The order outlines technical specifications for five amphibious double cab pickup trucks, one custom-fitted forensic evidence pickup truck, and one dual sport motorcycle. The vehicles will be donated to the Colombian Attorney General's Office for use by its Special Investigation Unit. The order specifies firm fixed pricing payable in US dollars, with delivery within 120 days of award. Preventative maintenance and multi-year warranties are required. The related pre-solicitation notice seeks proposals for indefinite delivery/indefinite quantity contracts from 8(a) small businesses to support this requirement and future needs under functional area 6 for vehicles. SAMPLE DELIVERY ORDER 1
INL Bogota, Colombia
DATE: August 22, 2019
RECIPIENT: Colombian Attorney’s General Office – Special Investigation Unit
1. BACKGROUND
Vehicles purchased under this project will be donated by INL Bogota to the Special Investigation Unit (Unidad Especial de Investigación para el Desmantelamiento de las Organizaciones y Conductas Criminales Responsables de Homicidios y Masacres - SIU) of the Colombian Attorney’s General Office (AGO). The purpose of the project is to strengthen the capacity of the SIU whose mission is to investigate and prosecute individuals and criminal organizations for crimes against human rights defenders and social leaders.
The vehicles are needed to collect and process evidence in isolated and hard-to-reach territories in which the majority of murders of human rights defenders are taking place. These vehicles are critical to the proper collection and processing of evidence. The project is squarely in line with INL’s human rights strategy.
