About this file
This document is an Award Justification Statement for Solicitation #MK26-1 for Pre-Employment Transition Services, conducted by the State of Utah through a Request for Proposal (RFP) under Part 7 of Utah Code 63G-6a. The RFP received eight submissions and was structured as a multiple-award contract, with vendors required to score a minimum of 560 technical points out of a possible 800. Following a two-stage evaluation process that included mandatory minimum requirements and technical proposal evaluation, LSI Business Development and Bloom Consulting were determined to be the highest-scoring, most responsive and responsible proposals.
The evaluation was performed by a committee of state representatives, with a State Purchasing representative present to ensure procurement code compliance. All eight vendors passed the initial mandatory requirements stage, and three vendors (LSI Business Development, Bloom Consulting, and Vendor E) passed the technical scoring threshold. LSI Business Development scored the highest with 680 technical points, followed by Bloom Consulting with 585 points and Vendor E with 570 points. The evaluation considered five technical criteria: experience/performance, contractor staffing, program services, collaboration, and budget. Based on the award methodology, total points, and available funding allocation, these two vendors were selected as offering the best value to the State and consequently received contract awards.
