About this file
This is a Questions and Answers document for Solicitation No. 140R3025R0013, addressing contractor inquiries regarding an HVAC replacement project.
The document clarifies several critical solicitation requirements that were inconsistent across original documents and subsequently amended. The period of performance is 90 calendar days from Notice to Proceed (NTP), with an absolute completion deadline of February 26, 2027, regardless of NTP issuance date. Bid guarantees at 20% of quoted price are required at quote submission per FAR 52.228-1. If the total quoted and awarded price exceeds $150,000, performance and payment bonds under FAR 52.228-15 become mandatory, with bond premiums reimbursable under WBR 1452.232-81(a)(3). The evaluation factor regarding contractor experience was clarified to focus on HVAC replacement experience rather than roofing work, as the original language incorrectly referenced single-ply membrane, roof coating, flashing, and fall protection. The Statement of Work was updated via Amendment 02 to remove roller door installation and paneling replacement from scope. Price schedule line items were renumbered as CLINs 1003, 1004, and 1005 with mobilization included under line 1003. The Government confirmed no as-built or plan sets are available for the 1960s-1970s structures in Buildings 100 and 200, and contractors may propose alternative systems such as ductless multi-zone heat pump systems provided they meet existing capacity and airflow distribution requirements.

Solicitation No. 140R3025R0013
Questions & Answers
1. The RFQ includes FAR 52.228-1, Bid Guarantee, at 20% of the quoted price, and 52.228-15 isn't listed. Please confirm whether a bid guarantee must be furnished with the quote, and whether performance and payment bonds will be required at award.
Response: See Amendment 01.
2. SOW section 7 says the work is to be delivered within 180 days after award, while SOW section 10 and the SF-18 say 90 days from award or notice to proceed, with all work complete by 1/31/2027. Which period of performance governs?
Response: See Revised Statement of Work via Amendment 02.
3. Bonding. Provision 52.228-1 requires a bid guarantee of 20% of the proposal price with the quote. Please confirm:
• that a bid guarantee is in fact required at quote submission, and
• whether performance and payment bonds will be required at award, and at what dollar threshold.
FAR 52.228-15 does not appear in the clause list, so I want to be certain before pricing.
Response: See Amendment 01 for response to first bullet. See response to Question 4 for second bullet.
4. Period of Performance. Three different durations appear in the package. SF-18 states 90 days after Notice to Proceed. Statement of Work paragraph 7 states 180 days after contract award. Paragraph 10 states 90 days from award with all work completed by January 31, 2027. Please confirm which governs?
Response: See revised Statement of Work via Amendment 02. Overall completion date is being changed to February 26, 2027. All work is to be completed within 90 days from Notice to Proceed (NTP), however all work must be completed by no later than February 26, 2027. (Example: If NTP is issued November 13 2026, then all work must be completed by February 11, 2027. If NTP is issued December 1, 2026, then all work must be completed by February 26, 2027.
5. Factor, 2 Experience. The evaluation criteria ask for experience in "installation of single-ply membrane, roof coating restoration, flashing, and fall protection." Please confirm what experience the Government wants cited for this requirement, as the language appears to describe roofing rather than HVAC replacement.
Response: See update to Provision and Instructions via Amendment 02.
6. Submittal Table. Table 1.04 lists roller door installation and paneling replacement among the construction plan contents. Neither appears in the Statement of Work. Please confirm these are not in scope.
Response: See updated Statement of Work via Amendment 02.
7. We read the revised SOW as 90 days from award, with completion no later than January 31, 2027. Please confirm how any later award would affect that final date and the required alternative payment protection selection/timing.
See response to Question 4.
8. Reference: Revised Clauses, FAR 52.228-13, Page 3, WBR 1452.232-81(d)(1), Page 9.
Question: Amendment 01 added, FAR 52.228-13, Alternative Payment Protections. If the total quoted price exceeds $150,000, will performance and payment bonds under FAR 52.228-15 be required instead? Are payment bond premiums reimbursable under WBR 1452.232-81(d)(1)?
Response: If the total quoted and awarded price exceeds $150,000, performance and payment bonds will be required, and FAR Clause 52.228-15 will be incorporated. Please read WBR 1452.232-81(a)(3) regarding payment of bond premiums.
9. Statement of Work. (Amendment 01), Section 7, page 8 and Section 10, page 9. Amended SOW Sections 7 and 20 state 90 days after award, with all work completed by January 31, 2027. The Commencement, Prosecution, and Completion of Work Clause states 90 calendar days after receipt of the Notice to Proceed. Please confirm which completion requirement governs.
Response: See response to Question 4.
10. Can the purchaser furnish any as built plans for the bldg 100 & 200?Has a floor plan or reflected ceiling plan would be helpful with a manual j calculation and system design.?
Response: We do not have any as-builts or plan sets for either building. Both buildings are from the 1960s or 1970s, and received any plan sets likely due to the age of the structures.
11. Can contractors offer an option for a ductless multi zone heat pump system that eliminates the requirement for ductwork alteration and additional interior demolition? or is it the purchaser requiring a split system or package unit?
Response: If this option meets the capacity and airflow distribution of the existing systems, then this option is permissible.
12. Price schedule: Attachment 2, paragraph B.1(d), refers to CLIN 1001 for mobilization and preparatory work, but the schedule lines are numbered 1003, 1004, and 1005. Please confirm that we should price lines 1003 through 1005 as shown, with mobilization under line 1003.
Response: Attachment 2, Price Schedule has been updated via Amendment 02.
13. Experience (Factor 2): the applicable experience examples list roofing items (single-ply membrane, roof coating restoration, flashing, and fall protection). Please confirm that HVAC replacement experience similar to this Statement of Work is what will be evaluated.
Response: See response to Question 5.
Period of performance: Section 7 of the Statement of Work, as revised by Amendment 01, states that all items and services "are required to be delivered within 18090 days after contract award," while Section 10 states 90 days from date of award, with all work complete by January 31, 2027. Please confirm that the period of performance is 90 days.
Response: See response to Question 4.
