RADON EXPLANATORY NOTES

The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than

4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.

Radon mitigation techniques include: (1) adjustment of the building HVAC system to create a positive pressure within the building; (2) sealing of foundation wall cracks, penetrations, or other openings;

(3) sealing crawlspace openings and sump pits; (4) installing an active subslab depressurization (ASD) system.

Paving Type for Roads & Parking

Vehicular access is limited to the Center perimeter and delivery routes to the Dining Building D and Maintenance Building H delivery areas. Site internal traffic is pedestrian only on concrete walks as well as a bridge connector to the dormitories and Recreation Building E. There is a large wooden terrace with wooden walkway that connects Hard Vocation Building C to the rest of the center.

Topography Buildings and Structures

Center is fully enclosed by fencing. The Center utilizes off-center public athletic and aquatic facilities. There are two man-made ponds. A pedestrian bridge crosses the larger pond for access to the dormitories and Recreation Building E from the rest of the Center. A smaller pond is located directly behind Administration/Medical-Dental Building A. The water level has been steadily declining over the years and the pond banks are slowly eroding contributing to deterioration of retaining walls. A terrace overlooks the pond from the rear of Building A. Wetlands flank the site to the east, and also traverse the site in front of Hard Vocation Building C. Chain-link fencing surrounds the outdoor play area behind Child Development Center Building I, and the center maintenance vehicle parking lot behind Maintenance Building H. There is also chain-link fencing at the railroad right of way along the site's northeast property line. There is a wood fence to restrict access on a vacant side of one of the ponds.

Radial configured primary service enters the center from two Jacksonville Electric Authority (JEA) riser poles located at the southeast corner of the property near Golfair Boulevard and Walgreen road. Underground primary service is distributed to JEA pad-mounted step-down transformers with corresponding cabinet-mounted secondary utility meters. Each transformer with the corresponding meter serves two buildings, with exception of Buildings F and I. These buildings are served by separate transformers and meters. Building D is metered together with the sanitary pump station. This pump station is backed up with a 20 kW stand-by gas powered generator with a 100A automatic transfer switch.

AT&T is providing local telephone services. JCDC provides long distance, FAX and phones, and Verizon provides cell phone services. Four T1 lines are provided for the Center's need and (5) T1 lines ((4) for internet and one for VoIP) are provided for SIA Tech program to the DEMARK point at the main data closet in Adm./Medical/Dental Building A. There are three land lines (to Security, Dorm and Finance department). Sub-closet is located in Education Building B. There are two Compaq UPS batteries, in each of Buildings A and B, to buffer power surges and drops in the line voltage and maintain the power requirements of the system up to 8 hours. Optical fiber cabling is utilized for inter-building connection, and CAT 5 is utilized for interconnection of data switch to outlets in the buildings. The Center fire alarm panel Edwards EST-2, located in the security office of Building A monitors all fire alarm devices, power booster panels and annunciator panels throughout the Center. The remote annunciator panels in the buildings are disabled during the upgrade of the Center's fire alarm system. Last fire alarm inspection was done by Jacksonville Sound and communication ((904) 737-3511) at 10/03/2016. The fire alarm lines connected buildings were provided by surge protection system. A color TVs in the security office and in the data closet in Building A monitors all activities recorded from the 16 exterior dome type pole-mounted cameras strategically installed throughout the center.

Comments: During the March 2017 Facility Survey the vinyl composition tile (VCT) covered concrete subfloor displayed structural cracks in three locations: two in the main corridor on either side of student bathrooms and one in the Advanced Math Classroom. The cracks are continuous and spanning the full width of the corridor. They did not present a safety hazard at the time of the survey. They may be caused by the movement of inadequately compacted soil under the concrete floor slab. The Center staff is to monitor the cracks. If the cracks increase then advise the ESC PM for consulting ESC structural engineer.
