1. The following RFIs were received in response to the solicitation:
RFI 0073
The new SF1442 indicates 365 days for contract performance. That obviously refers to the MATOC. Clause F3 on pages 13 and 14 of Amendment 6 at subparagraph (c) say the performance period is 120 calendar days for the seed project. There are three separate seed projects. Please clarify the periods of performance for each seed project and the additional flooring for Project C.
Answer Correct that the period of performance referenced on the SF 1442 is associated with the base period of the basic contract, not the seed project. The Period of Performance for the seed project is 120 days as otherwise indicated.
There are not three separate seed projects. Schedules A, B and C collectively are considered one project (i.e. the seed project) despite having separate spec documents. All work associated with the seed project shall be completed within 120 days.

For Project A – Cooling Optimization and IT UPS – is there any government furnished materials or equipment?
Answer No.

For Project B – IPC Demonstration Space – is there any government furnished materials or equipment?
Answer No.
RFI 0076
For Project B – IPC Demonstration Space – there is a significant amount of exterior landscaping work. No specs have been provided. Are we to bid only from the plans provided or will specifications for exterior improvements be provided?
Answer The current exterior landscaping consists of grass with sprinklers. After the new sidewalk is installed the landscaping shall be returned to like it was before construction, grass with the location of some sprinklers adjusted for the new walkway.

For Project C – This project appears to involve flooring work and provision of medical equipment. The first page of the specifications is titled “Improving Patient Care (IPC), Cooling Optimization, and UPS”. Is this a correct title for Project C? Please clarify.

Answer Project C is a sub-part of the Improving Patient Care (IPC) project.

For Project C – This project lists 13 line items of medical equipment (approximately 55 total items). Is there a list of preferred medical equipment providers that the Yakima Health Center routinely uses?
Answer No.
RFI 0079
Is there a HAZMAT survey available for each project area? If not, has any project in the past 10 years at the Yakima Health Center included asbestos or lead abatement work?
Answer The main clinic was built in 1990. There is no asbestos or lead in the building. In the Annex building there is only HVAC modifications proposed. There is no demo work proposed for this building.
RFI 0080
Drawing M3 at note 6 for Project A says to schedule construction during periods of the year so as to minimize the impact to the facility since this facility has no alternative for cooling. When does IHS intend that the chiller replacement work should be performed? Is there any requirement for temporary HVAC services as part of the project?
Answer There is no requirement for temporary HVAC services. If the project occurs during the summer, the chiller could be replaced during a weekend when the building is closed.
2. All other terms and conditions remain unchanged. The proposal due date remains January 7, 2019 at 2pm local time. Offerors are reminded to acknowledge receipt of this amendment when submitting proposals. If the proposal has already been submitted, Offerors may acknowledge this amendment by signing the SF30 and returning to Andrew.hart@ihs.gov.
