About this file
This document is a Lead-Based Paint Survey report for Room B120 at the Denver Air Route Traffic Control Center (ZDV ARTCC) in Longmont, Colorado, conducted by Leidos Corporation on January 9, 2025. Using a Niton handheld x-ray fluorescence (XRF) spectrum analyzer, the survey identified several surfaces containing lead-based paint (LBP) at or above the HUD standard of 1.0 mg/cm2, including dark gray paint on metal door jambs for Doors 57, 56, and 52, with some of these surfaces on both metal and concrete substrates. Additionally, multiple surfaces were found to have lead-containing paint (LCP) at levels between 0.01 and 0.99 mg/cm2, such as beige paint on concrete walls, gray and yellow paint on columns, and light green paint on conduits.
The report emphasizes critical safety considerations for future renovation or demolition activities, referencing OSHA and EPA regulations. According to the findings, any workers disturbing these surfaces must be lead-trained and follow lead-safe work practices. During demolition, composite samples should be collected from lead-painted building materials and submitted for Toxicity Characteristic Leachate Procedure (TCLP) analysis to properly characterize waste for disposal. The survey was performed by Thomas Nash, a certified lead-based paint inspector with credentials from the Colorado Department of Public Health and Environment, valid from June 2023 to June 2026.

1.0 EXECUTIVE SUMMARY
Federal Aviation Administration (FAA) authorized Leidos Corporation to conduct a Limited Lead (Pb) Paint Survey for an upcoming project in Room B120 at the Denver Air Route Traffic Control Center (ZDV ARTCC) in Longmont, Colorado. The onsite inspection was carried out by Mr. Thomas Nash of Leidos Corporation on January 9, 2025.
Based on the XRF, the following surfaces were found to contain Lead-based Paint (LBP) at levels at or above the HUD standard of 1.0 milligram per square centimeter (mg/cm2) or 0.5% by weight.
• Door 57 – Dark Gray Paint on Metal Door Jamb, Side D and Upper
• Door 56 – Dark Gray Paint on Metal Door Jamb, Side D and Upper
• Door 56 – Dark Gray Paint on Concrete (Door Jamb), Side C
• Door 52 – Dark Gray Paint on Metal Door Jamb, Side B
2.0 OBJECTIVE
Leidos was contracted to perform a Limited Lead (Pb) Paint Survey for an upcoming project in Room B120 at the Denver (ZDV) ARTCC in Longmont, CO. The purpose of the Survey was to confirm the presence or absence of LBP and LCP for any future operations and maintenance activities. These include renovation and demolition activities.
3.0 SAMPLING METHODOLOGY
The paint in Room B120 was analyzed by a Niton handheld x-ray fluorescence (XRF) spectrum analyzer (Serial No. 102935) that produces results for lead content in paint.
Calibration checks were conducted at the beginning and end of the inspection during use.
The inspection was carried out following Housing and Urban Development (HUD) accepted scientific practices, industry standards, and regulatory protocols. The HUD standard for determining Lead-based Paint was ≥ 1.0 mg/cm2 of surface area, Lead-containing Paint (LCP) ranged 0.01 to 0.99 mg/cm2, and a result of 0.00 mg/cm2 indicated no lead (Pb) in the paint (negative).
4.0 XRF RESULTS
Based on the XRF, the following surfaces were found to contain Lead-based Paint (LBP) at levels at or above the HUD standard of 1.0 mg/cm2 (results highlighted in red):
• Door 57 – Dark Gray Paint on Metal Door Jamb, Side D and Upper
• Door 56 – Dark Gray Paint on Metal Door Jamb, Side D and Upper
• Door 56 – Dark Gray Paint on Concrete Substrate (Door Jamb), Side C
• Door 52 – Dark Gray Paint on Metal Door Jamb, Side B
ZDV ARTCC January 9, 2025 Page 3 of 11
The following surfaces were found to have Lead-containing Paint (LCP) at levels ranging from 0.01 to 0.99 mg/cm2 (results highlighted in green):
• Wall – Beige Paint on Concrete Substrate, Sides A, B, and C.
• Columns – Gray Paint on Concrete Substrate, AD, AB, CB, and CD.
• Columns – Dull Yellow Paint on Concrete Substrate, AD, CB, and CD
• Door 51 – Dark Gray Paint on Metal Door and Door Jamb, Sides A, B, and C.
• Conduits – Light Green Paint on Metal Substrate, B-Wall, Columns AD and CD.
• Electrical Panel B-Wall – Beige Paint on Metal Substrate, Box, Door, and Old (not in use) Conduit.
The following surfaces did not contain lead (Pb) in paint:
• Wall – Beige Paint on Drywall, Side D.
• Columns – Bright Yellow Paint on Concrete Substrate, AD and CD.
• Door 50 – Dark Gray Paint on Metal Door and Door Jamb, Sides B, C, and D.
• Door 57 – Dark Gray Paint on Metal Door, Side C.
• Door 56 – Dark Gray Paint on Metal Door, Side A.
• Door 52 – Dark Gray Paint on Metal Door, Sides A and C.
• Door 25 – Dark Gray Paint on Metal Door and Door Jamb, Sides C, D, and
Upper.
• Electrical Panel – Beige Paint on Metal Substrate, New (in use) Conduit.
• Fire Extinguisher Mount – Red Paint on Wood Substrate.
In some instances, a “null” result may be shown. In this case the sample is retaken from the same location because the instrument did not obtain a reading on the first attempt. A “null” result may occur because the instrument was moved during the sample, or the shutter did not open for any reason.
5.0 CONCLUSIONS AND RECOMMENDATIONS
According to OSHA 29 CFR 1926.62 Lead Standard, employers are required to comply with the standard during scraping, sanding, burning, sandblasting, demolition, or any intentional disturbance of surfaces with detectable levels of lead paint. During demolition activities, composite samples should be collected from building materials painted with lead-based paint that are scheduled for disposal. Composite samples should be submitted for Toxicity Characteristic Leachate Procedure (TCLP) analysis to characterize the waste for disposal.
The U.S. Environmental Protection Agency’s (EPA) Lead Renovation, Repair and Painting Rule (RRP) govern the work of professional remodelers in homes and public buildings where there is lead-based paint. In buildings built before 1978 that are inhabited or frequented by pregnant women or children under seven and are used as residential, multifamily structures or public buildings, these rules apply. They require lead-safe work practices and training for all workers who may come into contact with lead. If lead content is unknown, the worker must sample every component to be impacted during work or a lead inspection must be performed by a certified lead inspector to determine which components contain lead. Any worker who will disturb this surface must be lead trained and practice lead-safe work.

The professional Lead-Based-Paint Inspection service has been performed, our findings obtained and recommendations prepared in accordance with generally accepted principles and practices outlined by local, state, and federal agencies. This warranty is in lieu of all other warranties either expressed or implied. Leidos is not responsible for the conclusions, opinions, or recommendations made by others based on our inspection, the field reconnaissance, and/or information derived from this report.
It should be noted that any investigation cannot absolutely rule out the existence or presence of LBP at a given facility, especially facilities built prior to 1978. This evaluation has been based upon limited available prior subject site history, observable conditions and activities at the site, information provided, and XRF field analysis of samples collected during the site investigation.
If you have any questions concerning this report, please do not hesitate to contact our office. Leidos appreciates the opportunity to provide you with professional LBP services and hope we can provide assistance in the future.
Respectfully, Thomas Nash
