Amendment 7 Attachment - Q-A-4

15-102-SOL-00009

1. Q- Bidder found ambiguities in the 11 70 00 specification, stating that, “it mixes in the services for the owner furnished equipment with the contractor furnished equipment requirements. This would be confusing from a Primes [sic] standpoint, especially when it’s expanded to fill in the gaps.”

Bidder submitted a proposed markup of the specification for Owner’s consideration.

A – For the sake of bidding all bidders are to use the specification as provided.

2. Q - What are the elevations for the top of the Shade Sail posts?

A - The elevation of the top of the sail posts to be 3 600.

3. Q- Question regarding a testing and inspection allowance referred to in Section 08 44 23? Q- Section A1/A325 shows an exterior concrete slab with a turndown in the receiving area, however no slab is shown on any of the Volume 1 or Volume 2 plan sets. Is a concrete walk or slab required in that area? If a thickened edge is required, please provide dimensions.

The concrete apron shown on Sections A2, A4, A5/A325 is not dimensioned or referenced on any other drawing, other than Detail A3/S521. The description on Detail A3/A521 is insufficient as there are no dimensions for the width of the apron and the dimensions of the thickened edge. The apron is shown on Sheet A032 but omitted on Sheet A031. Please provide turndown depth and the apron width.

There are no turndown edges shown for any of the exterior hardscape. If turndown edges are required, please provide location and dimensions.

If available, please provide Volume B1 – Medical Equipment and Furniture Manual, Room by Room Listing and Volume B2 – Medical Equipment and Furniture Project Manual, Data Sheets in Excel format.

A –See Amendment No. 5 Q/A No.3.

And augmented with this Amendment No. 7:

Architect’s Addendum No. 2 provides the following changes to the Construction Documents:

1. Sheet S101D – Foundation Plan Area D: plan drawing has been updated to indicate construction thickness of exterior slab at receiving area.

2. Sheet S501 – Foundation Details: Detail A3 has been added indicating turndown dimensions for exterior slab at receiving area.

3. Sheet A521 – Exterior Details: Detail E5 was added to indicate turndown dimensions for building apron.

4. Q- In drawing A121C Reflected Ceiling Plan Area C it shows a Lift in room C14, but this room is not listed in the Excel spreadsheet named “Room by Room Equipment” on Amendment 5, dated 11/25/15. Is this an error, or do we have a Lift on C14?

(and) In the drawings on page I701B.3, in room C14 it calls for a LFT-0048 (Ceiling Patient Lift), but according to Volume B1 (furniture list), there is no mention of said equipment in C14. Please advise.

A – Lift is shown:

Drawing A121C Drawing I701B.3 and tagged as LFT0048 Specified in Section 11 70 00 Medical Equipment. See also Equipment Manual, Volume B2 – Equipment and Furniture Data Sheets, pp. 626-629.

Spreadsheet was issued as a “live” file for contractor convenience not to be used as part of the contract documents.

5. Q – A. A hoist and trolley is shown at the stairwell on Drawing C6/S504 and E3/A421.

There are no specifications for this hoist.

B. Two davit cranes are shown on the roof plans at column lines X,15 and Y,36.

There are no specifications for these davit cranes. Please advise if these items are to be furnished and installed by the general contractor. If so, please provide specifications.

C. The painted steel window box (05 50 00.91) is called for on Sheet A121D and Section A4/A325, all along column line F,2 to 3. That section also references B5/A521. There is no description or detail for the painted steel window box in that detail. Please provide a detail as we cannot find anything similar to what is described as a steel window bos.

A – A. and B.: These two items are intended to be Owner Furnished items. We are simply providing the steel support for them. They do not appear on the equipment list because the intent is to have the Facility Manager install at some future date (independent of the contract).

C. Bidders are hereby instructed to delete keynote 05 50 00.91 on all sheets where it appears.

6. Q- A.Reference A090 Partition Plan and reference wall sheathing noted at specific partitions. 3S0A says, one layer acoustically enhanced gyp board on one side and one layer 16 type X gyp board on the other side. Now, reference partition key notes on pages A111A-E. Please advise if the partition key notes are to replace what the partition plan is calling out. Then please advise if these keynotes are to replace what the partition plan is calling out, where wall type 3S0A is noted as 3SA3, which type of board would get replaced? 16 5/8” Type X or the acoustically enhanced gyp board. Or, please advise if these keynotes on the partition plan are to be just an additional layer of wall sheathing of what the partition plan is calling out.

B. Please also advise if the interior wall sheathing of the exterior wall goes full height to the deck

A- A. The intent of the fifth digit in the partition type tag, where it occurs, is to indicate an unusual condition that modifies a typical partition type. In the case of lead shielding, keynotes 3 and 5, the lead lined gypsum board would replace the gypsum board on the imaging side of the room. No acoustically enhanced gypsum board is required at locations where a lead lining is called for.

B. The gypsum board at the interior of exterior walls to extend 150 mm above adjacent ceiling height.

7. Q – The following is our understanding of the list of Contractor-supplied items. Please verify that it is the intent to have the Contractor purchase this equipment, much of which is specialized:

• Hood, Canopy Exhaust

• Hood, Fume, Canopy (2)

• Lift, Patient, Ceiling, 1-Bed (6)

• Light, Exam/Procedure, Single, Ceiling

• Light, Exam/Procedure, Dual, Ceiling (2)

• Rack, Prescription Hanging & Lift, Patient, Ceiling, Custom Track

A– These items were classified as C/C because they are very integral to the facility construction, (supports, coordination, detailing with ceiling and ceiling items) and usually schedule critical to construction completion activities, most owners aren’t engaged with sufficient detail to purchase and deliver these items.

11. Q- We have contacted Rick Torres from IID. He stated that we cannot get a cost for IID fees until the paperwork is filled out, submitted and until the General Contractor has been awarded the contract. How do you want us to deal with these unknown costs? Does IHS want us to have an allowance for this cost? If so, what is the allowance? Or can we have this requirement be removed from the contract document?

A- IID has already quoted the electrical connection fees to IHS, and IHS will be paying these fees. The Contractor will be responsible for installing several items, detailed in an email from Joel Lopez to Michael Young, dated 9/22/2015

See attachment IID Email_2015-09-22

12. Q – Sheet I111E, Sheet Keynotes, references details D1, A2 and E1/I1613. Sheet I1613 does not have details for D1, A2 or ED1. Please clarify.

A- The Government will consider substitutions for any named items in the specifications after contract award.

14. Q- Does contract allow time and additional cost for delays due to flooded job site given the weather forecast for heavy rains this season?

A - Refer to Section I.1, by reference, FAR 52.249-10 Default (Fixed Price Construction) paragraph (b) for these types of situations.

15. Q- Section 08 42 29-4 Automatic Entrance Doors states to provide maintenance on automatic entrance doors to the following rigorous standards:

2. Perform maintenance, including emergency callback service, during normal working hours.

3. Include 24/7 emergency call back service This is not a standard auto door specification; Contractor is requesting this requirement be waived as there is no way to determine at time of bid what this may cost in the future.

A - The paragraphs referenced in the BI are subsets of 1.10, Paragraph A, which clearly states that the maintenance period is to occur for the first twelve months.

For the purposes of bidding this requirement shall not be waived.
