Corporate Experience/Management Control Responsibility Determination
Experience: It is considered important to the Government that the offeror, their subcontractors, and key project and site personnel are available, committed and have substantiated experience with construction of work similar in nature to the work requirements contained within this solicitation in order to adequately plan the specified work. Examples of applicable construction work experience would include:
1) Excavating and processing materials;
2) Zoned earth-fill embankment dam construction; and
3) Complex reinforced concrete construction with small tolerances.
Management Control: It is considered important to the Government that the offeror, acting as the prime contractor, has adequate interest and supervision of all work involved with this solicitation and the proposed management team comprised of multiple firms is cohesive and capable of effectively managing this work.
1) Provide a description of the roles and responsibilities for all proposed job titles that clearly delineates the work the prime contractor will self-perform and the work that will be performed by subcontractors, sub-consultants, suppliers, and designers. Include descriptions of plans for prime contractor supervision to ensure subcontractor performance is maintained in a fashion that guarantees project success. Specifically:
a. Provide a description of communication protocols within both the Prime Contractor’s organization and how communication between the Prime Contractor with subcontractors, sub-consultants, suppliers, and designers will be managed.
b. Provide a visual organization chart that clearly depicts the proposed management team’s job titles.
1. Include a brief narrative that details each job title’s roles and responsibilities contained in the organization chart and what is expected of their performance throughout the performance of the contract.
2. Describe protocols associated with ensuring sub-contractor, sub-consultants, suppliers, and designers understand and adhere to Government protocols and procedures within the confines of the contract.
