About this file
This is a Specifications document for the East Canal Efficiency Improvements project of the Uncompahgre Project in Colorado, detailing the technical requirements for a construction contract. The work involves furnishing and installing multiple pipeline sections to divert water from West Loutsenhizer Arroyo into a pipeline system supplementing the East Canal, as well as upgrading existing canal components. The project encompasses three separate work locations east of Olathe, Colorado, and includes installation of 36-inch HDPE pipe, two parallel 54-inch HDPE pipes, and 48-inch and 42-inch polypropylene profile wall pipe, along with concrete hydraulic structures and miscellaneous metalwork fabrication.
The 52-item Price Schedule requires offerors to provide unit or lump-sum pricing for mobilization, site preparation, concrete placement for seven structures, metal fabrications, water removal and control, clearing and grubbing operations, earthwork, riprap, seeding, flow measuring equipment, and various pipeline installations and appurtenances. Work must be substantially completed by April 1, 2028, with seeding and final cleanup by November 1, 2028, and critical components (diversion outlet, spillway, siphon, ramp flume, and check structures) must be completed between November 1 and April 1 to avoid interference with irrigation operations. The specifications impose extensive submittals requirements including safety programs, quality control testing, as-built drawings, environmental compliance plans (pollution prevention, SPCC, stormwater permits), and pre- and post-construction documentation of existing conditions. Contractor responsibilities include equipment cleaning to prevent invasive species introduction, protection of existing utilities and installations, dust and noise control, and compliance with Reclamation Safety and Health Standards and applicable federal environmental regulations.
