Response to Vendors Questions
Question 1 - Is OA/CTS volume bound separately from the above?
Response: Refer to Section L.6 (H) of the solicitation for the proposal format.
Question 2 - Does the Government want 6 USB Flash Drives (1 per volume) or 1 USB Flash Drive with all volumes?
Response: Refer to Section L.6 (H) of the solicitation for the proposal format. One (1) - USB flash drive per proposal section
Question 3 - Will a Geographic Assignment Plan (GAP) be provided to specify recruitment territory for the Jacksonville contract to avoid overlap with the current territories for the Florida OA/CTS contract?
Response: No. As this document houses all the OA/CTS numbers for all contracts in Region 3, it is unlikely this will be disseminated to the masses regarding this Procurement.
Question 4 - Please confirm the Prevailing Wage/Minimum Required salary is correct for the position of Security Guard at $55,780
Response: The prevailing wage/minimum required noted in the solicitation will be updated and provided in a subsequent Amendment.

Response: The Center and Golf Course have a history of shared responsibility associated with upkeep of the area described.
Question 6 - Historically, contractors propose the maximum cost incentive fee. The current solicitation says offeror should propose the average Performance Incentive Fee, but does not state the same for Cost Incentive Fee. Please clarify if the Offeror should propose up to a 4.0% maximum Cost Performance incentive fee
Response: The Offeror should complete the Center Operations Table under Section G.3.1 in its entirety per the instructions of the solicitation
Question 7 - Please provide the most recent Utilities and Fuel Usage for the Last Contract Year
Response: See Attachment J-12 of the solicitation posted on FBO for the most current.
Question 8 - Is it the Government’s intent to delete the 20 page OA/CTS requirement as a separate 4 copy volume submission? If yes, does the 20 page limit remain?
Response: The Offer should follow the proposal format instructions of the Solicitation.
Question 9 – To place tabs at every Subfactor and Element significantly reduces the 20-page limit for Staff Resources and Relevant Experience. Some sub-factors or elements may only have a paragraph or two of information before the next sub-factor or element requiring a page break. Will the Government consider removing this requirement?
Response: The proposal format instructions remain unchanged. The tabs will not be part of the page count.
Question 10 – Standard Form 33 Block 9 does not contain a delivery location. Please provide.

Is the day care center currently utilized by any Job Corps students for their children? Is the day care currently being used by an independent contractor for children of staff or community?
Response: Refer to Amendment 001 - On-center child care is required. Refer to Section C.3 (F)(12) of the solicitation. Child Care Arrangement is to assist students to arrange suitable child care for their dependent children. Open to staff and the public.

Response: Refer to Section H.6(c) Table footnote.
Question 25 - Page 49 states that the Contractor shall not "remove" or reassign any key personnel without the express written consent of the Contracting Officer. This is different language than is normally seen in an RFP and references "before service is completed under resulting contract," implying after contract award. Under this RFP, does the Contracting Officer have the authority to prevent the removal of key personnel and to make personnel decisions regarding key personnel? If the Contractor felt compelled to terminate a "Key Personnel," does the Contracting Officer have to give "express written approval" before said personnel decision?
Response: Refer to Section H.28, Key Personnel provision in the solicitation.

Response: All Career Technical Training Programs listed under Attachment J-5 qualify for CTST funding.
Question 34 - Please clarify attachment J-3 which provides a table for OA/CTS benefit schedules. OA/CTS is specified as firm unit fixed price. The request for this data suggests that the government will reimburse for salary/benefits. Should these amounts be reduced from the projected fixed unit price for OA/CTS services?
Response: The OA CTS financial display provides a breakout and must be in the Attachment J-3 format. One for Center Operations, OA and CTS.
Question 35 - The footnote states that the data does not apply to positions subject to the SCA.
The wage determination wages specified are much lower than the wages listed in the table.
This gives an advantage to offerors subcontracting to other firms. The government is mandating two different salary/wage levels. Please clarify..
Response: The wages listed for the labor categories under Section H.6 table are the minimum based on internal government data and is not subject to the SCA.
Question 36 - Attachment J-7 (Past Performance Questionnaire) states the questionnaire must be returned “no later than 3:00 pm (EST), September 13, 2017”. Can offerors update the posted J-7 to reflect the new submission time and date prior to distributing or will a revised questionnaire be provided?
Response: Yes

Please clarify.

Can the government provide the MOU and the name (s) of agencies in the Virgin Islands that the current Florida Outreach and Admissions contractor works with for the coordination of Outreach and Admissions and Career Transition Services in the United States Virgin Islands?
Response: No MOU is on file to the COR's knowledge - As the Center has not operated OA/CTS provisions, the only data available to the COR is what is listed in the GAP along with other Centers in the Region.
Question 42 - The June OMS 10-R reports Jacksonville’s rating is 85.6 with ranking of 104.
Jacksonville’s rating falls outside the PBSC inventive performance range and therefore would not be eligible for any technical incentive fee. Has DOL given consideration to converting the technical incentive for the first year of the contract to a fixed fee in order to allow the new contractor time to implement improvements to the center and therefore not be penalized for the prior contractor’s performance?
Response: No, this has not been the practice in Job Corps contracting, and currently this is not being considered.

Response: Yes
Question 44 - Please clarify the binding instructions for the Outreach and Admissions and Career Transition Services sections of the proposal. Should the 20 pages be bound separately?

Response: Carpentry & Electrical Wiring are NTC offerings on Center.

Response: See Section L.7, Factor 5(e)
Question 48 - Will the government clarify whether CLIN 0002's period of performance is January 1, 2018 - January 31, 2020, or February 1, 2018 - January 31, 2020?
Response: See Section B.2
Question 49 - Can the Government confirm that the newly added sections Subfactor 1F:
Outreach, 1G: Admissions, & 1H: CTS, are to be included in Factor 1: Technical Approach? The table on page 78 lists OA/CTS as a separate section after the Business Management Proposal seemingly to be Factor 6.
Response: See Section L.7 of the solicitation under Technical
Question 50 - What is the number of children to be enrolled in the Child Care program? Is the Child Care program open to the public for enrollment?.
Response: The contractor shall provide a structured child development program at the Jacksonville Job Corps Center campus for approximately _68_ children. .
Question 51 - Will the government provide the Geographic Assignment Plan that shows the coordination of OA and CTS providers across the vast area?
Response: Currently the Atlanta Region is in the process of changing its OA CTS approach. At some point, the Regional Office plans to distribute an updated Geographic Assignment Plan.
Question 52 - Please verify that all the CTT programs are center offered and none are NTC programs.
Response: Carpentry & Electrical Wiring are NTC offerings on Center. The remainder are Center Trade offerings.
Question 52 - Please verify that all the CTT programs are center offered and none are NTC programs.
Response: Carpentry & Electrical Wiring are NTC offerings on Center. The remainders are Center Trade offerings.
Question 53 - Is the Jacksonville OA & CTS component expected to provide recruitment and placement services to other Job Corps centers and students beyond Jacksonville?
Response: The OA and CTS requirement and associated goals are stated in the RFP. There may be cases where the successful contractor will recruit applicants for other centers based on the applicant's trade choice. In other instances, the contractor may find it necessary to request a waiver to send applicants to other centers.
Question 54 - None of the Career Technical Training (CTT) offerings listed in the table on Page 16 of the RFP are indicated as being offered by a National Training Contractor (NTC). However, the Center’s most recent Career Technical Training Report (CTT-10) indicates both the Electrician and Carpentry programs are provided by Home Builders Institute (HBI), which is an NTC. Please clarify.
Response: Refer to Question 52
Question 55 - Page 4 of the RFP lists the Admission and Career Transition Services goals with the service area widely defined as “the state of Florida and the United States Virgin Islands.” Is it the government’s intent for Jacksonville students to come from all parts of the State of Florida, including areas already covered by other OA-CTS contracts? Since the Geographic Assignment Plan (GAP) has not been updated for some time, we are unsure of the government’s expectations of the Center’s specific geographical areas for OA and CTS. Please clarify.
Response: There are no restricted areas for recruitment within the state. The offeror should propose their outreach & recruitment strategy, including location of offices.
Question 56 - Given DOL’s intent for this resultant contract type to be CRB for Center Operations and FFP for OA and CTS, is Section G.12, Demand for Payment for Failure to Maintain Staffing Levels, applicable to this RFP since these positions will be in the CRB Center Operations? Please clarify.
Response: Section G.12 is applicable to the listed positions.

Response: See Amendment 003 Attachment.
Question 58 - Can the government provide clarification regarding the following statement: *These minimum required wage rates apply only to those employees that are not covered under the Service Contract Act wage requirement. Example: If the Security Guard position shown in the wage chart provided on page 40 of the RFP, is listed on the SCA Wage Determination 2015-4540 Rev 3, which minimum wage requirement applies?
Response: The applicable SCA Wage Determination will apply. The minimum required wages listed is based on internal government data and is for reference only.
Question 59 - Can the government provide clarification regarding the following statement in regards to subcontractors: Are subcontractors to the Prime Contractor required to pay SCA wages and benefits for their staff? Does the minimum wage requirement in the wage chart on page 40 override the SCA minimum wage requirements? The Service Contract Act (SCA) of 1965 is not applicable to contracts for the operation and management of Job Corps centers.
However, subcontracts awarded by contractors operating and managing Job Corps centers are subject to the Act to the same extent and under the same conditions as contracts made directly by the U.S. Department of Labor. Employees of the prime contractor who perform OA and/or CTT services are also exempt from the SCA.
Response: Subcontractors are subject to the same requirements as the Prime. .
Question 60 - Previous RFPs with similar Fixed Price structure for OA/CTS have not required detailed cost schedules. Can the government provide which schedules are required for
OA/CTS?
Response: Offerors should utilized the ETA 2110 format outlined in Attachment J-3 for OA and
CTS
Question 61 - Please also note that offerors shall propose the average technical performance incentive fee (1.2%) and the average cost incentive fee (2.0%) for the purpose of cost analysis and contract award amount. Please clarify if these fees stated in this section apply to OA/CTS firm fixed pricing?
Response: Technical performance incentive fee is for Center Operations only.
Question 62 - Can the government confirm the accuracy of the Training Slot Schedule and Target OBS: page 16, Total of 269 training slots? Page 4, Target OBS 275
Response: Those numbers are accurate at the time of the issuance of the solicitation.
