirements through SAM.gov, where only prime small business contractors can obtain project attachments. Key clarifications include permit and documentation protocols: the Department of State will act as its own Authority Having Jurisdiction, requiring no local permits, and will handle internal special permits such as hot work or hazardous material abatement permits.

The Q&A addresses critical project details, including document sharing restrictions and technical specifications. Notably, prime contractors are prohibited from directly sharing project drawings with subcontractors; instead, subcontractors must individually request access through SAM.gov, specifying their prime contractor. For structural elements like helical piles, the Department of State requires contractors to provide manufacturer-signed and sealed drawings. Project timelines indicate questions are due by June 23, 2025 at 12:00 PM ET, with proposal submissions required by July 9, 2025 at 4:00 PM ET, managed by the Department of State Office of Acquisition Management.

19AQMM25R0163 Amendment 03 Q&A 2

1. General contractors are required to request access to the project drawings and TSS documents through SAM.gov. In order to share this information with our subcontracting partners, are we permitted to distribute these documents directly to them? Please advise on the appropriate method for disseminating this information.

DOS Response: The prime contractor should not share the drawings with their subcontracting partners. The subcontractors should be requesting access for these documents and should note in the justification request who they are acting as a subcontractor for. This process ensures that DOS can maintain control over the SBU information.

1. I see the reference to helical pile requirements in the stamped engineering specs, but the Structural pages are missing from the set of plans offered. Do you have plans that show the required helical piles?

DOS Response: For all structure items we will need the GC to provide Sign and sealed drawings from the Manufacturer – supplier.

1. We respectfully request clarification regarding the requirement to obtain construction-related permits for the Charleston Center Renovation project.

Background:

Section 01 14 00 – Work Restrictions of the project specifications states:

“All permits required such as but not limited to, Electrical, Structural, Building and General Construction permits: Refer to FAR 52.236-7.”

FAR 52.236-7 requires the contractor to obtain all necessary permits unless otherwise specified. On previous federal projects of similar scope, permits were not required due to direct government oversight and jurisdictional exemption, and all inspections were performed by federal or contracted third-party inspectors.

Request for Clarification:

Please confirm whether:

The contractor is required to obtain local/state construction permits for this project.

Any permits will be handled or waived by the federal government or the Department of State.

Inspections conducted by federal QA/QC teams will substitute for local code compliance inspections.

Impact if Unresolved:

Ambiguity in permit responsibilities may lead to delays in mobilization, misalignment with local authorities, or potential compliance issues.

DOS Response: There is no local permitting required as Dept. of State acts as its own Authority having Jurisdiction. There are possible special permits we may issue internally for compliance purposes, ( e.g. hot work permit, confined space permit, hazardous material abatement permit ) if required specifically for each project but nothing with city, county, state. We will inspect all work for compliance with the codes and contract documents in cooperation with the GC Quality Control Plan.
