About this file
This document is a set of Questions and Answers from an Industry Day event related to Solicitation No. 140R4024R0020 for the Hyrum Dam Spillway Replacement project by the Department of the Interior's Bureau of Reclamation.
The key details include:
- The current spillway and stilling basin will be demolished and backfilled after the new spillway is operational.
- The reservoir will not be drawn down below elevation 4660 ft (spillway crest) except in limited capacity. The crest road does not need to remain open to the public during construction.
- There are no restrictions for night or shift work. An on-site batch plant would not be required.
- Reclamation has not yet conducted formal public outreach regarding construction impacts, but plans to do so.
- The construction period is still being finalized, but will be included in the official solicitation.
- The specified 30-inch diameter drilled rammed aggregate piers are required, as Reclamation believes this is the only method that will consistently meet the stiffness requirements.
- The project is fully funded. Construction Wage Rate Requirements and a Small Business Subcontracting Plan will apply. Reclamation is assessing the potential need for a Project Labor Agreement.

SOLICITATION NO. 140R4024R0020
HYRUM DAM SPILLWAY REPLACEMENT
INDUSTRY DAY
JULY 31, 2024
QUESTIONS AND ANSWERS
TECHNICAL QUESTIONS
1. Are you going to fill the current Spillway?
a. The current spillway and stilling basin will be demolished and backfilled after the new spillway is operational.
2. Do you have the elevation of the outlet works? Specifically, how low can you get below the lower intake?
a. Dead Pool elevation is 4629.6. However, the outlet works for the dam has a very limited capacity to make releases from the reservoir. Drawing the reservoir down below elevation 4660 ft (spillway crest) will be based on inflows. Most years the reservoir will drop below elevation 4650 at the end of the summer.
Inflows pick up quickly in the fall and exceed the capacity of the outlet works causing the reservoir to rise.
3. Does the crest road need to remain open to the public during construction?
a. The crest road does not need to remain open to the public during the construction project.
4. Are there any work restrictions for night or shift work?
a. There are not currently any restrictions for night or shift work.
5. Without knowing the quantities, would we need an on-site batch plan?
a. An on-site batch plant would not be required by Reclamation. The need for an on-site batch plant would be based on the contractor’s discretion.
6. What outreach has Reclamation done with the neighbors around the construction area? Specifically concerning the late nights and early mornings we’ll need to work during mass concrete.
a. There has not been any formal outreach to the public. It is anticipated that Reclamation will begin briefing the community soon on the upcoming construction project and the impacts that are likely to occur.
7. Is BOR doing any public engagement for this project?
a. See question #6.
8. What is the full construction period?
a. Reclamation is considering the discussions from the Industry Day as we work on finalizing the construction schedule. The performance period, derived from the full construction schedule, will be included in the official solicitation.
9. For the aggregate piers part of the specifications, the installation method seems to be exclusive. Is it limited to the specifications, or can we use different types of installation methods?
a. 30-inch diameter drilled rammed aggregate piers compacted to meet the minimum modulus testing requirements stated in the specifications are required.
10. Did Reclamation consider other, more widely available installation methods?
a. Yes, Reclamation considered other installation methods but believes that only the specified method will result in consistent and adequately stiff aggregate piers to sufficiently prevent differential settlement of the lightly to heavily loaded spillway panels. Increasing the pier density for lower stiffness piers would be impractical, given the tight maximum spacing. The risk to the project from alternative installation methods is high relative to the potential cost savings.
ACQUISITION QUESTIONS
11. Is the project fully funded or will there be some funds limitations?
a. The project is fully funded and will be obligated at time of award.
12. [From the acquisition presentation] Which Option [1 or 2] is Reclamation implementing for this project?
a. After various discussions, we found a preference for Option 2. As such, the acquisition team has implemented Option 2 and shared the very tentative (likely to change) schedule within the acquisition slides.
13. What do you anticipate as restrictions or special requirements?
a. Construction Wage Rate Requirements for Cache County, Utah will apply. The most up to date wages will be included in the solicitation and will also be part of the final contract.
b. As Reclamation will not be setting this project aside for small businesses, a Small Business
Subcontracting Plan will be required. When the solicitation is posted, you will find the information within Section L and M.
c. Executive Order No. 13502, “Use of Project Labor Agreements for Federal Construction Projects,” encourages project labor agreements on construction projects funded by the Department of the Interior. At this time, Reclamation is actively assessing the need for Project Labor Agreements on this project. We will likely not have any updates until the solicitation itself gets posted with the information.
