About this file

This document is Attachment K for a Pre-Employment Transition Services (Pre-ETS) Request for Proposal (RFP) issued by the Utah Department of Workforce Services and State of Utah Division of Purchasing. The procurement seeks multiple contractors to provide Pre-Employment Transition Services to students who are eligible or potentially eligible for Vocational Rehabilitation Services across Utah. The contract will have a four-year term, with vendors required to guarantee pricing for one year. Contractors must be able to provide services in a minimum of 19-29 counties in Utah and demonstrate significant professional experience with Pre-ETS and service delivery for youth with disabilities.

The RFP requires contractors to submit comprehensive proposals addressing mandatory minimum qualifications, technical response requirements, staffing capabilities, program services, collaboration plans, and budgetary considerations. The budget is capped at $2 million per year and must be all-inclusive, covering expenses such as travel, lodging, and per diem. Proposals will be evaluated on factors including experience, staff qualifications, service scope, work-based learning experiences, collaboration strategies, and budget reasonableness. The Utah Department of Workforce Services will award contracts to the highest-scoring proposals until available funding is allocated, with the expectation of establishing multiple contracts to serve students across the state.
