About this file
This file is a Questions and Answers document for Bureau of Reclamation solicitation 140R4026R0025 for East Canal Water Efficiency Improvements. The document addresses 35 questions submitted by potential offerors regarding the contract requirements, technical specifications, submission procedures, and evaluation criteria.
The primary project requires construction of a GK Check Structure as a mandatory requirement, along with associated water efficiency improvements including HDPE piping connections, slide gates, flow measuring equipment, and related infrastructure. The contractor must supply full-time surveying support under a Colorado-licensed Professional Land Surveyor throughout construction for layout, control, quantity, and as-built surveys, though the PLS does not need to be continuously onsite. Key technical clarifications address gate dimensions (36"x36" nominal leaf size with 42-inch minimum vertical travel), handwheel elevations (42 inches above concrete), and connection methods, with the government rejecting alternative sidewall fusion or fabricated HDPE tees in favor of specified electrofusion saddles. The contract includes no bulk earthwork requiring quantity surveys, and daily survey notes are not mandated. All applicable Federal, State, and local taxes are included in the total price with no separate reimbursement anticipated. The proposal submission requires three volumes with a 30-page limit for the technical proposal, excluding cover pages, indexes, tables of contents, schedules, resumes, forms, diagrams, and organizational charts. Required key personnel are the Onsite Superintendent, HDPE Welder, and Concrete Foreman. Past performance documentation must include all relevant projects completed within the last 10 years similar in scope, complexity, and magnitude, with no limits on quantity if criteria are met. Offerors may submit SAM.gov representations and certifications in lieu of Section K completion and may provide existing PPQs with references returning them directly to either the offeror or Bureau of Reclamation.

Questions and Answers
Question BOR Response
In reference to drawings 31-417-553,554,555. They read
"Information Only" on the bottom right. Can you confirm these structures are existing?
The informational drawings 31-417-553,554, and
555 are from a previous construction project. They show the existing GK (Lateral) Intake Structure that was labeled in the drawings as the "East Canal
Turnout Structure". This is an existing structure.
In reference to drawings 31-417-553,554,555. They read
"Information Only" on the bottom right. Can you confirm that this structure is relevant in the project?
The structure shown in informational drawings 31-
417-553,554, and 555 is the existing GK (Lateral)
Intake Structure and is directly adjacent to the GK
Check structure. These informational drawings are provided to show dimensions and other relevant information on the existing structure to assist offerors in their approach to constructing the new
GK Check Structure.
Note 4 on sheet 31-417-1052 references this structure. Can you confirm if we are constructing this structure for this project?
Note 4 on drawing 31-417-1052, refers to drawings
31-417-1071, 31-417-1081, and 31-417-1082.
These drawings show the GK Check structure.
Constructing the GK Check Structure is a requirement of this solicitation. The same note also refers to informational drawings 31-417-553,554, and 555. These drawings show the existing GK
Inlet Structure, which is directly adjacent to the GK
Check Structure. Constructing the GK Inlet
Structure is NOT a requirement of this solicitation.
Could you make a .kmz (Google Earth) file of the project available?
The Bureau of Reclamation will provide a KMZ file of all the major project components with the disclaimer that all structure locations, ROW extents, and area boundaries are approximate and are strictly for use in aiding the contractors project comprehension. Contractors must request the KMZ file from the Contracting Officer.
"Total price does not include estimated taxes, taxes will be reimbursed as invoiced for by the contractor. Estimated taxes are used for budgeting purposes." Question-Please clarify which tax(s) will be reimbursed as invoiced and not included in total price?
It is not anticipated that any taxes will be applicable to this contract. It is the responsibility of the contractor to determine if any federal, state, or local taxes are applicable. If any of those taxes are applicable, the contractor will be reimbursed based on the taxes paid throughout the life of the contract. The language in the solicitation has been updated to state that the total price includes all applicable Federal, State, and local taxes.
Please confirm whether the required Index counts toward the Page Limit of 30 for the Technical Proposal. Reference page 79 of 91, paragraph (8), and page 82 of 91, paragraph
(1)(c)) of the Solicitation Document.
The 30-page limit does not include cover pages, table of contents, indexes, enclosures, executive summaries, construction schedules, tabs, glossaries, resumes, experience forms, key personnel forms, drawings, diagrams, PPQs, SF-
1442s, Section K reps and certs, Schedule B
Pricing or organizational charts. The language in the solicitation has been updated.
Would the following alternative connection methods would be considered for the specified 36” x 6” and 54” x 6” electrofusion saddle. Sidewall fusion of a 6” HDPE outlet onto the 36” and 54” HDPE mains.
The Bureau of Reclamation will not consider alternative connection methods using sidewall fusion HDPE tees in place of electrofusion saddles for the 36" and 54" HDPE Mains.
Would the following alternative connection methods would be considered for the specified 36” x 6” and 54” x 6” electrofusion saddle. Fabricated 36” x 6” and 54” x 6”
HDPE tees in place of the electrofusion saddles.
The Bureau of Reclamation will not consider will not consider alternative connection methods using fabricated HDPE tees in place of electrofusion saddles for the 36" and 54" HDPE Mains.
Please clarify the slide gate size at the GK Lateral Check
Structure. Plan set p. 31-417-1082 specifies "36"x36" slide gate". Specifications p.35 22 10 - 3 specifies this gate under
2.02. as "GK Check Structure: Fully closed to 42-inch minimum opening."
The nominal gate leaf size is 36"x36", as shown on
Dwg No 31-417-1082. Spec section 35 22 10 - 3
(2.02 A. 2.) refers to a 42" minimum vertical travel of the slide gate leaf, not the opening size. This dimension would allow the gate leaf to be raised completely above the water surface.
Please clarify the height of the handwheels from the concrete structure for all gates. Plan set p. 31-417-1067 specifies the handwheels to be 36" above concrete.
Specifications p.35 22 10 - 3 specify, "Elevation of operators on Slide Gates shall be approximately 42 inches above the top of concrete or walking surface."
The Bureau of Reclamation acknowledges the discrepancy with Drawing 31-417-1067. See revised drawing ensuring agreement with the referenced spec section. Offerors shall base their proposals on an operator/handwheel elevation of approximately 42 inches above the top of concrete or walking surface for all Canal Gates and Slide
Gates, as stated in Section 35 22 10, Paragraphs
2.01.A.2.a and 2.02.A.11.a.
Solicitation pg. 2 (document titled 140R4026R0025) under the 2nd paragraph of Quantity Surveys states that "the
Contractor is expected to provide fulltime survey support under the direction of a registered professional land surveyor licensed in the state where the work is being completed" and references Specification Section 01 71 20 -
Surveying. In attachment 1 - Specifications pg. 79 (01 71
20 3.01) the specific work called out is to Establish lines and grades for work layout, establish measurements required for work execution to specified tolerances, and provide stakes, markers, etc. to guide construction. 01 71
20 3.02 also calls out as-builts. We do not see mention in the Spec for quantity survey notes or full-time onsite licensed surveyor. For the East Canal Project, is a full-time onsite surveyor required as mentioned on page 2 of the
Solicitation? Will daily quantity survey notes and workday's survey notes be required?
As stated in the solicitation, full-time survey support is required throughout construction for layout, control, quantity, and as-built surveys, all under the direction of a Colorado-licensed PLS.
The PLS does not need to be onsite but must supervise the work and sign and seal the survey deliverables. An onsite surveyor must be available to provide daily survey support to the project. Per
FAR 52.236-16, quantity surveys, computations, and as-built drawings must accompany each monthly pay request. However, this project does not include any bulk earthwork line items that would require quantity surveys; therefore, Section
01 71 20 does not include quantity survey requirements. Daily quantity survey notes are not required. The surveyor is, however, required to maintain survey notes for each workday documenting the survey tasks listed in Section
01 71 20.
Two wage determinations were included with the
Solicitation. Attachment 3 is for Heavy Construction and
Attachment 4 is for Building. The rate difference for concrete formwork, reinforcing, and finishes are substantial between these two determinations. Which wage rates should be used for the concrete scope of work?
The Bureau of Reclamation is removing WD
CO2026000 Building - Attachment 4.
Sheet 32 of the Drawings (31-417-1086) shows chain post weldments. Our fabricator has indicated that 1-3/4" square tubes with 3/16" walls is not a standard, readily available size. The options available are 1-3/4" square tube with 1/8" wall, 2" square tube with 3/16" wall, or 1-1/2" galvanized square tube with 3/16" wall. Which option is preferred for the chain post weldments?
Drawing No. 31-417-1086 has been revised to include an option for 2" square tubing. Please see the revised drawing.
Sheet 38 of the Drawings (31-417-1092) shows the panels for the Siphon Inlet Structure Top Trash Racks. Note #1 on the same page says that "All materials are Steel, any grade, 1/2" thickness unless shown otherwise." Please confirm that the panel thickness is to be 1/2".
The Bureau of Reclamation acknowledges the discrepancy within Drawing 31-417-1092. A revised drawing will be issued by amendment to this solicitation at a later date showing the side cover flat panels with a thickness of 3/16".
Past Performance Submission Requirements: Section L requests that offerors furnish a list of Federal, State, local government, or commercial projects similar in scope, complexity, and magnitude that the offeror or its subcontractors have performed within the last 10 years. The same section states that offerors “shall provide descriptions of the most recent and relevant contracts” closest in size and complexity to this requirement, but subsequently directs offerors to provide specified information “for each project.” 1
Please confirm the intended submission approach:
Should offerors provide a comprehensive list of all qualifying projects performed within the prior 10 years;
and Should offerors provide the full, detailed project information requested in Section L—including description of work, schedule, contract value, self-performance percentage, performance issues/corrective actions, and customer reference—only for the most recent and relevant projects that are closest in size and complexity to this requirement?
The contractor should submit the full, detailed project information requested in section L, for all relevant projects completed within the last 10 years, similar in scope, complexity, and magnitude.
Language in section L has been updated to clarify the required submittals.
The solicitation states that "Print size shall be a minimum of 12-point Times New Roman font". However, Attachment 8 - Key Personnel Form includes a table with
11-point Andulas font. Will the Government confirm that the font requirements stated in Section L do not apply to
Attachment 8?
Print sizes do not apply to any attachments/templates provided by the
Government.

Attachment 7 - Experience Form. Will the Government confirm that offerors are required to use Attachment 7 to capture past performance information? And will the
Government confirm that Attachment 7 is excluded from the page count?
Offerors are not required to use the provided templates. The contractor must submit all the required information per section L, regardless of the submittal format being used.
Attachment 7 – Experience Form is not counted towards the page count.
Section L, page 81, states that the fully executed SF 1442
“shall be used as the cover sheet (or first page) of each copy of Volume I” and lists additional information that must be included on the cover page. Section L, page 82, separately states that “each Volume’s cover page (or first page)” shall include the volume number, volume title, proposal receipt date and time, and the offeror’s name and address. Please clarify the intended cover-page requirements for each proposal volume:
Volume I: Should the fully executed SF 1442 serve as the first page of Volume I, with the additional cover-page information required on page 81 incorporated on the SF
1442 to the extent practicable, or should offerors include a separate Volume I cover page before the SF 1442?
Volumes II and III: Should offerors include a separate cover page for each volume containing the information identified on page 82?
Does the page 82 requirement for “each Volume’s cover page” apply to Volume I in addition to the SF 1442 requirement, or is it intended to apply only to Volumes II and III?
SF-1442 - The solicitation has been updated to clarify that a SF-1442 should be provided as the first section of Volume I Business Proposal.
Volumes II and III: It is advisable that the contractor provide a separate cover page for
Volumes II and III, but it is not required. Volumes
II and III must clearly be identified.
The contractor should include a cover page for
Volumes I-III. The SF-1442 requirement is only applicable to Volume I.
"In Section M.2 (Evaluation Factor 4 - Past Performance), it states that the Government will evaluate whether the contractor submitted "all required safety items as requested in Section L." Section L contains no specific safety submittal requirements. Could the Government clarify if specific safety information is required in Volume II, and if so, what specific information should be included?"
No safety items are required per Section L. The solicitation has been updated to remove that language regarding evaluating all required safety items.
Due to the large number of questions that will be generated by this RFP, will the government grant a two-week extension to the proposal due date?
Currently, no extension is anticipated.
Solicitation, SUBMISSION REQUIREMENTS, Volume I, (a)b. Fully executed and completed offeror representations, certifications, and acknowledgments required by Part IV, Section K of this solicitation. Can offerors that are active and up to date in SAM.gov state that and provide proof rather than fill out all of section K?
Yes, contractors can provide their up-to-date representations, certifications, and acknowledgements filled out in SAM.gov rather than filling out section K.
Solicitation, L.8 WBR 1452.215-81 PROPOSAL
INSTRUCTIONS MARCH 2021, (4) Separation of volumes, g. Page limit/page count does not include any project schedule or requested completed attachments.
Solicitation states "Examples of requested attachments include: resumes of key personnel, charts, required forms, PPQs, SF 1442, Section K representatives and certifications, schedule B pricing pages, etc." Will the government please provide a definitive list of attachments that do not count toward page count?
The 30-page limit does not include cover pages, table of contents, indexes, enclosures, executive summaries, construction schedules, tabs, glossaries, resumes, experience forms, key personnel forms, drawings, diagrams, PPQs, SF-
1442s, Section K reps and certs, Schedule B
Pricing or organizational charts. The language in the solicitation has been updated.
Solicitation, SUBMISSION REQUIREMENTS, Volume I, (a)a. A fully executed Solicitation, Offer, and Award form

Solicitation states that the SF 1442 should be used as the cover sheet or first page of volume I. However, there is information requested (such as Tax ID Number and SAM expiration date), and there is no space to add this to the highly regimentalized SF 1442. Additionally, Submission
Requirements state: "Each Volume’s cover page (or first page) shall include the Volume number, Volume title, time and date for receipt of proposals and the name and address of the offeror, in order to prevent mishandling." Please confirm offerors are to use a standard cover sheet that contains all this information and then the normally filled out SF 1442 inside the proposal volume.
The solicitation has been updated to clarify that a
SF-1442 should be provided as the first section of
Volume I Business Proposal, with a cover page containing all required information to be provided at the beginning of Volumes I-III.
Solicitation, SUBMISSION REQUIREMENTS, Volume
