B.1 GENERAL
The contractor shall, except as otherwise noted, provide all necessary labor, equipment, materials, supplies, transportation, travel, and per diem necessary to perform the work specified in the attached Specifications No. 20-C0907 entitled “Friant – Kern Canal Middle Reach Capacity Correction Project Phase 1.
B.2 Schedule of Prices
(a) Offers will be considered for award on the Price Schedule at attachment B.1, but no offer will be considered for award on only a part of the Price Schedule.
(1) Offerors shall complete Schedule of Prices excel attachment B.1.
Offerors must complete excel attachment and will be considered nonresponsive if they don’t complete B.1. Failure to use the attached price schedule or incomplete submissions will be consider nonresponsive.
(b) Offers are subject to the terms and conditions of this solicitation.
(c) The quantities in the schedule are estimated quantities for comparison of offers only, and except as provided in the contract clause at 52.211-18 “Variation in Estimated Quantity,” no claim shall be made against the Government for overruns or underruns.

SECTION 01 10 00 - SUMMARY OF WORK
PART 1 -- GENERAL
1.1 THE SUMMARY
A. The WORK to be performed under this Contract shall consist of furnishing tools, equipment, materials, supplies, and manufactured articles, and furnishing all labor, transportation, and services, including fuel, power, water, and essential communications, and performing all WORK or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. The WORK shall be complete, and all WORK, materials, and services not expressly indicated or called for in the Contract Documents which may be necessary for the complete and proper construction of the WORK in good faith shall be provided by the CONTRACTOR as though originally so indicated, at no increase in cost to the
GOVERNMENT.
1.2 FRIANT-KERN CANAL MIDDLE REACH CAPACITY CORRECTION PROJECT
A. The Friant-Kern Canal (FKC) Middle Reach Capacity Project is located within Tulare and Kern Counties, California, between the town of Lindsay on the north end and Lake Woollomes on the south end. The general location is shown on Drawing No. G-3.
B. The FKC Middle Reach Capacity Project is a 33-mile segment of the FKC that starts downstream of the 5th Avenue check and ends at the Lake Woollomes check.
C. Due to funding limitations, only a portion of the FKC Middle Reach Capacity Correction Project will be constructed at this time, and is called the Phase 1 Project (Project), further described below. Refer to the attachment at the end of this section for a Project Location Figure.
1.3 FRIANT WATER AUTHORITY AND WATER DISTRICTS
A. Friant Water Authority (FWA) is the non-Federal operating entity who is under contract with the GOVERNMENT to operate, maintain, and repair the FKC on behalf of the GOVERNMENT. FWA has the responsibility to deliver water supplies to over 30 different water agencies in California from the Fresno area to the Bakersfield area that has about 40 individual water supply delivery points, or turnouts, to 10 separate Irrigation Districts as listed below.

B. PHASE 1 PROJECT
1. The principal components of the WORK to be performed under these Specifications include the following:
a. Construction of approximately 10 miles of new concrete-lined canal adjacent to the existing FKC from downstream of the existing Avenue 136 bridge to downstream of the existing farm bridge at Avenue 64. The WORK includes earth excavation; handling, hauling and placing of the excavated material in embankments, trimming of the canal prism; and furnishing and placing unreinforced concrete canal lining.
b. Construction of 8 reinforced concrete inverted siphon undercrossings of 7 roadways and 1 stream channel (Deer Creek) including restoration of the existing roadways and stream channel.
c. Construction of one reinforced concrete check structure at Deer Creek, reinforced concrete inlet and outlet transitions and control building, including furnishing and installing miscellaneous metalwork, chain link fencing, fabricated steel radial gates, complete with appurtenances, lifting mechanisms, instrumentation and electrical components.
d. Construction of 9 reinforced concrete turnout structures on the new canal.
The WORK includes furnishing and installing pipelines, miscellaneous metalwork, chain link fencing, hydraulic gates, complete with appurtenances, actuators, instrumentation, and electrical components.
e. Construction of two stormwater pump stations including furnishing and installing pumps, pipelines, concrete wetwells, miscellaneous metalwork, equipment, sitework complete with appurtenances, instrumentation, and electrical components.
f. Removal, disposal, abandonment and salvage WORK at multiple sites along the canal including one existing automatic wasteway, at one existing check structure (Deer Creek).
g. Miscellaneous utility relocation and modification WORK including, but not limited to, utility pipeline crossings of the new canal and old canal, drainage culvert construction, and irrigation well demolition and abandonment.
1.4 CONTRACT METHOD
A. The WORK hereunder will be constructed under a firm fixed price contract.

1.5 WORK BY OTHERS
A. Interference With WORK On Utilities: The CONTRACTOR shall cooperate fully with all utility forces of the GOVERNMENT or forces of other public or private agencies engaged in the relocation, altering, or otherwise rearranging of any facilities which interfere with the progress of the WORK, and shall schedule the WORK so as to minimize interference with said relocation, altering, or other rearranging of facilities.
Refer to Specification Section 01 14 00 Construction Constraints and Sequencing for schedule of utility WORK by others.
1.6 WORK SEQUENCE
A. For requirements related to WORK Sequencing the CONTRACTOR's attention is directed to Section 01 14 00 – Construction Constraints and Sequencing.
1.7 REPORTS OF PHYSICAL CONDITIONS
A. General - In preparation of the Contract Documents, the GOVERNMENT has relied upon information listed in Paragraph B below. However, the CONTRACTOR may not rely upon any interpretation of such technical data, including any interpretation or extrapolation thereof, or any non-technical data, interpretations, and opinions contained therein. The information listed in Paragraphs B and C below will be made available upon written request to the Contracting Officer at srall@usbr.gov.
CONTRACTOR may be required to sign a release or waiver prior to receipt of the information.
B. Logs and test results on exploratory borings have been prepared specifically for this Project and were utilized for design purposes. It is expressly understood that the GOVERNMENT will not be responsible for any deduction, interpretation, or conclusion drawn from such informational data. These tests are reported in the following investigations:
1. Geotechnical Data Report, Friant-Kern Canal Middle Reach Capacity Correction Project Tulare & Kern Counties, CA. By Stantec Consulting Services, Inc. dated May 20, 2020. Provided in Appendix A.
C. Other relevant data listed below:
1. AutoCad files including the 2018 existing grade surface model (TIN), topography, and canal centerline and limits of work line work.
2. Microsoft Excel tabular earthwork data as described in Specification Section 31 30 00 – Earthwork, paragraph 1.1.E.1.
1.8 OUTAGE PLAN AND REQUESTS
A. Outages and service connections including, but not limited to, demolition WORK, canal tie-ins to the existing canal, lateral and turnout tie-ins, WORK impacting any existing Irrigation District delivery systems and laterals shall be performed during the periods identified in Section 01 14 00 – Construction Constraints and Sequencing. The WORK described in this section pertains only to miscellaneous outage requests, and not to

planned outages of the existing FKC described in Section 01 14 00 – Construction Constraints and Sequencing.
B. The CONTRACTOR shall not remove from service, de-energize, or modify settings for any existing pipeline, valve, channel, equipment, structure, road, or any other facility without written permission from the CONTRACTING OFFICER’S
REPRESENTATIVE.
C. Where the WORK requires modifications to existing facilities or construction of new facilities and connection of new facilities to existing facilities, the CONTRACTOR shall submit a detailed outage plan and schedule for approval a minimum of 2 months in advance of the time that such outage is planned.
D. A completed System Outage Request form shall accompany each outage plan. The outage plans shall be coordinated with the construction schedule and shall meet the restrictions and conditions of the Contract Documents. The outage plan shall describe the CONTRACTOR's methods; the length of time required to complete said operation;
any necessary temporary power, pumping, controls, instrumentation or alarms required; and the manpower and equipment which the CONTRACTOR will furnish for proper operation of the existing system during the outage. A written confirmation shall be provided to the CONTRACTING OFFICERS REPRESENTATIVE. All costs for preparing and implementing the outage plans shall be incidental to the WORK.
E. The CONTRACTING OFFICERS REPRESENTATIVE shall be notified in writing at least one week in advance of the required outage if the schedule for performing the WORK has changed or if revisions to the outage plan are required.
F. The CONTRACTOR shall provide written confirmation of the shutdown date and time 2 working days prior to the actual shutdown.
1.9 GOVERNMENT USE OF THE SITE
A. The GOVERNMENT may utilize all or part of the existing Site and existing facilities during the entire period of construction for the conduct of the GOVERNMENT's normal operations. The CONTRACTOR shall cooperate and coordinate with the GOVERNMENT to facilitate the GOVERNMENT's operations and to minimize interference with the CONTRACTOR's operations at the same time. In any event, the GOVERNMENT shall be allowed access to the Site during the period of construction.

SECTION 01 14 00 - CONSTRUCTION CONSTRAINTS AND SEQUENCING
PART 1 -- GENERAL
1.1 THE SUMMARY
A. WORK shall be scheduled, sequenced, and performed in a manner which minimizes disruption to the public and to the operation and maintenance of existing canal facilities along the project alignment.
B. The CONTRACTOR shall incorporate the construction and schedule constraints of this Section in preparing the construction schedules required under Section 01 32 16
– Construction Program.
1.2 EXISTING CANAL AND TURNOUTS
A. The WORK shall be executed while the existing canal, including water deliveries to existing turnouts, is in operation. Operation of the existing canal shall not be jeopardized nor shall the conveyance capacity be reduced as a result of the execution of the WORK. Refer to paragraph 1.10.C.6 of this Specification for planned FKC canal outages.
B. Unless indicated otherwise, temporary pumping, piping, power, lighting, controls, instrumentation, alarms, security devices, and safety devices shall be provided by the CONTRACTOR whenever its activity or interruption due to its activity affects the existing facilities.
C. The construction constraints and sequencing in this Section do not include every item affecting the completion of the WORK, but are intended to describe construction constraints, and sequencing criteria for the CONTRACTOR in the development of the Construction Sequencing Plan. Other than specific details described herein, disruption to the ongoing deliveries of irrigation flows will not be allowed. It shall be understood and agreed by the CONTRACTOR that the constraints and sequencing described are not inclusive and that additional items of WORK not included may be required to minimize disruption to water deliveries and ensure compliance with permits. Deviation from or modification of these suggested sequences is permitted if techniques and methods known to the CONTRACTOR will result in reducing disruption to the facility operation and maintaining conveyance capacity, and if deviation is approved in advance by the CONTRACTING OFFICERS
REPRESENTATIVE.
D. The existing canal turnout peak water demands by Irrigation District and project turnout name are summarized in the following table. Refer to Section 01 10 00 – Summary of Work for a list of Irrigation Districts.

1.4 OPERATION OF GOVERNMENT EQUIPMENT
A. Operational functions or shutdown of the existing canal required to facilitate CONTRACTOR's operation will be done by the GOVERNMENT's personnel only.
B. The canal operation and maintenance personnel will cooperate in every way that is practical in order to facilitate CONTRACTOR's operation. However, certain shutdown and connections may only be permissible at times other than normal working hours such as nights or weekends. No additional payment will be made to the CONTRACTOR for any night, weekend, or holiday premium or overtime payments.
C. If it becomes necessary for the proper operation or maintenance of portions of the canal, the GOVERNMENT may require the CONTRACTOR to reschedule an approved shutdown. The CONTRACTOR shall then reschedule its operations so there shall be no conflict with necessary operations or maintenance of the facility.
The CONTRACTOR shall, within 14 Days, furnish the CONTRACTING OFFICERS REPRESENTATIVE a revised outage request and a plan for rescheduling the shutdown in accordance with the requirements of the construction schedule.
1.5 CONSTRUCTION WATER SUPPLY FROM THE FRIANT-KERN CANAL
A. Construction water will be available to the CONTRACTOR from the existing FKC at no charge. All costs and methods associated with obtaining and conveying construction water shall be the responsibility of the CONTRACTOR. The

CONTRACTOR shall submit a FKC Water Usage Plan for review and approval in accordance with Section 01 33 00 – Submittals. The submittal shall include an estimate of the volume of water and schedule/duration proposed for each individual activity of water use proposed (i.e. dust control, prewetting, concrete batch plant, etc.).The submittal shall include details of how the water will be pumped out of the canal (i.e. pumping and conveyance equipment), along with a map showing specific water supply locations depicting canal stationing.
1.6 OUTAGE REQUESTS
A. Modifications to existing facilities, the construction of new facilities, and the connection of new to existing facilities will require the temporary outage of existing canal and turnout facilities. In such cases, the CONTRACTOR shall coordinate WORK with the CONTRACTING OFFICERS REPRESENTATIVE as described below. The CONTRACTOR shall submit a detailed outage plan and time schedule for construction activities which will make it necessary to remove a channel, electrical circuit, equipment, structure, road, or other facilities from service.
1. Modifications to existing facilities and connection of new to existing facilities will be conducted per the requirements in Section 1.10 SCHEDULE
CONSTRAINTS.
B. The outage plans shall be submitted to the CONTRACTING OFFICERS REPRESENTATIVE for acceptance a minimum of six months in advance of the time that such outages are required. The outage plans shall be coordinated with the construction schedule and shall meet the restrictions and conditions of this Section.
The outage plan shall describe the CONTRACTOR's method of construction; the length of time required to complete the operation; any necessary temporary power, controls, instrumentation, or alarms required to maintain control, monitoring, and alarms for the canal processes; and the manpower, plant, and equipment which the CONTRACTOR shall provide in order to ensure proper operation of associated canal and turnout facilities. Costs for preparing and implementing the outage plans shall be the responsibility of the CONTRACTOR as part of the WORK.
C. The CONTRACTOR shall not begin an alteration affecting existing facilities until specific written approval has been granted by the CONTRACTING OFFICERS REPRESENTATIVE in each case.
D. The CONTRACTING OFFICER will coordinate the CONTRACTOR's planned procedure with the canal and turnout operations and maintenance personnel. The CONTRACTING OFFICER has the authority to modify any proposed shutdown procedures if such procedures would adversely impact operations.
E. The CONTRACTING OFFICERS REPRESENTATIVE shall be notified in writing at least one week in advance of the required outage if the schedule for performing the WORK has changed or if revisions to the outage plan are required. The CONTRACTOR shall provide written confirmation of the shutdown date and time two days prior to the actual shutdown.

1.7 TEMPORARY CONNECTIONS
A. Temporary connections to existing facilities or other operations that interfere with the operation of the existing equipment shall be thoroughly planned by the CONTRACTOR and approved by the CONTRACTING OFFICERS REPRESENTATIVE in advance. CONTRACTOR shall have sufficient and required equipment, materials, and labor on hand at the time of undertaking the connections.
WORK shall be completed before or within the time designated in the schedule.
B. The cost of any temporary facilities and night, weekend, or holiday activity and overtime payments required during process interruptions shall be included in the price of the WORK.
C. Temporary facilities and piping shall be located and placed to minimize interference with CONTRACTOR's construction facilities and GOVERNMENT's operation and maintenance of the canal and turnout facilities. Piping materials shall be suitable for the material being conveyed and be as required in the Contract Specifications.
D. When temporary electrical power, controls, instrumentation, or alarms are required for routine continuous operations of existing or new equipment, the CONTRACTOR shall provide the necessary equipment and appurtenances. Prior to installing said equipment and appurtenances, CONTRACTOR shall furnish a submittal on the proposed components and installation for CONTRACTING OFFICERS REPRESENTATIVE's review and approval.
E. A plan showing the size and location of the temporary facilities and piping shall be submitted to the CONTRACTING OFFICERS REPRESENTATIVE at the same time as the outage plan required under this Section. Costs for design, provision, operation, and removal of temporary facilities and piping shall be part of the WORK.
1.8 CONSTRUCTION SEQUENCING
A. General - Construction activities shall be scheduled and sequenced to ensure continuous operation of the existing facilities. The CONTRACTOR's scheduling shall develop construction sequencing so that the WORK will not adversely impact conveyance capacity. The CONTRACTOR shall be responsible for development of the construction sequencing. In implementing the construction sequencing, the CONTRACTOR shall maintain the existing facilities in service until new facilities are constructed and are operational to supplement the existing capacity. All WORK shall be conducted in accordance with Reclamation Safety and Health Standards;
available online at https://www.usbr.gov/safety/rshs/index.html. When new facilities are operational, the existing facilities may be taken out of service.
B. Specific Sequencing - At a minimum, the CONTRACTOR’s sequencing plan must address the following conditions and constraints. The sequencing plan shall include a detailed earthwork plan along with steps required to make canal turnout connections without unplanned interruption to deliveries. To the extent it exists, earthwork data will be made available to the bidders for use in planning the WORK.
1. Earthwork.

a. Borrow material is needed for construction of the canal embankments for the new parallel canal portion of the project. There are two available sources of borrow, (1) TBID borrow site and (2) the material in the existing canal embankments.
b. Reliance solely on the TBID borrow site would reduce complex sequencing efforts but would require more material hauling as compared to use of both sources.
c. The use of the existing canal embankment material would reduce the material hauling effort, but will create complex sequencing efforts. As shown on Drawing GC-8 the existing canal bank material has been divided into three zones:
1) Outside Bank Zone 1 (Identified as Keynote I on Drawing GC-8):
Regardless of the borrow source, the CONTRACTOR shall rework a portion of the outside slope of the existing canal’s left embankment to achieve the required compaction for the new canal right embankment.
2) Outside Bank Zone 2 (Identified as Keynote E on Drawing GC-8): The outside portions of the existing canal left and right bank. This zone of the existing canal bank material can be used as borrow anytime including while the existing canal is in operation.
3) Inside Bank Zone (Identified as Keynote C on Drawing GC-8): Portion of the existing canal banks consisting of the upper part of the existing canal lining and existing canal bank with a minimum 14-foot top width and 1.5:1 outside slope. This zone must be protected in place during excavation of the Outside Bank Zone 1 and 2 material and while the existing canal remains operation.
If the Contractor chooses to use the remaining Inside Bank Zone material as borrow, it will require the existing canal flows (for the segment of interest) to be transferred to the new canal prior to commencing with excavation of this material. Prior to placing the partially completed new canal in service, the following minimum requirements must be met:
a) The new parallel canal earthen embankments must be completed to the top of the concrete canal lining and have a minimum completed top width of 20 feet.
b) New parallel canal concrete canal lining must be completed
c) Inline canal structures must be completed and operational
d) Canal turnouts must be completed to the point that there are no interruptions of deliveries following the cutover
2. Turnout pipelines for deliveries to the west side (canal right side) of the existing canal.

a. Construction of the canal turnout pipelines shown to be installed beneath the existing canal must be sequenced to occur during wintertime shutdowns. Due to the extent of this WORK, it is assumed some or most of it must be constructed ahead of the final canal outage for the tie-in.
3. Tie-Ins.
a. All tie-ins will be constructed during canal outages. However, planned canal outages are limited to the specific winter months listed in Section 01 14 00 – Construction Sequencing and Constraints, paragraph 1.10.C.4.
b. If at any point during construction prior to the November 30, 2023 milestone date stated in Section H, it becomes apparent (based on the progress of the work and the Contractor’s approved schedule) that the canal tie-ins will not be made during the canal outage period, then the tie-ins shall be constructed “in the wet” (i.e. no interruptions to water deliveries). There shall be no canal outage period beyond January 26, 2024. If determined to be necessary, the Contractor shall submit wet tie-in plans for review and approval, using a canal flow capacity of 2,000 cfs.
1.9 PERMITS
A. The CONTRACTOR shall abide by the conditions of permits and shall obtain proof of satisfaction of conditions from issuers of permits prior to acceptance of the WORK by the GOVERNMENT. The GOVERNMENT is planning to obtain some of these permits and the current status of these permits is described below. The CONTRACTOR shall obtain some of these permits. The CONTRACTOR shall include in his overall bid the cost of obtaining any necessary permits not obtained by the GOVERNMENT, including application fees and any other costs associated with permits not obtained by the GOVERNMENT; and the cost for complying with all the conditions set by all of the required permits.
B. Permit information is described in the following paragraphs. Copies of final permits obtained by the GOVERNMENT following the preparation of these Contract Documents will be provided to the CONTRACTOR by the GOVERNMENT prior to the start of construction. Information provided in this Section does not relieve the CONTRACTOR of the responsibility to determine and verify the extent of permits required for this Contract, or the CONTRACTOR of his responsibility to obtain and abide by the necessary permits.
1. California Department of Fish and Wildlife (CDFW) Streambed Alteration Agreement. The GOVERNMENT has submitted this permit application and has been notified by CDFW that a permit is not required.
2. State Water Resources Control Board (SWRCB) General Permit for Discharges of Storm Water Runoff Associated with Construction Activities. The CONTRACTOR is responsible for all items associated with this permit.
CONTRACTOR shall submit a Notice of Intent (NOI) to the SWRCB to comply with the terms of the General Permit for Discharges of Storm Water Runoff Associated with Construction Activity. The General Permit regulates storm water discharges associated with construction activities. The CONTRACTOR shall

comply with all the conditions and requirements of the NOI and General Permit, including, but not limited to, the preparation of a Storm Water Pollution and Prevention Plan (SWPPP) and an Erosion and Sediment Control Plan (ESCP).
The CONTRACTOR shall develop and implement a SWPPP and an ESCP. A copy of the SWPPP and ESCP shall be submitted to the CONTRACTING OFFICERS REPRESENTATIVE for approval, and be approved prior to the start of any construction activity. The CONTRACTOR shall be responsible for monitoring the SWPPP. A copy of the General Permit, SWPPP, NOI, and ESCP shall be kept on the construction site at all times.
3. United States Army Corps of Engineers (USACE) 404 Permit for WORK in Deer Creek. The GOVERNMENT has worked with the USACE to determine that a Letter of Permission will be required and the application package has been submitted to the USACE in February 2021. The GOVERNMENT expects this permit to be issued prior to WORK in Deer Creek. Within 60 days of completion of siphon construction at Deer Creek, the contours of the stream channel shall be restored as close as possible to their original contour and conditions.
4. Regional Water Quality Control Board (RWQCB) Section 401 Water Quality Certification for WORK in Deer Creek. The GOVERNMENT has received the 401 Permit and it is provided as an attachment to this specification. The CONTRACTOR shall comply with all the conditions and requirements contained in the RWQCB Water Quality Certification. CONTRACTOR shall coordinate and communicate with the GOVERNMENT and the Environmental Coordinator defined in Specification Section 01 30 00 for Conditional Notifications and Reports described in 401 Permit article XIII B.3. The CONTRACTOR shall be responsible for Water Quality Monitoring described in 401 Permit article XIII C.
The CONTRACTOR shall comply with requirements stated in 401 Permit article XIII. G – Construction. CONTRACTOR shall provide pre-construction and post construction photographs at the same locations (minimum of 10 locations) at Deer Creek for use in RWQCB reporting. A copy of the RWQCB Water Quality Certification and the associated permit conditions shall be kept on the construction site at all times.
5. San Joaquin Valley Air Pollution Control District Indirect Source Review – Air Impact Assessment Application. Refer to Specifications Section 01 30 00 – Environmental Mitigation and Compliance for requirements.
6. A Tulare County Memorandum of Understanding (MOU) between County, GOVERNMENT, and FWA describes the design, construction and maintenance obligations for the Project that is conducted within Tulare County road right-of-way. Refer to the list below for Project facilities that impact Tulare County roads.

CONTRACTOR requirements for the WORK within County road right-of-way include, but are not limited to the list below. Constraints are further identified in section 1.10.C.1.
a. Tulare County has the right to conduct independent inspections and testing of all WORK within Tulare County road right-of-way and shall be allowed access to all WORK conducted within Tulare County right-of-way. The CONTRACTOR is advised that all communications regarding the WORK under this Contract shall be communicated via the GOVERNMENT.
b. The CONTRACTOR shall prepare traffic control plans for review and approval by the CONTRACTING OFFICERS REPRESENTATIVE in consultation with Tulare County. Traffic control plans shall show sequences of construction affecting the use of roads, time required for each phase of the WORK, and phasing of operations to provide necessary access, and signing, barricading, and striping to provide passages for vehicles. The CONTRACTOR shall post advance notice signs in accordance with the latest Federal Highway Administration Manual on Uniform Traffic Control Devices ten (10) working days in advance of construction activities that will include road detours or any modification to normal traffic patterns. Tulare County’s Resident Engineer shall also be notified ten (10) working days in advance of commencement of any WORK within Tulare County road right-of-way. Temporary traffic control shall be in accordance with Caltrans Standard Specifications Section 12 – Temporary Traffic Control, with the following additions.
1) Section 12-1.01 - Submit traffic control plans for acceptance by Tulare County. The traffic control plans shall depict the traffic control devices to be used and their location and shall be prepared by a licensed Traffic Engineer or Civil Engineer licensed in the State of California. Do not install traffic control systems on the job site until Tulare County provides written acceptance of each Traffic Control Plan.
2) Section 12-3.06 - Construction area warning and guide signs must have a black legend on a retroreflective, nonfluorescent-orange background.
W10-1 advance warning signs for highway-rail grade crossings must have a black legend on a retroreflective, nonfluorescent-yellow background.

3) Section 12-4.02A - All detours and closures must comply with the plans and be coordinated with Tulare County and adjacent property owners.
The GOVERNMENT shall coordinate with adjacent property owners.
c. County road closure locations, distances, and times will all require approval from the CONTRACTING OFFICERS REPRESENTATIVE in consultation with Tulare County prior to implementation.
d. The CONTRACTOR shall maintain detour routes during construction.
Roadway inspections prior to, during, and at completion of the WORK may be needed. The CONTRACTOR shall perform all repairs needed to bring any detour route back to its condition at the time of detour implementation.
e. The CONTRACTOR shall include all such costs for requirements for WORK within Tulare County road right-of-way in the price of the WORK. Refer also to paragraph 1.10.C.1.
1.10 SCHEDULE CONSTRAINTS
A. General: It is the CONTRACTOR's responsibility to coordinate and plan the construction activities to integrate each schedule constraint into performance of the overall WORK.
B. The listing of schedule constraints below does not mean that every constraint or special condition has been identified.
