About this file

This Scope of Work document outlines requirements for the Mandel Recreation Center Fitness Room Flooring Project, a construction initiative undertaken by the Town of Palm Beach, Florida. The project scope encompasses removal of existing glued-down rubber flooring, subfloor preparation, and installation of new 10mm rolled rubber flooring in multiple colors. All work must be completed between August 1-10, with a non-mandatory pre-bid meeting and site visit scheduled for May 26, 2026, at 2:00 PM EST at 340 Seaview Ave, Palm Beach, Florida. The Town will award the contract to the lowest responsive and responsible bidder whose bid meets all stated requirements, reserving the right to award on an all-or-none basis or line-by-line basis. Pricing quotations must remain valid for ninety days from the bid closing date.

The material specifications require 10mm rolled rubber flooring that is 100% formaldehyde-free, low TVOC, scratch-resistant, and UL-certified for low chemical emissions, delivered in original manufacturer packaging. The contractor must supply all labor, tools, equipment, and supervision for a complete turnkey installation, including safe removal and offsite disposal of existing flooring and debris, concrete substrate preparation and repair as needed, installation using manufacturer-approved adhesives suitable for high-impact fitness environments, and installation of transition strips, reducers, edging, and baseboards. The contractor is responsible for daily cleanup, protection of adjacent areas, compliance with all applicable codes and manufacturer specifications, and adherence to manufacturer-specified cure times before the room returns to service.
