Answer: As stated in Section 10.0.2, the Program Manager minimum qualifications shall possess five years (5) of management and supervisory experience in similar positions and shall possess either a Master of Business Administration (MBA), Master of Science in Business (MS-Business), Master in Public Health (MPH), or Master in Health Administration (MHA), or a Master of Science in Nursing (MS-N) degree from an accredited college or university.

Answer: There is not a definitive breakdown of ad-hoc/psych exams, however based on past utilization the Government anticipates the majority of the assessments to fall in the pre-employment category.

Section C 2.1.1 specifies coverage across the United States, Guam, the Virgin Islands, and Puerto Rico. However, Annex A includes only domestic DEA office zip codes within the United States and does not address these additional territories.
Can the government please clarify which specific locations or zip codes in Guam, the Virgin Islands, and Puerto Rico require coverage under this contract?
Answer: The zip codes are 00968 (Puerto Rico), 00918 (Puerto Rico), 00820 (Virgin Islands), 96910 (Guam).

Can the DEA give more information on this vendor, and how the performance of these assessments will interact with the medical contractor, specifically in reference to section 2.2.2 on page 17 of the RFP, “The contractor shall provide mental health assessments in support of the Drug Enforcement Administration (DEA) Pre-Employment Assessments, Fitness For Duty Examination, and to assess fitness for employees that have had their security clearances suspended.”
Answer: No. The current Interagency Agreement will expire The period of performance for the current vendor will expire prior to the award. date and will not require the offeror to interact with the other vendor.

Will the Government confirm if each location has to have all of the positions listed or a combination of these types of positions?
Answer: Each location shall have a physician and a qualified medical professional to conduct ancillary testing (example MD+ one of the following Physician Assistant, Nurse Practitioner, Registered Nurse, Medical Assistant).

Will the Government please clarify the requirement as it states, "All exams shall be signed by the examining physician credentialed in Occupational medicine in the state in which they practice." In section 3.1.3 it states, “ The Contractor shall ensure a fully operational organization comprising licensed/credentialed full-time and/or part-time staff, including physicians, nurses, physician assistants, and other relevant qualified personnel, at all examination locations." Does this mean only a physician can sign the exam, or can the Physician Assistant and/or Nurse Practitioner also sign?
Additionally, if a physician is required, does this statement mean the physician must be licensed in every state the exam takes place in?
Answer: A physician (MD/DO) shall conduct the physical exam and sign the exam. Support personnel who conduct ancillary testing (such as an RN who performs vision testing) shall sign the portions of the documentation package that they have completed as indicated on the paperwork.

The Contractor shall be able to perform all examination components within one visit at a facility located within 50 miles of a domestic DEA office, by zip code (appendix A). If a medical examination is required outside of this distance, the Contractor shall notify DEA HRU of the delay and be able to procure medical examination services for an applicant or incumbent within 50 miles of their home zip code within 21 calendar days of exam request
If the vendor has a provider within 50 miles of a domestic DEA office and the examinees home zip code, does the examinee have a choice of locations? Is the vendor required to schedule an examinee within 50 miles of their home zip code if requested by the examinee?

Answer: The contractor shall acquire and maintain pre-existing clinic locations within 50 miles of DEA office zip codes provided in Appendix A within 60 days after award.

Section C 3.1.4 specifies a 21-calendar-day timeframe to secure alternative services, while Section C 6.0 does not mention this timeframe but requires the exam to be performed within one (1) day at the selected facility.
Can the government please clarify whether these represent separate requirements (procurement timeline vs.
performance timeline) and confirm the intended expectations for securing and delivering exams when a local DEA-office-adjacent facility is not available?
Does this language indicate we are only required to have a facility within 50 miles of "one of the zip codes listed" in Annex A or is it expected for the Contractor to have a medical facility within 50 miles of all zip codes listed in Annex A?
Answer: This is not a separate requirement. The contractor shall have a minimum of one facility for every zip code notated in Appendix A.

Answer: Nationwide coverage is a mimimum of one facility within every zip code listed in Appendix A.
Additionally, 100% coverage is the expectation for compliance.

The psychological portion shall assess cognitive functioning and emotional adjustment by a diagnosis based approach that determines fitness for duty in a law enforcement position and/or fitness to hold a required security clearance. Relevant Agency medical standards and practice guidelines will be provided.

The psychiatric evaluation shall expose any factors that may be of risk to the welfare of the examinee and address his/her ability to perform duties on which the safety of the individual or others would rely. The contractor shall make an earnest attempt to obtain and review pertinent/related historical records (with consent from the examinee), obtain information from the managing mental health provider as needed, and shall conduct a detailed psychiatric interview to determine the nature, extent and cause of any potential emotional or psychopathic symptoms. Psychiatric and psychological assessment and resources services incorporate both psychological and psychiatric examinations that meet practice and ethical requirements for the assessment of law enforcement personnel.
How will contractors access pertinent/related historical records and information from the managing mental health provider?
Answer: The Government intends to advise the examinee to gather and submit pertinent mental health documents prior to their scheduled appointment. The contractor may request the informtion from the examinee with proper authorization/release.

Within 60 calendar days of an option renewal and/or contract award, the contractor shall return all employee related files to the DEA to be retired. The contractor shall also provide a listing of employee files contained in each box. The electronic alphabetical listing shall include Name, SSN, and date of birth of each employee.
Is the requirement to return all employee related files to the DEA in regards to hard copies only, and what volume? If yes, what hard copies does the DEA anticipate the vendor will maintain since electronic files are required per 3.3.2?
Answer: Yes, this is only applicable to exams performed outside of the EHR due to unforseen circumstances.

The Contractor shall have operating procedures that allow for secure and effective communication between the examination locations, the Contractor’s staff, and DEA personnel as designated by DEA’s Chief Medical Officer, Health Services Unit Chiefs or Section Chief, by way of the COR.
Does the government have a preferred means of secure communication? Encrypted email? Via EHR portal?
Answer: The preferred method of secure communication will be the Government's EHR once implemented.

The Contractor shall have the ability to transmit information (examinations, lab results, assessments, etc.) to DEA using secure send and/or utilization of an Electronic Health Record (EHR) as available by DEA. DEA reserves the right to specify the preferred method of receiving secure information if more than one option is available.
Will the government provide access to their preferred secure send platform or EHR system? If not, should the contractor propose their own system(s) for secure data transmission?
Answer: The Government will provide access to DEA's EHR system once implemented. In the event the system is unavailable, the contractor shall provide a secure send platform.

Will the Government please confirm that properly licensed and credentialed Nurse Practitioners (NPs) or Physician Assistants (PAs) with specialized occupational health training and appropriate state credentials may perform and sign off on the exams to satisfy this requirement?
Answer: A physician (MD/DO) shall conduct the physical exam and sign the exam.

It is understood that when a physicians assistant (PA) or nurse practitioner (NP) performs an exam that the report will be reviewed and signed by a physician. PWS Section 3.1.3 does not limit the types of physicians to occupational medicine and therefore other specialties can perform the exams. It is our assumption that other physician specialties such as internal medicine, can review and sign exam reports performed by NPs and PAs. Is this assumption correct? If not, please clarify what specialties can do this activity.
Answer: All exams shall be performed and signed by the examining physician.

Can lab draws be performed by a contracted lab partner outside of the one visit?
Answer: Yes, so long as the exam components are completed in one day as identified in Section 6.0.

It is our assumption that background investigations are not required for examining providers or their staff. Is this assumption correct? On medical exam contracts, requiring a background investigation is not typically required for providers working at a contractor/private site, and it is not recommended, as it has a significant negative impact on the ability to recruit providers to support a program. It can be a protracted process and the steps (e.g., fingerprinting, paperwork) are an imposition on individual providers who most likely will perform a small number of services on the contract. In our experience, this is not required on federal government contracts for examination services. Current requirements and state/federal requirements and laws (e.g., HIPAA) are robust.
