The schedule shall be submitted in Primavera P6 Professional Project Management version 6.2 or higher in .xer format, organized using a Work Breakdown Structure with dependencies, and prepared for legible printing on 11x17 paper or larger in color. The printed schedule must display calendar ID, activity name, planned duration, early start, early finish, late start, late finish, and total float, with the critical path highlighted in red, activity names positioned to the right of activity bars, and logic arrows shown. For schedule development and offer analysis purposes, offerors shall use a Notice to Proceed date of August 3, 2026.

ii. The proposal shall be valid for a minimum of 60 calendar days from the proposal due date.
iii. The proposal shall be on 8 ½” x 11” paper, single-spaced using not less than 12-point type font, and shall have margins at the top, bottom and sides of the pages not less than one inch in width.
iv. Technical proposal is limited to 50 pages. This does not include the Project Schedule or
Requested Completed Attachments (e.g. PPQs, construction schedule, charts or required forms). Page limitation shall be treated as maximums. If exceeded the excess pages will not be read or considered in the evaluation of the proposal.
v. Elaborate formats, bindings, color marketing presentations or sales brochures are not desired or required.
Technical Evaluation Factors:
Factor 1 – Technical Plan for Construction
The Technical Plan for Construction shall include a construction schedule (a corresponding written narrative of the planned construction sequence and work schedule), planned staffing, equipment, quality control plan, and demolition plan. All shall be coordinated and tied to the requirements contained in the Statement of Work, Specifications, and Plans
Coordinated Construction Schedule: The construction schedule shall include all work contained in the price schedules, Price Schedule A-Base and Optional Price Schedule B and have sufficient detail to clearly show the sequencing of the principal and critical components of work. Include other activities or information required to portray the Offeror’s proposed approach accurately and effectively for the project and any tasks or plans that will result in early completion..
1) To facilitate a more efficient and consistent review, the schedule shall meet the following organization and formatting requirements.
a) The schedule shall be in Primavera P6 Professional Project Management, version
6.2 or higher. Provide schedule files in .xer format.
b) The schedule shall only include critical submittals allowing for submittal preparation time and associated Government reviews/approvals.
c) The schedule shall be clearly organized using a Work Breakdown Structure (WBS), including dependencies.
d) The schedule shall be prepared to be printed legibly (approximately 10pt font or larger) for printing in color on 11x17 sized paper or larger (plotted).
i) The printed schedule shall have columns that display the following information in the following order: calendar ID, activity name, planned duration, early start, early finish, late start, late finish, and total float.
ii) The printed schedule should highlight in red the critical path, have the activity name to the right of the activity bar and show logic arrows.
2) For the purpose of developing your construction schedule and analyzing offers only, use the Notice to Proceed date of August 3, 2026.
