About this file
This document contains specifications for an earthwork contract related to the FKC Middle Reach Capacity Correction Project Phase 1 solicitation. The specifications require excavation of canal areas to the lines and grades shown in the drawings, with stones larger than 5 inches removed from embankment materials and stones larger than 3 inches removed from within 12 inches of canal lining. Over-excavation and ground improvement zones are identified at the Deer Creek and White River siphon locations, with requirements for removal and recompaction of native subgrade materials to the extents in the drawings. The entire subgrade surface in the over-excavation zones must be scarified and compacted to 95% minimum dry density. Recompacted soil must be benched into existing embankment slopes. The ground improvement work must occur in dry conditions. Excess excavation or over-excavation due to contractor fault will be the responsibility of the contractor to backfill and compact.

3) Any and all excess excavation or over-excavation performed by the CONTRACTOR for any purpose or reason except for additional excavation as may be prescribed by the CONTRACTING OFFICERS REPRESENTATIVE, and whether or not due to the fault of the CONTRACTOR, shall be at the expense of the CONTRACTOR. Fill and compacting of fill for such excess excavation or over-excavation shall be at the expense of the CONTRACTOR.
2. Deer Creek and White River Over-Excavation/Ground Improvement Zones
a. Deer Creek Over-Excavation Zone: 0.3 miles of canal and structure over-excavation is required at the Deer Creek siphon, check structure, inlet and outlet transition structures, and along a length of canal upstream and downstream of Deer Creek. Refer to the contract drawings for details on the over-excavation limits.
b. White River Over-Excavation Zone: 0.13 miles of canal and structure over-excavation is required at the White River siphon, check structure, inlet and outlet transition structures, and along a length of canal upstream and downstream of White River. Refer to the contract drawings for details on the over-excavation limits.
c. The indicated over-excavation at these two areas shall consist of the removal, re-placement, and re-compaction of the native subgrade material to the extents shown on the contract drawings. The material shall be placed and compacted in accordance paragraphs 3.2 (Backfill and Embankments) and
3.3 (Compacting Earth Materials).
d. The entire subgrade surface (footprint) under the over-excavation and backfill zone shall be thoroughly scarified to a depth of 12 inches, wetted or dried, and compacted to at least 95% of the specified minimum dry density as described in this specification.
e. The recompacted soil should be benched into the exposed excavation embankment native soil to prevent development of a preferential slip plane.
f. The ground improvement shall be performed in dry conditions.
D. Canal Excavation
1. General
a. The canal shall be excavated to the lines, grades and dimensions shown on the drawings. Stones and indurated materials larger than 5 inches shall be removed from materials to be used for compacted embankments as specified in paragraph 3.4 (Embankments For Canal). Stones larger than 3 inches shall not be allowed withing 12 inches of canal lining.
b. Care shall be taken to prevent overbreakage or loosening of material on bottoms or side slopes upon or against which lining is to be placed. Where the original ground surface is below the grade of the canal, the bottom of the
