Statement of Work Yuma Area Office

Brock Reservoir Gate Replacement & Repairs Solicitation No.

1. Background

Warren H. Brock Reservoir, herein referred to as Brock Reservoir, is an off-stream, all-gravity storage facility located downstream of Parker Dam on the Colorado River. Completed in September 2010, the reservoir was constructed to provide additional regulating capacity for the lower Colorado River system. Its primary function is to reduce non-storable flows that result from discrepancies between scheduled water orders and actual diversions, thereby improving water management efficiency and reducing losses.

Water is conveyed to Brock Reservoir via the Coachella Canal Turnout Structure, which is situated on the All-American Canal just upstream of Drop Structure No. 1. This turnout structure was modified to allow for dual delivery—continuing flow to the Coachella Canal and diverting water to Brock Reservoir through a 6.5-mile-long, concrete-lined inlet canal.

After temporary storage in the reservoir’s two cells, water is returned to the All-American Canal through a forebay/afterbay structure. From there, it flows through two 108-inch diameter steel pipes that pass beneath Interstate 8 and into a 1,250-linear-foot concrete-lined outlet canal. The outlet canal discharges immediately downstream of Drop Structure No. 2 on the All-American Canal.

The reservoir operates with a maximum water surface elevation of 154 feet, corresponding to a maximum depth of 20 feet and a total storage capacity of approximately 8,000 acre-feet. The infrastructure supporting this system includes various hydraulic structures and control gates that are critical to the reservoir’s operational reliability and efficiency.

This project involves the replacement of eight gates, with an optional (contract line item number) CLIN for an additional three gates, that have reached the end of their service life or are no longer performing to design specifications. The replacement is necessary to ensure continued safe and efficient operation of the reservoir system and to maintain compliance with operational and safety standards.

2. Location

Brock Reservoir is located north of the existing All-American Canal (AAC) Drop Structure No. 2 in Imperial County, California. It lies approximately 30 miles east of El Centro, California, and 25 miles west of Yuma, Arizona. Existing facilities affected by the project are shown on the Location Map, Drawing No. 423-D-60237.

3. Site Conditions

The weather in Imperial County is typical of the desert Southwest, with annual temperatures ranging from highs near 120°F to lows around 30°F, and intraday variations of up to 50 degrees. Late fall and winter are generally mild, though occasional freezing may occur in late winter. Strong winds and dust storms can happen year-round but are most common in spring. Thunderstorms and flash floods are possible during the late summer “monsoon” season (August and September), while rain may also occur in late winter and early spring. The Yuma area receives an average annual rainfall of approximately 3 inches.

Reclamation’s Brock Reservoir is accessible via existing public roads, including an off/on ramp from Interstate 8, and through maintenance roads—most of which lie within the fenced government property surrounding the reservoir. Overhead and underground utilities are located near or beneath Reclamation facilities. The reservoir is primarily operated remotely and is only occasionally visited for maintenance purposes.

4. Description of the Work

The Contractor shall perform the following work under this Purchase Order for the replacement of eight slide gates (with optional CLIN of three additional slide gates) and associated improvements, as specifically detailed in the provided drawings and specifications. All work shall be performed in accordance with the contract provisions, applicable clauses, and the drawings listed in this Purchase Order.

All work shall conform to the Reclamation Safety and Health Standards (RSHS), OSHA, and the Contractor shall take all necessary precautions to ensure the safety of the public.

This Purchase Order includes, but is not limited to, the following tasks:

A. Slide Gate Replacement The Contractor shall replace six (6) 10-foot by 10-foot (with optional CLIN of three (3) additional 10-foot by 10-foot) and two (2) 10-foot by 7-foot cast iron slide gates with new 316L stainless-steel gates. This includes the installation of new gear boxes, actuators, stem protection, and all associated components. The following tasks are included:

1. Media-blast and recoat the existing cast-iron thimbles.

2. Reuse existing and/or install new conduit from the Control Building to each gate.

3. Provide and install new power wiring from the Control Building to each gate.

4. Connect the new gate actuators to the existing facility control system.

5. Recoat existing stop log guides.

B. Cathodic Protection The Contractor shall install a new cathodic protection system and perform a functionality test to verify proper operation.

C. Electrical Improvements The Contractor shall install new electrical conduit, conductors, grounding equipment, and all associated electrical components as required.

D. Equipment Removal and Replacement The Contractor shall remove and replace the following equipment:

1. Three (3) existing water level instruments, including radar-type downward-facing sensors.

2. Existing interior and exterior sodium light fixtures with new LED light fixtures.

3. One (1) existing security camera.

4. One (1) existing 150 kW diesel power generator.

5. The emergency generator existing automatic transfer switch.

5. Specification Requirements

1. Requirements in Division 1, General Requirements, apply to Divisions 2 through 52.

2. Imperative statements in these specifications are Contractor requirements, unless otherwise stated.

6. Submittal

The list of submittals is located on Table 01 33 00A of specification document 01 33 00. All items shall be submitted to the Government for review and acceptance.

7. Performance Period

Due to the complexity of operations at Brock Reservoir and the need for coordination among multiple stakeholders, one full water outage has been scheduled to accommodate construction activities. The dates and duration of this outage have been pre-determined and will not be extended.

The Contractor shall adhere strictly to the outage schedule, as no additional outages will be permitted without COR approval.

For the purposes of this document, a water outage is defined as the period beginning when water is diverted from Brock Reservoir. The outage timeline begins at that moment.

1. Single FY27 Full Outage with Phased Cell Gate Replacement Partial Outages (PoP April 2026 through September 2027)

Proceed with the full outage as currently scheduled in FY27 (November 2026 – February 2027).

During this time, the Contractor shall replace the three-inlet canal and the two pipe outlet gates, then place a stop log in cell 2 reservoir cell to continue gate replacement. This method would allow only 50% of the reservoir to remain operational after the initial full outage. This construction phasing can be used if the five gates needing to be replaced are onsite by the first week of October 2026 and contractors’ manufacturer guarantees delivery of the remaining gates to meet the remaining cell gate replacement work as described within. Once work is completed on cell 2 replacement for three gates, the Contractor would shift to the second cell (cell 1) to replace the final remaining three gates (if optional CLIN are awarded), again limiting operations to 50%. It is anticipated that the reservoir will operate at 50% capacity for approximately four months (March 2027 – June 2027).

8. Environmental

If the Contractor intends onsite washout of concrete trucks or equipment, its Water Management Plan needs to describe in detail and incorporate California Stormwater Quality Association’s California Best Management Practices in Concrete Waste Management Handbook WM-8, included in Appendix 2.

Per California air quality programs:

1. Heavy equipment will need to be in compliance with the in use off-road diesel program

(DOORS).

2. Pumps/small engines will need to be in compliance with PERP or stationary source programs, unless under 50 Hp.

3. Fuel/hazmat storage onsite will be in compliance with California's HazMat Business Plan (CERS) program.
