This is a Questions and Answers document for federal contract opportunity 140R4026R0025, the East Canal Water Efficiency Improvements project. The document addresses 18 questions (numbered 37–54) posed by potential contractors regarding project specifications, measurement and payment requirements, and site conditions.

Key project details include a period of performance from January 25, 2027 through November 1, 2028, with anticipated contract award and notice to proceed within 21 calendar days of the performance start date. Substantial completion is identified as April 1, 2028. The wage determination WD CO20260003 (Heavy) governs all work and covers both Delta and Montrose counties. In-canal work is restricted to November 1 through April 1, and contractors must complete all work within the performance period, with allowance only for unforeseeable delays as defined in FAR 52.249-10. The siphon pipe (CLIN 42) consists of two parallel 54-inch barrels measured as 170 linear feet of completed system along the double barrel centerline. Clearing and grubbing will be paid exclusively under CLINs 25–27 with specified exceptions. Excess excavation material may be deposited at the Project Borrow Pit, and contractors are responsible for sourcing suitable backfill material from approved commercial sources or designated borrow areas if onsite material is unsuitable. Mobilization payments are subject to percentage limitations under WBR 1452.232-81. The project involves canal improvements including structure construction, pipeline installation, hydraulic gates (including 12-inch and 36-inch canal gates and slide gates), flow-measuring equipment at one location (Ramp Flume), and site restoration including seeding of 5.25 acres and gravel surfacing of 1,400 square yards. East Canal Water Efficiency Improvements

Questions and Answers

Question BOR Response

Wage Determination - Spec 01 11 00 identifies all four work areas as being in Delta County; however, the attached wage determinations, CO20260003 (Heavy) and CO20260001

(Building), are for Montrose County. Please confirm which wage determination(s) govern the work under this contract.

WD CO20260001 (Building) was removed via amendment 2. WDCO20260003 (Heavy) covers both Delta and Montrose counties and is the sole wage determination that governs the work under this contract.

Contract Award, Notice to Proceed, and Canal Outage

Windows

Substantial Completion is identified as April 1, 2028, and in-canal work is limited to November 1 through April 1.

Please provide the anticipated Contract Award and Notice to

Proceed dates. Please also confirm whether all in-canal work is required to be completed during a single outage period and clarify how weather-related delays affecting concrete placement during the outage window will be addressed.

The anticipated period of performance is

1/25/2027-11/01/2028. The notice to proceed will be provided within 21 calendar days of the period of performance start date. Refer to Specification

Section 01 11 00 1.03 - "Work Restrictions and

Dewatering – 36-inch Diversion Pipeline

The profiles indicate saturated soils approximately 1 to 10 feet below grade along much of the diversion pipeline alignment. Separate bid items address removal and control of water at individual structures, and Spec 33 11 18 includes siphon dewatering in the siphon pipe price; however, the payment basis for diversion pipeline trench dewatering is unclear. Please confirm whether diversion pipeline dewatering is incidental to CLIN 41. Please also identify any applicable discharge permitting or water-quality requirements.

Refer to Spec Section 33 11 18 1.01 for payment basis of diversion pipeline dewatering. Refer to

Spec Section 01 57 30 for permit requirements of water discharge.

Excavation Design Plan – Sta. 1+00–6+00 and Sta. 12+50–

16+00

The profile notes require the Contractor to design and submit an excavation plan for these deep, saturated reaches.

Please clarify the required contents of the plan, including whether a stamped engineered design is required and whether shoring and/or sloping requirements are prescribed.

Please identify what geotechnical information will be provided by the Government and confirm whether excavation beyond the specified or typical trench limits will be measured and paid separately.

Measurement and Payment – Siphon Pipe, CLIN 42

The Excavated Pipe Trench Design plan required for Submittal 31 23 22 - 1 refers to OSHA

Standards Section 1926. OSHA Part 1926 Subpart

P Standard 1926.652 provides options for design of slope and benching systems. The Excavation

Design Plan should include all relevant information showing the plans adherence to OSHA standards listed for the Pipe Trench Design option the

Contractor selects. The geotechnical information provided by the Government is in Spec Section 53

20 00. Refer to Spec Section 31 23 22 1.01 pertaining to payment for excavation of material beyond the specified limits. Refer to Spec Section

The price schedule lists 170 LF under CLIN 42, while the siphon consists of two parallel 54-inch barrels. Please confirm whether CLIN 42 is measured as 170 LF of completed siphon system, inclusive of both barrels, or as individual pipe length totaling approximately 340 LF.

See Specification Section 33 11 18 1.01 B. 1.

Measurement: Length along double barrel centerline between ends of pipe in place. CLIN 42 is measured as 170 LF of completed siphon system.

Excess Material Disposal and Borrow Source

Please identify whether a Government-designated disposal or spreading area will be available for excess excavation material, including trench spoil, or whether excess material must be hauled to an off-site disposal facility. Please also confirm whether a Government-furnished or designated borrow source will be available if native excavated material is unsuitable for backfill.

Excess excavation material may be deposited at the

Project Borrow Pit as shown on Dwg No 31-417-

1051 and referenced in Spec Section 31 23 39 3.01

B. See Specification Section 31 23 22 2.04 for sourcing backfill material. If onsite excavated material is unsuitable for backfill operations, it is the responsibility of the Contractor to source material adequate for backfill of the pipe from approved commercial sources or borrow area shown on drawings.

Structure Dimensions and Reinforcing Steel

The structural notes reference standard drawings 40-D-

60003 and 40-D-60004 for minimum reinforcement requirements. Please confirm that these drawings are included in the complete bid set and advise whether reinforcing steel bar lists or schedules are available.

USBR standard drawings 40-D-60003 and 40-D-

60004 are included in Attachment 2 - Drawings as a part of the drawing set as Sheet #43 and #44.

Reinforcing steel bar lists or schedules are not available.

Unsuitable Material – CLINs 28 and 35

Please identify where the scheduled 155 CY of unsuitable material is anticipated to occur (structures, pipeline, or both). Please also clarify whether “gravel fill” under CLIN

28 and “foundation material” (Class 6 under structures) are separate materials with separate measurement and payment requirements.

The location of unsuitable material will be determined by the COR upon inspection of pipe trench foundations and concrete structure foundations throughout the project. This excavation will be directed by the COR per Section

31 23 11 3.02 and 31 23 22 3.03. Gravel fill listed under CLIN 28 is solely intended for the backfill of additional excavation of unsuitable material.

Foundation material referenced in Specification

Section 31 23 11 2.03 is to be placed 1' below subgrade of foundations of new concrete structures as shown on the "Typical Concrete Structure Detail for Compacted Backfill" as shown on Dwg No 31-

417-1066. Foundation Material will be paid for under the respective CLINs 29-34 for Structures.

Existing Flume Demolition – CLIN 2

Please provide dimensions and/or available as-built information for the existing flume inlet and outlet structures and associated supports. Please confirm ownership and disposition requirements for salvaged steel pipe.

Additionally, Section 02 41 07 appears to contain an incomplete or blank Item 1 in the list of features to be removed; please provide the complete demolition/removal list.

The Bureau of Reclamation does not have records for as-builts of the original flume structure. Refer to 01 74 00 3.03 A. for disposal of non-hazardous materials. The list is complete for all items needing removed in Item 1 of Section 02 41 07 1.01.A.

Side Channel Spillway Pipe Lengths and Fittings

Spec 01 11 00 indicates approximately 65 LF of 48-inch pipe and 100 LF of 42-inch pipe (165 LF total), while CLIN

48 lists 162 LF. Please provide the bid quantity split by pipe diameter and confirm the required fitting quantities/types, including miters, reducer, and 6-inch tee, associated with

Drawings 31-417-1079 and 31-417-1080.

The specification section 01 11 00 is speaking in approximate terms to summarize the overall work.

CLIN 48 calls for 162 LF of pipe, split between

48" pipe and 42" pipe. Exact length for 48", 42", and all required fittings are shown on Dwg No 31-

417-1079. The one exception is that Dwg No 31-

417-1069 will be revised to callout a Flexible joint requirement for the Polypropylene Profile Wall

Pipe located 18" from the face of the structure to accommodate any settlement. Please see revised drawing No. 31-417-1069 included in this amendment.

Hydraulic Gate Locations and Lift Heights

Please confirm the structure/location corresponding to each specified gate, including the 12-inch canal gate, two 36-inch canal gates, and two 36-inch by 36-inch slide gates. Please provide required frame and stem lengths/lift heights. Also confirm whether the specified Fresno Model 101C canal gates are mandatory or whether approved equals will be accepted.

See spec Section 35 22 10 1.01 for drawings which show the locations of 12" canal gates, 36" canal gates, and 3'x3' slide gates. The information shown on the referenced drawings can be used to infer the required canal gate frame height, stem lengths, and lift heights for respective gates. Section 35 22 10

2.01 calls for a Fresno Model 101C canal gate or equal. Please see revised drawing No. 31-417-1067 included in this amendment showing the 12" canal gate invert elevation.

Flow Measuring Equipment – CLIN 39

Please confirm the total number of flow-measurement sites and whether the specified sensor, data logger, and telemetry equipment are brand-name requirements or may be provided as approved equals. Please also confirm whether the

Contractor’s responsibility is furnish-only with installation by DNR, or whether Contractor installation is required.

The East Canal Efficiency Improvement Project only has one flow-measurement location, and it is at the Ramp Flume shown on Dwg No 31-417-

1065. The specified sensor, data logger, and telemetry equipment brands are compatible with

Colorado DWR equipment. However, these are not brand-name requirements and approved equals, meeting the specification requirements, are acceptable. For Contractor responsibilities in installing and furnishing equipment refer to

Question 36 in Amendment #2.

Clearing and Grubbing Payment

Spec 33 11 18 states that clearing and grubbing is to be included “in the applicable prices,” while the price schedule contains separate clearing and grubbing items under CLINs

25–27. Please confirm that clearing and grubbing will be measured and paid exclusively under CLINs 25–27 and is not required to be included in other applicable bid items.

Clearing and Grubbing will be paid for in CLINs

25-27 with the exceptions lined out in Specification

Section 31 11 00 1.01 D.

Seeding and Gravel Surfacing Limits

Please define the limits of the 5.25 AC seeding quantity and confirm whether seeding applies only to disturbed areas or to the full pipeline easement/right-of-way. Please also identify the location(s) and required thickness for the 1,400

SY of gravel surfacing shown in the bid schedule

See Specification 32 92 20 3.01, which requires seeding of all areas disturbed during construction, with the listed exceptions. The 5.25 ac estimated quantity assumed disturbance takes place during construction across the full width of the right-of-way. Locations and thickness of gravel surfacing are shown on drawings 31-417-1056, 1079, and

1083.

Site Access and Staging

The drawings indicate that the existing Loutsenhizer Arroyo bridge is limited to light vehicles. Please provide the bridge load limit and identify any restrictions affecting concrete trucks, pipe delivery vehicles, or other construction equipment. Please also clarify permitted use of the North staging area and access requirements for the GK Check site.

The restriction on the existing bridges shown on drawings 31-417-1052 and 1063 of "light duty vehicles" is meant to restrict traffic to pickup trucks or lighter vehicles and prohibit concrete trucks or other construction vehicles. Contractor shall be responsible for repairing any damage caused by their utilization of these bridges.

Powerline Equipment Removal

Please confirm the anticipated date when equipment identified for removal “by others” beneath the powerline will be cleared. Please also identify any required utility outages, coordination requirements, or minimum approach-distance restrictions applicable to pipeline installation in this area.

The existing equipment will be removed by others as shown on Dwg No 31-417-1055 prior to the

Contractor beginning onsite work.

Canal Condition at Turnover

The contract indicates that the site will be turned over “as-is” on November 1. Please clarify whether removal of residual water, ice, sediment, or similar material from the canal will be the Contractor’s responsibility and identify the applicable measurement and payment basis for this work

Refer to Spec Section 31 03 33 3.03 for execution of removing residual water from the worksite.

Refer to Spec Section 31 23 11 3.01 for execution of work preparing for construction in the canal.
