About this file
This is Amendment 0002 to solicitation 140R2025R0004 for the Folsom Right Wing Dam North Fork Ditch Bypass Modifications project issued by the Bureau of Reclamation. The amendment includes questions and answers, revised price schedules, and updated specifications for several sections including Use of Site, Work Restrictions, and Submittals.
Key changes include: clarification that all proposals must be submitted electronically with one copy of each volume by February 19, 2025 at 5PM PST; no onsite work can begin before August 1, 2025; excavation for North Fork Ditch conduits cannot begin after November 1 without approval; exploratory excavation for Left Wing Dam toe drains must begin before September 1, 2025; confirmation that physical proposal copies are not required; addition of new CLIN for temporary optical fiber cable; and updates to multiple technical specifications. The work involves removing existing conduit and concrete headwall, adding a seepage stability berm, installing toe drain inspection wells, and maintaining functionality of existing optical fiber cable throughout construction. Bidders must coordinate with USACE contractors who will be using the right-wing dam toe road through fall 2025.

Most of the online software that we have used to not track REA, RFC, and RFP’s as separate categories, for example. Has the BOR a software vendor that they are familiar with that meets all of the requirements of 01 31 30? Please advise.

Does the temp fiber need to be buried, or can it be run overhead or in conduit above ground? Is the intent to route it along the entire perimeter of the
Contractor Use Area A to ensure it does not get damaged by construction traffic?
Response: Alignment of the temporary fiber optic cables to be determined by the Contractor.
Temporary cables may be installed in conduit above ground. See revised Specification Section 33
82 23, revised Drawing 485-D-60876, and revised Price Schedule.
16. Question: Where is the permanent fiber to be spiced at?
Response: See revised Drawing 485-D-60876.
17. Question: Please clarify that the quantity of, trench, conduit, and backfill for bid item 4 shall match the 3,400 LF of bid item 33?
Response: Yes, however the estimated quantity has been changed. See revised Price Schedule and revised Specification Section 33 82 23.
18. Question: For the permanent pull boxes on sheet 21, we see two new boxes with the note “New pull box, see note 3”. We are unable to find note 3 on this sheet.
19. Question: Please clarify the routing of the temporary fiber optic. We are unable to find on the project plans.
Response: Routing of the temporary optical fiber cable shall be determined by the Contractor and approved by the COR. See revised Specification Section 33 82 23.
20. Question: Please clarify the quantity of pull boxes for the temporary fiber optic. We see two new boxes for the permanent on sheet 21. How many temporary pull boxes will the BOR require?
Response: No temporary pull boxes are required. The temporary optical fiber cables shall be spliced within the new pullboxes shown on revised Drawing 485-D-60876. See also revised
Specification Section 33 82 23.
21. Question: Please clarify that the temporary fiber optic and the permanent fiber optic quantities are both contained in that 3,400 LF for bid item 33?
Response: No. A new CLIN has been added for the temporary cables. See revised Price Schedule and revised Specification Section 33 82 23.
22. Question: Please clarify where the splices for the temporary fiber optic will start and end?
23. Question: Please clarify why the BOR specifically is requiring temporary fiber optic?
Response: Functionality of the existing optical fiber cable must be maintained throughout construction. A temporary routing of the optical fiber cables is necessary to complete the work required within the North Fork Ditch area before installation of the new permanent alignment.
24. Question: We see Elderberrys on sheets 60863 and 60925. The specs require these shrubs to be protected by K-Rail. Please confirm. For bidding purposes does each Elderberry require 4 k-rails?
Response: Install a sufficient number of concrete barriers to enclose the dripline around the elderberry shrubs indicated on the drawings. Additionally, see revised Drawing 485-D-60926.
25. Question: Will the same 60K type rail as installed along the San Juan waterline be required for
Elderberry protection here?
Response: Install concrete barriers around the elderberry shrubs in accordance with Specification
Section 32 31 17. Additionally, see revised Drawings 485-D-60925 and 485-D-60926.
26. Question: Under what bid item will the elderberry k-rail be paid for? Does the 300 LF of bid item 26 include the Elderberry shrub protection?
Response: Concrete barriers for the elderberry shrubs shall be paid under CLIN 26. Additionally, see revised Drawing 485-D-60925.
27. Question: The BOR has a stockpile of existing k-rails located at Right Wing Dam. These K-rails were pulled off of Dike 1 during a historical project. Will the BOR require the purchase of new
K-rail when they have a surplus onsite?
Response: There are no requirements to purchase new concrete barriers. All required “k-rail” to be furnished by the Contractor are temporary and shall be removed upon contract completion. See revised Specification Section 32 31 17 and revised Drawing 485-D-60925.
28. Question: Please clarify that the BOR wants the new 60K K-rails installed along the San Juan water line removed at the end of the job?
Response: The existing concrete barriers currently installed along the San Juan Pipeline belong to Reclamation, shall remain in place for the duration of the contract and will be removed and relocated by the Contractor at the completion of the contract. The Contractor is not required to furnish “k-rail” at this location. See revised Drawing 485-D-60925.
29. Question: Under what bid item shall the temporary security fence be bid under? We see that the temp fence on sheet 7 is located via Northing/ Easting coordinates and that the length has been pre-determined by the BOR. Please consider providing a separate bid item for this temporary security fence as the unit rate to install and remove this fence will be different from the permanent fence?
Response: There is no temporary security fence shown on Drawing 485-D-60863 (Sheet 7). See revised Drawings 485-D-60863 and 485-D-60876 for fencing requirements. Also, see revised
