About this file
This Special Provisions document outlines permit requirements and operational procedures for the City of Tallahassee's Pump Station 43 Improvements project in Florida. The project involves installation of approximately 675 linear feet of 18-inch DIP force main, removal and placement of forcemains out of service, installation of a surge tank and kingpin manhole, bypass pumping components, relocation of an existing chemical tank, asphalt patching and resurfacing, arboricultural mitigation, and restoration of disturbed areas. A mandatory pre-bid meeting is scheduled for March 18, 2026, at 2:00 PM EST via Microsoft Teams. The contractor must secure or comply with five permits: an NPDES Permit (contractor-obtained), City of Tallahassee Underground Utilities General Utility Permit (Appendix A, TEM 220057), Leon County Environmental Management Permit (Appendix B, LEM24-062), Leon County Right of Way Placement Permit (Appendix C), and FDOT General Use Permit (Appendix D, 2025-K-392-00093). The Leon County Right of Way Permit will be issued post-award once the contractor establishes a construction commencement date.
The contractor bears full responsibility for all costs associated with permit compliance, determining and arranging offsite staging areas with pre-approval from the City's Growth Management Department, and restoring staging areas. The contractor must provide a Bypass Plan prior to construction commencement and implement bypass operations using a temporary pump capable of pumping 2,300 gallons per minute with a total dynamic head of 172, connected to a bypass connection installed by the City at the end of Callaway Road. The bypass operation is permitted for a maximum of 60 days but must be performed for the shortest duration possible. The contractor is required to document existing deficiencies with photographs prior to construction; failure to do so may result in the contractor bearing correction costs at no expense to the City. The project funding source does not include Federal funds, and therefore federal provisions do not apply.

SPECIAL PROVISIONS
I. PERMITS
The following permit(s) have been secured by the City (unless otherwise noted) and apply to this Contract.
1. NPDES Permit will be required, and coverage must be obtained by the Contractor.
2. City of Tallahassee Underground Utilities - General Utility Permit, (Appendix A, TEM 220057)
3. Leon County, Environmental Management Permit, (Appendix B, LEM24-062)
4. Leon County, Right of Way Placement Permit Application, (Appendix C)
5. FDOT, General Use Permit, (Appendix D, 2025-K-392-00093)
Bidders shall examine the permits, review, and understand all permit conditions, and abide by same during execution of the work, and anticipate all costs associated with doing so. No claims for project delays or unanticipated work associated with those tasks will be considered.
In addition to the permit conditions, bidders are advised that the Contractor will be solely responsible for determining what, if any, offsite staging areas will be used, and shall be responsible to the owner of such areas regarding leasing, restoration, traffic control, etc. All staging areas to be used must be pre-approved by the City’s Growth Management Department prior to their use.
The Contractor shall abide by these requirements before final payment will be released. Photographs of deficient areas existing prior to construction shall be produced by the Contractor to document such deficiencies. Otherwise, the Contractor may be required to correct such deficiencies as part of the restoration work at no extra cost to the City.
Due to the short duration of a Leon County Right of Way Permit, a permit has not been issued as of the date of the release of bid. The plans have been reviewed and approved by Leon County, so once the bid has been awarded and the contractor has established a construction commencement date, the permit fees will be paid, and a Leon County Right of Way Permit will be issued.

II. BYPASS OPERATIONS
The contractor is responsible for providing a Bypass Plan prior to construction commencement. The City of Tallahassee has installed a 12” bypass connection at the end of Callaway Road just south of the Interstate 10 security fencing. The City recommends the contractor install a temporary pump, capable of pumping 2,300 gallons per minute with a total dynamic head of 172, and pump flows out of existing City of Tallahassee sanitary sewer manhole SH24723. The temporary forcemain will be laid adjacent to the fence line within the FDOT right of way until it connects to the previously mentioned bypass connection. This setup is part of the above-referenced FDOT Permit to provide bypass operations for a maximum of 60 days, but the City requests the contractor provide this bypass operation for the shortest duration possible. See map below for proposed temporary pump, forcemain, and bypass connection locations.
