2) An Offeror or subcontractor without a record of relevant past performance for whom past performance is not available will be given a neutral rating.
3) For the Government to consider the relevance of a subcontractor’s past performance, the offer shall include a Letter of Commitment. The Letter of Commitment shall be signed by both parties and shall demonstrate the commitment of both parties toward performance and completion of the scope and designated tasks outlined in the Offeror’s Technical Plan for Construction.
Government may also use past performance information obtained from other than the sources identified by the offeror. Information obtained from the Contractor Performance Assessment Reporting System (CPARS) database located at www.cpars.gov is one of the sources that will be utilized.
Factor 3 – Management Approach
Describe the management approach that will be implemented to perform principal components of work. Identify which tasks will be self-performed, and which will be subcontracted. For any subcontracted tasks, provide up to three Specialized Experience Forms for each subcontractor and indicate whether the organization has previously worked with the subcontractor on this type of work. For each subcontractor proposed for the principal components of work, also provide a letter of commitment. The Letter of Commitment shall be signed by both parties and shall demonstrate the commitment of both parties to this project.
Factor 4 – Small Business Participation Plan
The Contracting Officer has determined the following minimum subcontracting goals (percentage of total planned subcontracting dollars) for this solicitation:
