About this file

This is a Statement of Work for HVAC replacement services at Planet Ranch Conservation Area (PRCA), a facility managed by the Bureau of Reclamation supporting the Lower Colorado River Multi-Species Conservation Program.

The work involves replacing existing heating, ventilation, and air-conditioning (HVAC) systems on two residential bunk houses (Buildings 100 and 200) at PRCA, located 3939 Planet Ranch Road, Parker, Arizona 85344. The contractor must complete pre-project inspections and analysis of existing HVAC systems, provide recommended replacement options with design and construction plans, remove existing roof-mounted air-conditioning units, repair affected roof sections, install new ground-mounted electric dual heat and air-conditioning units with associated ductwork and electrical components, install thermostat systems, place condensate discharge lines protected from wildlife damage, conduct operational testing, and dispose of waste materials. Building 100 is approximately 3,000 square feet and Building 200 is approximately 2,400 square feet. The new HVAC units must be Energy Star rated and meet Federal Energy Management Program (FEMP) compliance requirements. Existing unit specifications are provided in Tables 1.01 and 1.02. The contractor must provide detailed submittals including construction plans, safety programs, equipment specifications, waste disposal manifests, and progress reports within specified timeframes.

The period of performance is 90 days from Notice to Proceed, with all work required to be completed by February 27, 2027. The contractor must obtain all necessary federal, state, county, and local permits. A comprehensive safety program compliant with Reclamation Safety and Health Standards and OSHA requirements must be submitted 14 days after award. The contractor is responsible for material disposal and site restoration and will have access to government-furnished lodging facilities and heavy equipment (telehandler and backhoe) to reduce project costs. The government contact is Aidan Murray at ammurray@usbr.gov, 725-277-1914.
