History of the Friant- Kern Canal
• Friant-Kern Canal (FKC): is a Federally constructed (1945-1951) and owned appurtenant works of Central Valley Project Act of 1937.
• Friant Water Authority (FWA): Non-Federal operating entity under contract with Reclamation to operate, maintain, repair or replace works of the FKC.
• Friant Division of Central Valley Project delivers water to over one million acres of irrigable farmland and water for over 250K residents along eastside of southern San Joaquin Valley.
BACKGROUND
• Designed conveyance capacity of FKC compromised by various factors since start of operation in 1951 o Subsidence of land negatively affected FKC’s ability to convey water; canal designed as gravity conveyance feature o Land subsidence in Corcoran/Tulare Basin area caused estimated 54% reduction in capacity oOriginal design and constructed capacity resulted in reduced capacity o Reclamation & FWA worked together in development of project to address reduced capacity in FKC and identified general objectives of FKC modifications-based canal reaches.
• Repair costs ~$ 4.1 M in 1979
• Mile Post 99.37 to 115.94
• 330,000 acres effected
• Liner Rehabilitation up to 5’
• 4 bridges raised
Recent FKC Subsidence Friant Dam

Mendota
• Centered around mile post 95 (of 152 length)
• Designed capacity of 4,000 cfs in that reach
• Estimated capacity in April 2017
1,600 cfs (60% below design capacity)
• ~330,000 acres Friant Districts lands below the pinch point
• 300,000-acre-foot reduction in 2017 deliveries
• Long-term Class 2 deliveries expected to be half of historical, with present canal condition
• Unlikely delivery of Section 215, RWA and URF
