About this file

This is a geotechnical package supporting the Heart Butte Dam Safety Modification project for the Bureau of Reclamation. The document provides geological and geotechnical investigation data necessary for the final design modifications to Heart Butte Dam, including laboratory testing results, borrow material characterization, and subsurface exploration findings. The package consolidates multiple technical reports and laboratory analyses conducted between 2018 and 2025, including a Geologic Exploration Report from the 2018-2021 Corrective Action Study, conduit sediment investigations, borrow area soil characterization (8550-2025-02), and final design geologic investigations. These technical materials serve as supporting documentation for solicitation 140R6026R0004 and are essential reference materials for contractors bidding on the dam safety modification work.

The geology package is a supporting technical document rather than a standalone requirement specification or work statement. It provides engineering data and subsurface conditions information that contractors will reference during design and construction planning phases. The complete package, including the Revised Geology Package (Rev. 04-21-2026), is available upon request from the Contracting Specialist, Mitchell Frost, at mitchell_frost@ios.doi.gov. This document supports the overall procurement for safety modifications to Heart Butte Dam and should be reviewed in conjunction with the main solicitation documents, amendments 0001-0005, and the associated drawings package (03B_00 00 02_Drawings 11x17).

FIELD IDENTIFICATION PROCEDURES FOR FINE GRAINED SOILS OR FRACTIONS

UNIFIED SOIL CLASSIFICATION

INCLUDING IDENTIFICATION AND DESCRIPTION

Poorly graded sands, gravely sands;

little or no fines

Silty sands, poorly graded sand-silt mixtures

Inorganic silty and very fine sands, rock flour, silty or clayey fine sands with slight plasticity

Peat and other highly organic soils

DRY STRENGTH (Crushing Characteristics)

Inorganic clays of medium to high plasticity soil to the consistency of putty, adding water if necessary. Allow the pot to dry completely by oven, sun, or air drying and then test its strength by breaking and crumbling between the fingers. This strength is a measure of the character and quantity of the colloidal fraction contained in the soil. The dry strength increases with increasing plasticity.

typical inorganic silt possesses only very slight dry strength Silty fine sands and silts have about the same slight dry strength, but can be distinguished by the feel when powdering the dried specimen. Fine sand feels gritty whereas a typical silt has the smooth feel of flour

After removing particles larger than No. 40 sieve size, mold a pot of

High dry strength is characteristic for clays of the CH group A symbols of the Unified soil classification system based on field indent. Copies of Drawing No.

103-D-347, Unified Soil Classification, may be obtained on request office of Director of Design and Construction. Bureau of Reclamation, Denver, Colorado R0225

These procedures are to be performed on the minus No. 40 sieve size particles, in for field classification purposes, screening is not intended, simply remove by hand the coarse particles that interfere with the tests

DILATANCY (Reaction to shaking)

Slight to medium

Readily identified by color, odor, spongy feel and frequently by fibrous texture.

After removing particles larger than No 40 sieve sieve, prepare a pat striking

vigorously against the other of moist soil with a volume of about one-half cubic inch. Add enough water if necessary to make the soil soft but not sticky.

hand several times. A positive reaction consists of the appearance of water on the surface of the pot which changes to a livery consistency and becomes glossy. When the sample is squeezed between the fingers, the water and gloss disappear from the surface, the pot stiffens, and finally it cracks or crumbles. The rapidity of appearance of water during shaking and of its disappearance during squeezing assist in identifying the character of the times in a soil.

whereas a plastic clay has no reaction inorganic silts, such as a typical rock flour, show a moderately quick reaction.

* Boundary classifications: - Soils processing characteristics of two groups are designated by combinations of group symbols for Example GW-GC, well graded gravel mixture with clay binder

* All sieve sizes on this chart are US standard.

soil about one-half inch cube in size is molded to the consistency of putty.

If too dry, water must be added and if sticky, the specimen should be spread out in a thin layer and allowed to lose some moisture by evaporation. Then the specimen is rolled out by hand on a smooth surface or between the palms into a thread about one-eighth inch in diameter. The thread is then folded and rerolled repeatedly. During this manipulation, the moisture content is gradually reduced and the specimen stiffens, finally loses its plasticity, and crumbles when the plastic limit is reached.

REMARKS: Test pit excavation was performed to observe and record geologic information pertinent to removal of groundwater from the proposed excavation for the stilling basin modification.

Trench was terminated at 10.5 ft. in depth due to sidewall caving of the test pit. Water was seeping from a depth of 7.0 to 8.0 ft. at a rate of approximately 0.5 gallon per minute, flowing east (downstream). Excavated material was stockpiled adjacent to the excavation. Re-compaction was conducted with a bobcat placing the silt and sand material back across the bottom of the trench in lifts of approximately one foot thick. The bobcat bucket was used to compact between lifts, then the bobcat was driven over the filled trench several times. This process of re-compaction continued until the trench was returned to grade.

SURVEY NOTES: Reclamation’s Dakota’s Area Office (DKAO) in Bismarck, North Dakota obtained as-built locations at the conclusion of the subsurface explorations in summer of 2017. Horizontal data was recorded in NAD27 and vertical data was recorded in NAD29 using high end Global Positioning System (GPS). The basis for the elevations was TP13, 5/8 in. x 5 ft.

Approximately 75% fine grained, hard, subangular to subrounded sand;

approximately 15% rounded to subrounded, sedimentary gravel;

approximately 10% non-plastic fines; max size 1.5 inches, weak to medium reaction with HCl.

IN-PLACE CONDITION: Brown, dry, hard (frozen).

GEOLOGIC INTERPRETATION: Quaternary Alluvium (Qal)

2.3 to 2.9 ft – POORLY GRADED SAND, SP: Approximately 90% fine grained, hard, subangular to subrounded sand; approximately 5% non-plastic fines; approximately 5% rounded to subrounded, sedimentary gravel;

max size 1 inch, strong reaction with HCl.

IN-PLACE CONDITION: Brown, moist, soft.

GEOLOGIC INTERPRETATION: Quaternary Alluvium (Qal)

Sandstone

5.4 ft

2.9 ft to 5.4 ft – SANDSTONE, ss: Quartzose sandstone composed of subrounded to rounded very fine to medium sand, poorly cemented and friable, intensely weathered (W7), very soft (H7), no reaction with HCl.

IN-PLACE CONDITION: Thickly bedded, dry, brown. Easily excavated with the backhoe and disaggregated to sand and cobble sized sandstone fragments.

GEOLOGIC INTERPRETATION: Bullion Creek Formation (Tb)

REMARKS: Test pit easily excavated by backhoe. Test pit terminated after confirming bedrock. Backfilled with excavated material, recompacted to original ground surface in 1 ft lifts.
