About this file
This document is an Evaluation Criteria form for Public Relations Services solicitation GEN2130519P1 issued by Broward County's Greater Fort Lauderdale Convention & Visitors Bureau (GFLCVB/Visit Lauderdale). The county seeks a qualified firm to provide comprehensive public relations services including creative strategic planning, media relations management, press trip organization, media missions, and promotional activities. The solicitation requires vendors to submit detailed responses addressing six primary evaluation criteria with a maximum total of 100 points available. Key submission requirements include resumes and organizational charts for the project team, a scope of work management description with subconsultant utilization plan, a creative assignment limited to eight pages (brief PR pitch and press release for Dine Out Lauderdale), account management approach guided by business intelligence, public relations strategy demonstrations with case studies, past performance evidence with minimum three references, workload disclosure for concurrent project management, location certification, and proposed pricing.
Evaluation scoring allocates 10 maximum points each for professional personnel ability, project approach (subdivided into scope management, creative assignment, and account management at 10 points each), and past performance categories; 10 additional points for creative portfolio and case studies; 5 points for vendor workload management; 5 points for location certification based on five options; and 20 points for pricing using a lowest-bid comparison formula. Vendors failing to submit required information by the solicitation closing date may receive zero points for applicable criteria, except for reference forms which may be submitted within three business days of County request. The County will review Broward County contract performance evaluations from its database for vendors with prior County contracts, while non-County references must be provided separately. Vendors are strongly encouraged to submit all optional documents at time of submittal to enable timely comprehensive review.
