Solicitation No. 1630J6-17-R-00001 Amendment No. 3

1. Refer to the Price Detail Template (Attachment J-1), and specifically to tabs for Line 2 (Other Academic Expenses), Line 4 (Other Career Technical Training Expenses), Line 6 (Other Career Success Expenses), Line 10 (Other Support Service Expenses), Line 14 (Other Career Preparation & Career Transition Readiness Expenses), and Line 16 (Other Administrative Expenses). Will the Government please provide instructions for completing these non-labor cost tabs?

Offerors may complete the worksheet with total amounts only. The calculation of the totals can be shown in the cost narrative section of the Business Management Proposal.

2. Refer to the Price Detail Template (Attachment J-1), and specifically to tabs for Pricing Summary and CR NTE (SubCLINs 07 Food, 12 Other Medical Expenses, 19 Other Facilities Maintenance Expenses, 21 Other Security Expenses, 23 Utilities and Fuel, 26 Motor Vehicle Operating Expense, and 27 Travel and Training). The Government lists these items as CR NTE with spaces allowed for the contractor to input values. Will the Government be providing values for these CLINs to enable the contractor to complete the Pricing Summary prior to proposal due date? Or should they be left blank?

Not-to-exceed (NTE) amounts will be provided after contract award. Offerors will not propose amounts for these line items.

3. Refer to the Price Detail Template (Attachment J-1), and specifically to tab for Line 25 (Insurance). Will the Government please provide the number of vehicles by type?

A list of vehicles will be posted on the Federal Business Opportunities (FBO) website.

4. Refer to the Price Detail Template (Attachment J-1), and specifically to tab for Subcontractor Pricing. Will the Government please provide additional information for filling out the Subcontractor Pricing tab? Are the costs entered on this tab intended to be annual costs or total costs for all years of the contract? Furthermore, no links can be found between the Subcontractor Pricing tab and the Pricing Summary tab or the Overall Contract Value tab. Can the Government please clarify? Is this tab a summary of subcontractor pricing and used for informational purposes only?

The costs on this tab should reflect total 5-year costs. The costs of subcontractors should be included in the proposed cost of each line item. (E.g. Medical Personnel Exp. would include cost of subcontracted personnel.)

5. Refer to the Price Detail Template (Attachment J-1), and specifically to tab for Transition Construction. The RFP states that offerors shall not propose costs for capital items. Can the Government please clarify?

There will be no Grand Total amounts for capital items (CRA, CTST, Equipment, and Demonstration Projects).

6. Refer to the Price Detail Template (Attachment J-1), and specifically to tabs for Pricing Summary and Outreach Admissions. The CLINs between the Pricing Summary tab and Outreach Admissions tabs do not match. For example, the Pricing Summary tab has CLIN 0004 as Outreach and Admissions Initial Arrival / Type: FFP (60% of total price), whereas the Outreach Admissions tab has this as CLIN 0003. Can the Government please clarify?

Offerors may correct the Outreach Admissions tab to match the Pricing Summary tab.

7. Refer to the Price Detail Template (Attachment J-1), and specifically to tabs for Overall Contract Value Table and Pricing Summary. The Overall Contract Value Table tab, Column H of Overall Contract Value, is not applying the number of months to the Overall Contract

Value. Instead, it is showing the unit price. Can the Government please clarify what the intent for this tab is?

The Overall Contract Value is stated in terms of contract years. Each contract year has twelve months. A six-month extension is also included.

8. Refer to the Price Detail template (Attachment J-1), and specifically to tab for Pricing Summary. Row 196 for 6-Month Extension of Services is only summarizing Rows 197 and

199. Can the Government please clarify? Is this the total the Government is utilizing for the 6-month extension? Furthermore, 6-Month Extension of Services Row 197 Center Operations is only linked to the Line 01 Academic Personnel tab. Can the Government please clarify? Are the other Line Items (2-27) to be excluded from the 6-Month Extension price estimate?

The six-month extension cost for Center Operations should include all line item costs. The six-month extension should also include Outreach and Admissions and Career Transition Services (Line Item Nos. 0015E through 0015K).

9. Refer to the Price Detail Template (Attachment J-1), and specifically to tab for Line 27- Travel & Training. The cost for this line item is included on the "CR NTE" tab. Can the Government please clarify? Is it the Government's intention to have the contractor estimate these costs identified as "NTE, amount to be set at award"? We note that other costs on the "CR NTE" tab (Food, Utilities and Fuel) do not have a separate tab included in the Price Detail Template.

Offerors are to provide cost estimates for all of the line items listed. If there's no separate tab, then the cost should be placed where the line item appears.

10. Refer to the Price Detail Template (Attachment J-1), and specifically to tab for Line 01 (Academic Personnel). Column H and I allow for inputting G&A and Fee. Can the Government please clarify? For Subcontracted Labor, is it the Government's intent to have the costs for G&A and Fee for both the subcontractor and prime contractor as applicable included in these columns?

G&A and fee should include amounts for both prime and subcontractor. There should be one proposed cost per item for both prime and subcontractor.

11. Refer to Section L.6 of the RFP (Paragraph H/ Proposal Format). Would the Government consider removing the requirement for a printed copy of Attachment J-1, Price Detail Template? The content on the tabs will not print legibly on 8 1/2” by 11" paper and could result in over 400 hardcopy pages for the Business Management Proposal.

A printed copy of the Price Detail Template will not be required. An electronic copy is acceptable.

12. The RFP states that offerors shall not propose costs for capital items including CRA and CTST. Can the Government please clarify? Does this statement also apply to Equipment and Demonstration Projects?

Offerors shall not propose costs for CRA, CTST, Equipment, and Demonstration Projects.

13. Refer to the Price Detail Template (Attachment J-1), and specifically to tab for Pricing Summary (CLIN 0016 Termination). Can the Government provide additional guidance for what is to be included in the Termination CLIN 0016?

This is the phase-out cost in case of contract termination.

14. Refer to Pricing Schedule in Section B.2 of the RFP. The CLINs on the Pricing Schedule provided in the RFP do not match the CLINs on the Pricing Summary tab of the Price Detail Template (Attachment J-1). Example: the RFP lists Termination as CLIN 0028 and the Price Detail Template lists Termination as CLIN 0016. Can the Government please clarify which schedule is correct?

Please see revised Pricing Schedule.

15. Refer to the Price Detail Template (Attachment J-1), and specifically to tab for Outreach and Admissions. The quantities are missing from Column C of this tab. Will the Government please provide the quantities that the Offeror is to include in the total price?

The quantity should be "1 each." Each quantity includes services provided for the specified period of performance.

16. Refer to the Price Detail Template (Attachment J-1) and Staffing Chart (Attachment J-4).

The labor categories provided in the Staffing Chart are inconsistent with the labor categories in the Position by Title and Holidays tab of the Price Detail Template. Will the Government please consider adjusting Attachment J-4 in order to maintain consistent labor categories between these two documents?

Offerors may adjust the Staffing Chart (Attachment J-4) to match the labor categories they wish to propose.

17. Refer to the Price Detail Template (Attachment J-1), and specifically to tab for Position by Title and Holidays. The Position by Title and Holiday tab breaks out Labor Categories by Managers, Instructors, and Staff Support. The following inconsistencies are noted: Fire Chief, Cook Helper Assistant and Driver are listed under Instructors. Some titles are listed in multiple categories. For example, Accountant is listed in both the Managers and Instructors category. Can the Government please clarify? Does the Offeror have flexibility when identifying labor categories by Manager, Instructor, and Staff Support?

Cook Helper Assistant and Driver should be listed under Staff Support. However, the Fire Chief could be an instructor for a trade that includes fire prevention.

Offerors may identify labor categories in accordance with their proposed organizational structure.

18. Can the Government please clarify if it will allow the offerors to propose positions not currently listed in the Price Detail Template or Staffing Chart?

The offeror may propose positions not listed in the RFP or attachments.

19. Please clarify if the solicitation is unrestricted or small business set-aside.

This is a competitive 8(a) small business set-aside procurement.

20. Refer to Pricing Schedule of Section B.2 in the RFP. What does Q2, Q4, and Surge in CLINS 0008, 0009, and 0010 (and the other option years) mean?

The terms “Q2” and “Q4” refer to Quarter 2 and Quarter 4. The “Surge CLIN” refers to increase in estimated cost of the contract if On-board Strength (OBS) increases.

21. The Career Technical Training (CTT) programs are not consistent with the current CTT offerings at Alaska Job Corps Center. Please clarify.

The CTT offerings in the RFP are the new mixes proposed for the next contract period.

They are different from the current CTT offerings.

22. Refer to Section G.12 (DEMAND FOR PAYMENT FOR FAILURE TO MAINTAIN STAFFING LEVELS) of the RFP. The table provides 30 days to fill 4 specific positions. The narrative below the table states, “Damages will be assessed at the rate of 50 percent of the value specified for the vacation position, from days 21 through 60.” Please clarify.

The statement below the table should say:

“Damages will not be assessed at the value specified for the vacant positions within the first 30 days of the vacancy. Damages will be assessed at the rate of 50 percent of the value specified for the vacant position, from days 31 through 60. Damages will be assessed at the full value specified for the vacant positions after 60 days. Damages will be assessed and subtracted from a subsequent voucher.”

Furthermore, the Alaska Job Corps Center is in a remote location. Will the government provide 45-60 days to fill vacancies?

Thirty (30) days is the maximum amount of time that’s provided at this moment.

23. Refer to Section L.6 (INSTRUCTIONS FOR PROPOSAL SUBMISSION) in the RFP. The page limitation for Technical Approach lists “Center Only-65 Pages.” The solicitation includes OA & CTS services. Please clarify. Will the Government be requiring the Offerors to answer questions regarding OA/CTS? If questions regarding OA/CTS are included in Technical Approach, will the Government consider adding additional pages to the 65 page limit to cover OA/CTS?

The page limit for Technical Approach is hereby increased to 85.

24. Refer to Section B.2 of the RFP (Pricing Schedule). Paragraph 2 states: “The fully burdened hourly rate is defined as the direct hourly labor rate with the appropriate load factors, inclusive of profit/fee, overhead fringe and General and Administrative (G&A) costs.” CLIN 0002, sub CLIN 0220 states: “Contractor’s Technical Performance Incentive Fee.” Is this incentive fee still part of the proposal in addition to the fee stated above under the FFP line items?

Yes. Technical Incentive Fee is a separate fee from the fee in the fully burdened labor rates.

In Section G.3, these fees are again specified with fee tables associated. Is section G.3 still applicable?

Please see revised Section G.3 which will be uploaded to Federal Business Opportunities as an attachment.

If so, how does that impact the statement above for B.2 Pricing Schedule? Is it the government’s intent to have fee applicable in three manners for the same lines of this contract?

Please see revised G.3.

25. Regarding CLINs 0008 & 0009, there is no detailed instruction in the RFP for the amount to be associated with this portion of the Career Transition Services. Can the government further explain their desired level of pricing for these line items?

The instructions in Section G.15.A.Payment are the only details available at the moment.

26. Under the Statement of Work, Section C.3 C.13 Career Technical Training, the CTT offerings listed in the table do not align with the current center offerings. Is it the government’s desire to price the offerings listed in the RFP and subsequent transitioning and startup costs for these training programs? Or is this table written in error?

The CTT offerings are the new mixes proposed for the next contract period.

27. Section G.3.2: Cost Reimbursement Not-to-Exceed (NTE): the CLINs identified are CLIN 0003, 1002, 2002, and 3002. Should this be CLIN 0003, 1003, 2003, and 3003?

Please see revised Attachment J-1.

28. Section G.4 Invoice Requirements: the last sentence in part states “…along with any accompanying supporting documentation required.” Can you be specific as to what will be required?

Supporting documentation depends on what the COR requires for the respective invoice period.

29. Refer to Section G.8 (ASSESSMENTS FOR FAILURE TO COMPLY WITH REGULATIONS FOR SEPARATING STUDENTS/ISSUING LEAVES). Is the associated table to be completed at the time of proposal as part of the deliverables? Or will this be completed and incorporated into the final award?

The associated table should be completed at the time of proposal as part of the deliverables.

30. Refer to Price Detail Template (Attachment J-1). Does the government require the J-1 attachment to be the presented deliverable in place of our own cost models?

Offerors may include their own cost proposal documents, but the Price Detail Template is the required deliverable.

31. Refer to Price Detail Template (Attachment J-1). Will there be changes to Appendix 502 in the PRH to reflect the line items of Attachment J-1?

Changes to Appendix 502 in the PRH are pending.

32. Refer to Price Detail Template (Attachment J-1). Will the government provide column headings in Row 14 for tables in the following line item tabs: 2, 4, 6, 8, and 10?

Offerors may complete the column headings for these line items.

33. Refer to Price Detail Template (Attachment J-1). There does not appear to be tabs for the following line items: 12 (Other Medical Expense), 17 (Indirect Administrative Expense), 19 (Other Facility Maintenance Expense), 21 (Other Security Expense), 23 (Utilities and Fuel), 26 (Motor Vehicle Operating Expense), 28 (Contractor's Technical Performance Incentive Fee), and 29 (Contractor's Cost Incentive Fee). Will the government provide these tabs?

These items appear under “CR NTE.” Not-to-exceed amounts for these cost reimburseable items will be provided after contract award.

34. Refer to Price Detail Template (Attachment J-1). Line 16 (Other Administrative Expense) is set up as a labor tab instead of a non-labor tab. Please correct.

Offerors may correct this section accordingly.

35. Refer to Price Detail Template (Attachment J-1). The government specifies "Highlighted cells have formulas embedded - do not change." Will the government provide formulas for the following line item tabs: 22, 24, 25, 27, CR NTE, Transition Construction?

If no formulas are provided, offerors may enter their own amounts.

36. Neither Appendix 502 and 503 of the PRH currently match the firm fixed price (FFP) line items of in this solicitation. Will these appendices be updated to include the firm fixed price requirements of this effort? If so, will this occur prior to the submission deadline in order to propose in accordance with the PRH requirements?

A PRH Change Notice is forthcoming.

37. Refer to Section G.4.h.1 (Fully Burdened Labor) of the RFP. Here it says that offerors will “insert the fully burdened labor rate for each employee for the billing period in Excel format and include the staffing report from the FMS system for the billing period.” What does that mean? Is the operator expected to only bill for positions worked?

Yes. The operator is expected to only bill for positions worked.

Section B.2 (Pricing Schedule) of the RFP says: “FFP CLINs (Contract Line Item Numbers) are calculated on a per month, fully burdened unit pricing structure. This will permit the Contractor to bill ½ of that unit price per semi-monthly invoice at the parent CLIN.” Using Center Operations as an example, are contractors to bill at CLIN 0002? Or are contractors billing down to the sub-CLINs (0201, etc)? Same question for the Technical Performance Incentive Fee. Please clarify what is expected when billing under these lines.

The parent CLIN is 0002. Contractors are to invoice/ bill at the parent CLIN level.

Technical Performance Incentive Fee should be invoiced/ billed at that CLIN number.

38. Refer to Section G.4.i (Billing for Outreach Administration and Center Transition Costs). Can the government please provide an example of what this section will look like for invoicing?

Sample invoice is not available at the moment.

39. Refer to Section H.31 (Reimbursement of Training Costs). Charging training costs to G&A is contrary to the defined G&A requirements and does not follow practices established by Cost Accounting Standards. Can the government please provide a Federal Acquisition Regulation (FAR) exemption for charging individual contract costs to G&A overhead costs which are distributed to all contracts?

The clause doesn't direct the contractor to charge training costs to G&A. Instead, the clause implies that the contractor is responsible for hiring and maintaining a trained and qualified workforce.

40. Refer to Section L.6.H.g (Organization of Proposals). The RFP states that offerors must tab each specific factor, subfactor, and element. For Technical Approach, this will result in a binded document of over 22 tabs and may limit the number of pages the offeror has for answering requirements due to page breaks and font size. Will the Government revise the requirement to only provide tabs to the factor and subfactor level?

The requirement is hereby revised. Offerors only need to provide tabs to the factor and subfactor level.

41. Refer to Section L.7/ Factor 1/ Subfactor 1D (Maintenance of Sound Discipline). There is no Element 3 listed. Is Element 4 meant to be Element 3?

Element 4 is meant to be Element 3.

File details come from the government source that posted it.
