Attachment J-1501000-01 Definitions And Acronyms
DEFINITION
DESCRIPTION
100% In Use (Completed Facility, Fully Occupied By Intended Tenants) Facility is being used for all or most of its intended purposes. Maintenance requirements will increase as the facility and its systems are fully tested by the occupants. Full maintenance including preventive and predictive maintenance is necessary. An accompanying increase in maintenance requests for the first 1-3 year should be expected.
Both
A stand-alone piece of equipment that can be managed independently and therefore is a CIMU and an RPIE. For example, a chiller is a component that would be considered BOTH. Since chillers are large, expensive and contain critical components with a long design life. It is possible to have a
chiller as an independently managed component (CIMU), and it is an actual piece of equipment (RPIE) with scheduled maintenance and assessments.
Building Control System
A building control system is a distributed control system that integrates different types of building systems together into one centralized location. Building control systems are primarily utilized to control the heating, ventilation, and air conditioning (HVAC) in a building, but are also used to control lighting, security and other building systems.
Caretaker Status (Completed Facility, No Occupants) Facility requires a minimum level of service such as heating, ventilation, and cooling (HVAC), generator, chiller, elevator and flushing of toilets. HVAC systems will need to run to avoid mold and mildew. Proper preventive maintenance per warranty requirements is also necessary in this stage. There will be a need for ICAP, inventory management due to systems operating and equipment running in care taker status.
Component Inventory Management Unit (CIMU) An organization of like-kind real property into manageable maintenance units. CIMU is a building component, group of components or component assemblies, serving a specific purpose in a facility that can be expected to follow a common and predictable lifecycle behavior. This class of non-equipment will include items such as exterior walls, exterior windows, interior finish, and roofs. This class of equipment will include items such as fan coil units, air handling units, lighting, and water closets. CIMUs can include one or more items of installed equipment typically subject to routine scheduled maintenance.
Condition Based Maintenance Management
A maintenance philosophy that encompasses a condition management cycle that is sustained throughout the entire life-cycle of a facility and its constituent component sections, or assets.
Construction
Construction is the erection, installation, or assembly of a new facility; the addition, expansion, extension, alteration, conversion or replacement of an existing facility; or the relocation of a facility from one installation to another. Construction includes equipment installed in and made a part of such facilities, and related site preparation, excavation, filing and landscaping, or other land improvements.
Dynamic Assets
Powered mechanical equipment with continuous rotating and reciprocating
components. (i.e., HVAC equipment, elevator, air handling units, fan, compressor, pump).
Assets that are maintained through the preventative maintenance (PM) process. These assessments are performed by the PM Technician on an annual basis in the most invasive circumstances.
Emergency Service
Situations which require immediate action to prevent loss or damage to Government property, restore essential services that have been disrupted, eliminate hazard to personnel or restore essential mission operational capability.
Facilities Life Cycle
A facilities life cycle is divided into four stages, requirements (planning and design), acquisition (construction and acceptance), stewardship (operations, maintenance and repair), and disposal.
Facilities Maintenance Management
The planning, prioritizing, organizing, controlling, reporting, evaluating, and adjusting of facilities maintenance operations to support the CNO/NAVFAC facilities policy and objectives and satisfy customers’ facility needs. Defined by the International Facility Management Association as “the practice of coordinating the physical workplace with the people and work of the organization.”
Facility
A building or structure designed and created to serve a particular function.
Facility-Related Control System (FRCS) Consists of Building Control Systems (BCS), Utility Control Systems (UCS), and any other ashore controls systems.
Non-Dynamic Asset
Assets that do not receive preventative maintenance (PM) and are typically assessed every five years.
Real Property
Land and improvements to land (i.e., facilities). It includes equipment affixed and built into the facility as an integral part of the facility (such as heating systems), but not movable equipment (e.g., plant equipment, industrial equipment, buoys).
Real Property Inventory Equipment (RPIE) A Government owned or leased individual pieces of equipment, apparatus, or fixture that is essential to the function of the real property (i.e. plumbing, electrical, heating, cooling and elevators). It is physically attached to, integrated into, and built in or on the property.
Individual RPIE’s can be combined to make a CIMU to facilitate facilities management. An individual RPIE can also be a CIMU if the equipment is complex enough to require its own management planning.
Response Time
The time allowed the Contractor after initial notification of a work requirement to be physically on the premises at the work site with appropriate personnel, tools, equipment, and materials, ready to perform the work required.
Routine Service
Any deficiency that does not qualify as Emergency or Urgent, but is needed to maintain the agreed upon facility condition.
Service Order
An authorization for work that requires little or no planning and is included in the Firm Fixed-Price portion of the contract. Service Orders are classified as either Routine, Urgent, or Emergency.
Supervisory Control and Data Acquisition (SCADA) Supervisory control and data acquisition (SCADA) is a system of software and hardware elements that allows industrial organizations to control industrial processes locally or at remote locations, monitor, gather, and process real-time data, directly interact with devices such as sensors, valves, pumps, motors, and more through human-machine interface (HMI) software and record events into a log file.
Special Project
A project whose funded cost exceeds the commanding officer's approval limits, but in the case of construction projects falls below the Military Construction (MILCON) threshold for costs.
Temporary Exercise (Completed Facility, Temporary Occupants) Temporary exercise refers to any way in which the facility is used for something other than its final mission purpose. Facilities may be temporarily re-purposed during an exercise for personnel use, causing maintenance requirements to change. Facilities may move from caretaker, to temporary use, to full mission, but some of the facilities will toggle back and forth between caretaker and temporary use until assigned personnel arrive.
Uniformat Classification
A standard classification of building components established by the National Institute of Standards and Technology.
Urgent Service
Any deficiency that does not immediately endanger personnel or property but extended delays of repairs could result in damage to Government property or soon affect the security, health or well-being of personnel or the continued operation of a service system.
Work Order
An authorization for work that requires planning and estimating and has an individual line of accounting for financial and performance evaluation.

Attachment J-1501000-06 BPMS B-15.27 Requirements for Facility Emergency, Urgent, And Routine Service Request and Work Order Process
Process Step
Associated Procedure
15.27.1 Receive and Classify Facility Emergency/ Urgent/Routine Service Request into MAXIMO via Work Induction System (WIS)
· Receive Facility Emergency/Urgent/ Routine Service Request at Work Reception by phone, electronically, through Maximo submission or handwritten on approved form.
· Review all Facility Emergency Service Request to ensure that request falls within the scope of a Facility Emergency Service Request. Environmental Emergency Service Requests will be coordinated by the Command Duty Officer (CDO) with the Installation Environmental Program Director (IEPD). If it is NOT an emergency, reclassify the request as an Urgent or Routine Service Request. Utilize the “Proper Work Classification Playbook” and, if necessary, the PWD chain of command to make this determination.
· Facility Urgent/Routine Service Requests related to the environmental program shall be coordinated with the Installation Environmental Program Director (IEPD), who will coordinate with the DOD Lead Environmental Component (LEC)/ Environmental Executive Agent (EEA) as appropriate.
· Begin induction of Facility Service Request into MAXIMO.
15.27.2 Process Facility Emergency/ Urgent/Routine Work Order for Scope and Completeness of Information
· A Facility Emergency Service Request will automatically create an approved Facility Emergency Work Order once submitted. A tradesman will be dispatched to arrest the emergency situation.
· Urgent and Routine Service Requests will create a work order with a “Waiting on Approval” (WAPPR) status once submitted.
· Ensure all WIS fields are properly completed including funded Job Order Number (JON). The job status is now “Approved.”
· Order specialized equipment or permits if necessary.
· Facility Emergency Work Order Response Time and the Emergency/Urgent/Routine Work Order Completion clock begins when the status is changed to ‘Approved’ and the tradesman is dispatched to the job site.
· After working hours, the Command Duty Officer (CDO) may be notified of the Facility Emergency Service Request first, who then informs the PW representative, tradesman and/or NAVFAC personnel.
15.27.3 Evaluate Work Order on Site
· Tradesman arrives on-site:
Facility Emergency Work Order “Response Time” clock stops. Response Time is a measure from when a Facility Emergency Work Order is approved to actual start time on the job site. Metric follows:
· Respond within 1 hour, 90% of the time.
· “Response Time” is not tracked on Urgent or Routine Service Requests.
· Evaluate work order for materials, work scope requirements, permits required, specialized equipment or other support.
If any of the above conditions exist that would prevent a Facility Emergency/ Urgent/Routine Work Order from being performed, notify the PW representative.
· If Material is required, create a Purchase Request. (This may be done by other designated personnel also.)
15.27.4 Execute Work Tradesman (using safety procedures):
· (For Emergency Service Requests) Arrests emergency.
· (For Urgent and Routine Service Requests) Completes facility Urgent/Routine service request.
The Actual Completion Date and time is noted. For Emergency, Urgent and Routine Service Requests, the completion time metric is a measure from “Approved Time and Date” to “Actual Completion Time and Date.” Metrics follow:
· Emergency: Complete work orders within 24 hours, 100% of the time
· Urgent: Complete work orders within 5 working days, 90% of the time
· Routine: Complete work orders within 30 calendar days, 90% of the time.
Report “completed” status to the PW representative, other designated personnel at the PWD, or through handheld device.
Reporting must also include: response time (for Emergency Service Requests), labor hours and completion date and time.
15.27.5 Close-out Completed Work Order Designated representative:
· Enter actual completion date, time and labor hours through data entry or handheld device. Work order status is now “Completed.”
MAXIMO automatically notifies client by e-mail when the work order is completed (provided that an e-mail address is put in the original Facility Emergency/Urgent/Routine Service Request) in MAXIMO.
If follow-on work to is necessary for a Facility Emergency/Urgent/Routine Work Order, an appropriate service request is created and approved by the Requirements Branch and placed into appropriate work order queue.
Attachment J-1501000-07 BPMS B-15.6 Proper Work Classification
Process Step
Associated Procedure
15.6.1 Identify the Type of Work Order Received at the Work Reception Desk and Reclassify if Necessary Work Reception Desk Personnel/Facility Operations Specialist (FOS)/ Facilities Management Personnel:
· Determine Work Type based upon:
· PW Work Type Definitions
· Proper Work Classification Playbook which utilizes the Mission Dependency Index (MDI) rating of the building to help determine classification.
· Facilities Engineering Commands (FECs) that have implemented a centralized call center can utilize a Standard Operating Procedure (SOP) based on the Playbook concept.
15.6.2 Enter Properly Classified Work Order into Maximo Work Reception Desk Personnel/FOS/Facilities Management Personnel:
· Populate all required fields in Maximo or other Maintenance program for importing into Maximo using BPMS B-15.17 Work Tracking as a guide.
15.6.3 Reclassify Work Order to Capture Any Additional Work Load Beyond What was Originally Intended Work Reception Desk Personnel/FOS/Facilities Management Personnel:
· If work order is improperly classified when it is initially created, a revision to the work order should be performed.
· If additional work is performed while mechanic is in field, enter additional work orders to fully and properly capture the total workload.
15.6.4 Update Proper Work Classification Playbook
· Maintain Proper Work Classification Playbooks.
· Update their Playbooks annually.
· Submit their annual Playbook revisions for inclusion in this Business Process Management System (BPMS) process.
· The Playbook submissions will be made through a Corrective Action Request.

· Projects estimated to exceed $750K (limit includes SIOH, Design fees, and contingencies – See OPNAVINST11010.20H) will require a DD 1391 for Operations and Maintenance Navy (OMN), Operations and Maintenance Navy Reserve (OMNR), and Navy Working Capital Fund (NWCF) funding sources, other fund sources may also require a DD 1391. The Facilities Engineering Command (FEC) may require a DD 1391 at lower thresholds, FEC guidance should be consulted.
· Evaluate all requirements identified or received by RB to determine which Business Line has execution responsibility, as follows:
· If the Business Line is known in conjunction with the work requirement, route it directly to the appropriate Business Line for execution (See NAVFAC P&S Matrix).
· If the Business Line is not known for the work requirement, the work requirement will continue through this Work Request Tracking Process for planning, programming, and work package (job plan and estimate) development for execution.
· Outcome: A work requirement directed to the appropriate Business Line for execution or to continue through the B-15.17 Work Tracking Process.
15.17.2 Work Reception – Requirement Validation and MAXIMO Service Request (SR) Development
· Validate that the work requirement is legitimate, necessary, and fundable.
· Redundancy
· Is the requirement previously identified in a Maximo service request?
· Notify originator the requirement already exists in Maximo for processing or develop a Maximo service request with the following required information:
· Project Title/Details: Review the scope of work:
· Verify the scope of work is clear, understandable, and detailed enough to continue processing the work requirement.
· Coordinate with the originator to refine or clarify scope as required.
· Cross check with appropriate Integrated Priority List (IPL) to ensure work is not related to a facility or asset that is slated to be replaced or renovated via a project.
· Location:
· If the service request is for a location, enter its identifier in the location field or click the Detail Menu button to select an option and retrieve a value.
· Customer Reference Code:
· If the service request is for the Naval Surface Warfare Center (NSWC) or the Naval Undersea Warfare Center (NUWC) fill in the customer reference code field per the LANT OPSNOTES 2014-04 Tagging NUWC NSWC Records in MAXIMO.
· Work Type:
· Use the select value list to choose the correct work type in accordance with MAXIMO guidance. Based on the selection, other data fields on the service request screen will fill automatically.
· Sub Work Type:
· Use the select value list to choose the correct sub work type in accordance with local MAXIMO direction. Sub work types will vary based on the work type choice.
· Business Line:
· Use the select value list to choose the correct business line. If the business line was auto-populated verify correctness.
· Products and Services Deliverable (P&S Deliverable):
· Use the select value list to choose the correct P&S. If P&S Deliverable was auto-populated verify correctness.
· NAVFAC Work Category:
· Use the select value list to choose the correct work category, reference “Categories of Work.”
· Route based on review and clarifying scope, Category of Work and Products and Services.
· Command Sponsor:
· Use the select value list to verify the correct command sponsor. This is the command that sponsors the funding.
· Reported Date:
· Identifies the date of the request. Initially auto-populated based on the current date, verify correctness.
· Reported By:
· Identifies person making the service request. Initially auto-populated by the person logged in, but should be updated to the name of the Requestor.
· Name:
· Name of person making the service request. Auto-populated, verify correctness.
· Phone:
· Telephone number of person making the service request. Auto populated, verify correctness.
· E-mail:
· E-mail address of person making the service request. Auto-populated, verify correctness.
· Determine if the SR requirement for PWD Products and Services will be issued directly for execution without further action.
· Schedule constraints:
· Determine if there are any schedule constraints that will influence prioritization, funding, scheduling, and execution.
· Budget constraints or limits:
· Identify any budget constraints i.e. expiring funds, planned funding limit, type of funding or program.
· Include the following Maximo Work Order (WO) information and forward for execution as appropriate:
· Job Order Number (JON)
· Required completion date.
· Execution assignment.
· Outcome: A validated Maximo work order with basic information, including a scope summary, a planned budget, and any constraints. Note: Facilities Engineering Acquisition Division (FEAD) work is only linked to MAXIMO with the basic SR# at the time it is pushed to eProjects and it is not necessary to further create a child MAXIMO Work Order Number and JON.
15.17.3 Work Programming – Determine Work Requirement Funding Program, Prioritization, and Programming
· Review the WO to determine funding program or responsibility.
· Is the WO within the Public Works Officer authority?
· Plan, prioritize and/or program into appropriate IPL using corporate systems as required.
· Is the WO within Region authority?
· Projects estimated to exceed $750K (limit includes SIOH, Design fees, and contingencies – See OPNAVINST11010.20H) will require a DD 1391 for Operations and Maintenance Navy (OMN), Operations and Maintenance Navy Reserve (OMNR), and Navy Working Capital Fund (NWCF) funding sources, other fund sources may also require a DD 1391. The FEC may require DD 1391 at lower thresholds, FEC guidance should be consulted.
· Prioritize and include in the Region IPL (FEC Assistant Regional Engineer (ARE) authority).
· Is the WO within CNIC authority?
· Projects estimated to exceed $750K (limit includes SIOH, Design fees, and contingencies – See OPNAVINST11010.20H) will require a DD 1391 for Operations and Maintenance Navy (OMN), Operations and Maintenance Navy Reserve (OMNR), and Navy Working Capital Fund (NWCF) funding sources, other fund sources may also require a DD 1391.
· Prioritize and place in the CNIC IPL [Special Projects, Military Construction].
· Is the WO reimbursable funded?
· Verify funds are provided or customer intends to fund to continue work processing.
· Forward those work orders approved for funding and execution to continue the process for execution. It is the intent of this Business Process Management System (BPMS) process to only process and execute work requirements beyond this point that are approved for funding or intended to be funded i.e. end of year fundable or swing projects.
· Forward to Work Induction.
· When a work requirement is approved for funding and execution, it is then forwarded to determine acquisition strategy, schedule milestones, and FEAD resource loading.
· Project estimates exceeding $750K will require an approved DD1391. Subject Matter Expert (SME) certification for Anti-Deficiency Act (ADA) for funding actions will also be required, referenced by OPNAVINST 11010.20H, Navy Facilities Projects. The Regional Subject Matter Expert (SME) for Anti-Deficiency Act (ADA) for Special Projects over can provide insight to potential ADA issues associated with the project.
· Centrally funded project work will be managed as follows:
· It is critical that actual obligated amounts are tracked, not only the programmed/budgeted amount, in order to identify cost overruns or bid savings.
· When multiple projects are executed together, ensure each child record is linked to the Master Project record.
· Ensure all project records are updated monthly, following schedule changes or major events.
· The eProjects or eContracts records will be the foundation for all Centrally Funded Program internal and external execution reports.
· Outcome: All valid work requirements are entered into the appropriate program, are prioritized, funded and executed.
