About this file
This document contains questions and answers regarding a solicitation for asset forfeiture administrative support services. The United States Department of Justice is seeking clerical, administrative, and professional services to support its nationwide asset forfeiture program. Services include order entry and tracking using a commercial off-the-shelf system. Questions were due by October 16th and responses were to be provided within seven to ten business days. Proposals were due by November 15th at 12:00 PM local Washington DC time, with no acceptance of facsimile or email submissions. An extension was granted until December 6th at the same time in response to a question. Clarification was provided that performance measures should allow assessment of quality, timeliness and quantity of work, and that incentives and disincentives would be non-monetary, such as a 3% invoice reduction.

12, Question
Follow up Question: The answer to question #95 below also appears to contradict itself. The statement “No monetary incentives are anticipated” is very clear. However, at the end of the response below the statement “and recommended incentives or disincentives (such as 3% invoice reduction)” causes further confusion.
The answer to this question is essential to the formulation of an informed response to the solicitation.
Unfortunately our team believes that we would be at severe risk if we guessed incorrectly and made a bad assumption with regard to this important issue. It is
Additional Clarification: The example provided in the response is a disincentive, not a monetary incentive provided by the Government. To further clarify the original response, performance measures shall be based on the requirements and objectives of the Contract. The required elements as proposed should allow for the assessment of performance of the RFP requirements in terms of quality, timeliness and/or quantity.
Original Response: No monetary incentives are anticipated. The only incentive that can be guaranteed to be accepted is the award fee plan for small business participation as stated in Attachment 14. The Government seeks a for that reason that we are officially requesting additional clarification on this issue and a modest delay in the submission date to allow for us and all other potential bidders to fully incorporate your answer into our solution responses. Thank you in advance for your consideration of our request
Original Question:
Performance Measures. Among other content, the instructions state that each measure should include a “recommended incentive or disincentive”. Does the Government consider this to be a performance-based contract with monetary incentives and disincentives? Can you please clarify what type of response is sought to this instruction?
response that identifies successful objective measures of performance for the required services that include at minimum an acceptable quality standard, inspection method (such as review of timesheets), frequency of inspection (such as at least quarterly) and recommended incentive or disincentive (such as 3% invoice reduction).
122 Amendment 3 Attachment
Attachment 11 appears to ask offerors to summarize a GeoAccess study conducted based on locations of the employees of the current staff on the incumbent contract. However, to conduct the study, the Government provided only a three-digit zip code relating to the location of each
The Government is reviewing the question and will provide a response on or about Thursday, November 29, 2018.
employee. Three-digit zip codes can span a very large geographic area (for example, the State of Maryland has only 13 three-digit zip codes). To more accurately identify a network's coverage, an offeror would need the five or nine-digit zip code for each employee. A GeoAccess study based on a 3-digit zip code would not necessarily show an employee's proximity to the location of a plan provider. Having the full zip code of the employee locations would permit offerors to provide more accurate and precise information.
Further, any offeror who had full zip codes for incumbent employees (e.g., the incumbent contractor) would have the unfair advantage of being able to much more precisely pinpoint employee locations, leading to a more robust GeoAccess study. Accordingly, we respectfully request that the Government provide full zip code information for employees or clarify the request in a manner that eliminates any unfair advantage.
