About this file
This is a Question and Answer document issued by the Virginia Department of Transportation (VDOT) addressing inquiries related to Invitation for Bid (IFB) 161248 for grounds keeping services at the Ashland Residency located at 523 N. Washington Highway, Ashland, Virginia. The solicitation encompasses mowing, edging, trimming, litter pickup, and onsite trash disposal services. The anticipated service start date is mid-April to May 1st, with the typical mowing season running from May through November. Historical mowing data indicates twelve cuts were performed in 2025 and nine cuts in 2026, establishing the expected service frequency. The scope of work includes two parcels totaling 0.11 acres and 0.19 acres, with services required on both sides of fence lines. Landscaping, mulching, and plant care of flower beds are explicitly excluded from this contract.
The document clarifies several operational and contractual matters for prospective bidders. Multiple purchase orders may be issued, though Addendum #3 provides guidance on this matter and includes the correct invoicing email address for Tracey Higgins, the Procurement Officer. Prime contractors may subcontract physical groundskeeping work with VDOT's written approval, with subcontractor approval requests permitted either at bid submission or after award, as outlined in Special Terms and Conditions #23 and Attachment B. No bonds are required; however, contractors must maintain all listed insurance coverage as specified in Section IX, General Terms and Conditions, Letter T. Additional traffic control measures beyond those listed in the specifications are not required for roadside areas.
