About this file

This is a Surveyor's Report of Subsurface Utility Investigation prepared by WGI, Inc. for the City of Tallahassee Water Resources Engineering. The report documents the results of a subsurface utility investigation conducted along Meginnis Arm Road between Meginnis Lane and Lakeshore Drive near the right-of-way of SR 8 (I-10) in Leon County, Florida. The investigation was performed to detect, designate, expose, interpret, and survey the locations of wastewater pipelines, specifically the Meginnis Arm Force Main, with a focus on identifying points of material type transition and corresponding depths. The survey was conducted between March 8, 2024, and April 4, 2024, and submitted on April 9, 2024. Field personnel included John Alford, Matt Logue, and Aaron Taylor. Eight Quality Level A test holes were performed to determine utility type, depth, configuration, and size. The investigation identified the force main pipeline in various sections with differing pipe materials, including 30-inch steel casing, 18-inch ductile iron pipe (DIP), 18-inch polyvinyl chloride (PVC), and concrete thrust blocks at varying depths ranging from approximately 4.8 to 6.7 feet below ground surface, with corresponding top elevations between 115.0 and 125.5 feet.

The utility investigation employed both Quality Level B designation and Quality Level A locating methods in accordance with ASCE 38-22 standards. Detection methods included geophysical equipment such as ground penetrating radar (GPR), Vivax Metrotech Utility Line Locator, and Rigid SR-60 Seek-Tech Utility Line Locator. One Call notification through Sunshine 811 One Call of Florida (Design Ticket No. 067402995) was conducted, though no utility records beyond design ticket responses were provided. Following geophysical designation and surface marking in accordance with American Public Works Association Uniform Color Code, subsurface investigation was performed using vacuum extraction at each test hole location, followed by geospatial surveying to establish three-dimensional coordinates. Horizontal and vertical control was referenced from a previous survey (WGI job number 5987.00 from July 28, 2020) using the Florida State Plane Coordinate System, North Zone, Lambert Projection, with NAD83/NSRS2011 datum and elevations based on NAVD 88. The report notes data limitations, including that geophysical prospecting techniques may be subject to outside interference and soil conditions that could prevent detection of some utilities, and that the data is not intended for design of utility connections or taps.

4. METHODS USED TO COLLECT AND DEPICT UTILITY INFORMATION

One Call

WGI contacted Sunshine 811 One Call of Florida (SSOCOF). Design Ticket Nos.

067402995 was issued to WGI. Using the design ticket record of Utility Agency Owners (UAO), WGI contacted each UAOs (see Table 1.) to request utility records for the project site. However, no records, oral nor written, were provided to WGI other than responses included in the design tickets (See Table 1.). WGI did not perform any utility record records research on this project.

Geophysical Search

WGI used a Mala Locator System ground penetrating radar (GPR) device and Vivax Metrotech Utility Line Locator, Model 9860XT to sweep for known, suspected, and unknown utilities within the specified project limits.

Quality Level B Designating

WGI performed ASCE 38-22 Quality Level B subsurface utility designation of the Meginnis Arm force main using geophysical prospecting equipment: Mala Locator System ground penetrating radar (GPR), Vivax Metrotech Utility Line Locator, and Rigid SR-60 Seek-Tech Utility Line Locator.

WGI and affected utility agency owners marked existing underground utilities at the ground surface in accordance with the American Public Works Association Uniform Color Code. Paint marks were sprayed on the ground representing the approximate centerline of a utility feature. WGI also photographed the immediate position of each test hole that included paint marks, where designation was performed.

Quality Level A Locating

Test hole locations were selected by the Client in consultation with WGI. After utilities were designated and marked on the ground surface, subsurface utility investigation personnel performed soil extraction at individual test holes to determine type, depth, configuration, and size of utility feature using a Vacuum Master 4000 truck. After backfilling test holes, a geospatial survey crew performed a horizontal and vertical survey to accurately determine three-dimensional coordinates of each exposed utility.

This is the process known as Quality Level A utility locating, as defined by ASCE 38-22.

A total of eight (8) Quality Level A test holes were performed for this task order.

10. DATA LIMITATIONS

This report presents spatial data of existing utilities to allow new infrastructure to be designed above, below, or around the existing utility features. The utility data is not intended for the design of a new utility joining an existing utility. Quality Level A or B data presented in this report may not be accurate or precise enough to be relied upon for the design of utility connections or taps to existing or proposed pipelines and conduits.

Quality Level B data should not be used where exact horizontal and vertical measurements are necessary.

Quality Level A utility data is the horizontal and vertical location of a utility feature obtained by exposure and measurement of the utility feature at a specific point of reference.

The absence of utilities does not guarantee there is a finding of “no utility conflict.”

Utilizing WGI’s subsurface utility investigation services does not relieve any party from its obligation to contact the utility damage prevention system before construction excavation begins. Utility marks placed on the ground by WGI are not to be used for construction purposes.

Geophysical prospecting techniques are subject to outside interference which are beyond the control of WGI and may impede the effectiveness of utility detection. Soil conditions, utility material, size, depth, groundwater salinity, and soil conductivity may prevent detection of some underground utilities. Therefore, there is no guarantee that all utilities have been detected and located.

Certain surface obstructions may have restricted access to some utility features. In such cases, subsurface investigation was concluded at the sole discretion of WGI after determining that all reasonable resources, means, and methods have been exhausted.

Such occurrences, if any, are specifically noted in this report.

11. CERTIFICATION

I hereby certify that this subsurface utility investigation report and all files herein are a true and accurate representation of a field investigation made under my responsible charge, and that to the best of my knowledge meets the Standards of Practice as set forth by the Florida Boards of Professional Surveyors and Mappers in Rule Chapter 5J-17, Florida Administrative Code.
