The evaluation criteria are weighted across five categories: Experience of Firm (20 points), Experience/Ability of Personnel (30 points), Approach (15 points), Similar Completed Projects (20 points), Workload and Scheduling (10 points), and Financial Information (5 points). Proposers must submit a Letter of Intent, detailed information regarding years of experience in engineering services and the Owner's Representative role, subcontractor qualifications and certifications, key personnel resumes with relevant certifications, and references to relevant municipal projects in Florida. Personnel requirements include Licensed Professional Engineers specializing in marine, structural, and coastal engineering with demonstrated experience on large-scale seawall and bulkhead design projects, design-build experience, and knowledge of regulatory permitting for marine construction. Financial submission requirements include one year of audited or reviewed financial statements from a CPA, insurance evidence, litigation disclosure, and current contract values; the Town reserves the right to request Dun & Bradstreet reports from finalists. The selected firm will be ineligible for award of the concurrent Mid-Town Seawall Replacement Progressive Design-Build Project RFQ No. 2026-012.

Evaluation Factors

EXPERIENCE OF FIRM (20 POINTS)

Please provide the following information by uploading document(s):

• Letter of Intent

• Details of the Proposer’s years of experience in engineering services and in the role of Owner’s Representative. Include examples of other municipal projects that demonstrate relevant experience.

• A list of any subcontractor firms proposed to perform portions of the work. Include licenses, certifications, contact information, resumes, and the specific services each subcontractor will provide to the Town of Palm Beach. Provide a detailed narrative of each subcontractor’s experience relative to the services they will deliver.

• Identification of key personnel designated to work on the Town of Palm Beach Mid-Town Construction Projects. Provide resumes for all personnel, emphasizing experience with similar projects. Include copies of licenses and relevant certifications.

• Description of any significant or unique awards or accomplishments achieved in previous, similar projects by the Proposer’s team or individuals within the team.

• A list of relevant experience in municipal Owner’s Representative Consultant Services contracts within Florida.

EXPERIENCE / ABILITY OF PERSONNEL (30 POINTS)

• Please attach detailed information, including but not limited to:

• Explanation of the capacity of the Proposer’s proposed staff to perform the required services, including staffing resources and the number of staff assigned to each discipline. Provide experience of acting as Owner’s Representative or in a similar advisory role.

• Personnel should include a Licensed professional Engineers (PE) specializing in marine, structural and/or coastal engineering

• Personnel should have experience on large scale seawall or bulkhead design, design-build projects and construction and knowledge of regulatory permitting processes for marine construction.

• An organizational chart clearly identifying key personnel and other staffing resources, such as sub-consultants, designated to provide services. Indicate their functional relationships to one another.

APPROACH (15 POINTS)

• A narrative clearly defining responsibilities, contractual relationships, and roles of all individuals shown in the organizational chart.

• Approach to the project and understanding of the Town’s needs.

• Description of the Proposer’s approach to delivering Owner’s Representative Consultant Services and strategies for overseeing design-build projects.

• Description of the Proposer’s approach to constructability review and construction phase services

• Description of project challenges and characteristics unique to the project

SIMILAR COMPLETED PROJECTS (20 POINTS)

Provide a list of Owner’s Representative Engineering Consultant Services projects and other capital improvement or renovation projects for which the Proposer has provided services, particularly design-build projects and preferably seawall projects. Include the following information for each project:

1. Project Name

2. Project Start and End Dates

3. Brief Description of Project Scope

4. Beginning and Ending Contract Amount

5. Client Business Name

6. Client Contact Name

7. Client Contact Phone Number

8. Client Contact Email Address

Note: The page limitation for this criterion is 75 pages.

WORKLOAD AND SCHEDULING (10 POINTS)

• Number of currently awarded contracts

• Overall company workload

• Ability to schedule and complete work in a timely manner

• Proposed schedule to accommodate this project

• Ability to meet the Town’s operational and administrative requirements

FINANCIAL INFORMATION (5 POINTS)

• Indication of resources and working capital available, and how this relates to the Applicant Firm’s financial stability through project completion, including bonding capacity for a single project and aggregate, if applicable. Include one year of audited or reviewed financial statements prepared by a CPA, including the Contractor’s latest balance sheet and income statement. Please also provide the name of the firm that prepared the financial statement and the date thereof.

• Evidence of insurance.

• Disclosure of present and past litigation or disputes, and their resolutions.

• Value of all currently awarded contracts.

Note: The Town may request a Dun & Bradstreet report from all short-listed finalists.
