This is a pre-bid site visit presentation for the Heart Butte Dam Safety Modification project issued by the U.S. Department of the Interior Bureau of Reclamation under Solicitation No. 140R6026R0004. The project involves comprehensive dam safety modifications at Heart Butte Dam in North Dakota, a rolled earthfill structure constructed in 1948-49 with a crest length of 1,850 feet and structural height of 142 feet. Work includes temporary electrical utility infrastructure installation and removal, dewatering and unwatering system installation and operation, cofferdam construction, jet grouting treatment along the spillway/outlet works conduit (designed to achieve minimum unconfined compressive strength of 300 psi and permeability of 1.0E-06 cm/sec at 28 days), backfill grouting of potential voids beneath the conduit, chemical grouting at existing joints and cracks, concrete demolition and repair of the outlet works conduit, deep sand filter trench excavation with contractor-designed shoring to 25 feet depth, installation of toe drain systems and riprap protection, embankment stability berm construction, and site restoration. The total contract duration is 1,277 mandatory calendar days from the Notice to Proceed. Work is subject to construction wage rate requirements for Grant County, North Dakota.

This is a Request for Proposal with an estimated price exceeding $10 million under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $45 million, issued for full and open competition. Proposals are due May 29, 2026, at 5:00 p.m. MDT via email to mitchell_frost@ios.doi.gov, with a requirement that the government be allowed at least 180 calendar days for acceptance. The anticipated award date is December 31, 2026, with the Notice to Proceed anticipated for January 11, 2027. An offer guarantee of 20 percent of the bid price or $8 million (whichever is less) and performance and payment bonds are required. Liquidated damages of $15,789.47 per day will be assessed for performance beyond the completion date. Insurance requirements include workers' compensation ($100,000 minimum), general liability ($500,000 per occurrence), and automobile liability ($200,000 each person/$500,000 each occurrence). Proposals must be submitted in three separate volumes: Business Proposal (Representations, Certifications, and Offer), Technical Proposal/Past Performance, and Pricing Proposal. Evaluation factors in order of importance are Technical Plan for Construction (most important), followed equally by Project Management/Quality Control Plans and Experience, then Past Performance and Small Business Participation (weighted equally), with Price as the least important factor.
