# Offeror Question Government Answer Answered in
Amendment #
I plan on attending the site visit on 5/4/23. Is it really at 0700MT, so 6am Cle Elum time? Can I request that it be 8am Cle
Elum time to allow for 1+ hour drive for some attendees?
Perspective Offeror request for pre-proposal site visit time adjustment is denied. The pre-proposal site visit is not at 0600am PDT. It is at 1300 or 1:00 PM PST as described in
Section A. SF-1442 of the solicitation. Registration requirements are described at Section L.24. 52.236-27 Site Visit (construction)(Feb 1995), Alternate I (Feb 1995).
The attached specs call for a 550 gallon ows. It lists HTM, CSI and Xerxes as the spec’d mfgr. However, I did not see any drawings/schedule/detail of this unit on the plans. Do you happen to know if there are any as we want to be sure we quote this unit accurately HTM would be a steel model, while CSI/Xerxes would be fiberglass.
The oil water separator is detailed on drawing 33-D-61272. There are several vendors that can provide the essential characteristics of the tank as specified.
Came across a strange note on a few of the drawings on the Cle Elum Dam Adult Fish Facility. The specific drawings state, “Not Suitable for Construction, Not for Distribution, for internal use only” and show Draft on them. Here is the list of drawings: 33- D-61054 46
33-D-61055 47 33-D-61056 48 33-D-61057 49
33-D-61250 231 Just let us know if these drawings are going to be replaced in an addendum or how we should handle these drawings from a bid perspective.
The artwork for drawings 61054, 61055, 61056 and 61057 is still being developed by the project partners. Section 10 14 16, 2.01 and 2.02 specifies a material and thickness. The mounting to the building is specified in 10 14 16, 3.02. The sizes of the panels are shown on the drawings. There are 4 panels total, each with a width of 8 feet and a height of less than 6 feet. The offeror should assume that these panels would be CNC laser or water jet cut along the outlines of the artwork line drawings to be provided after award. Drawing 33- D-61250 details the requirements for a foundation element of the building. The drawing is noted as "Not Suitable for Construction" because the foundation design will need to be reviewed once the contractor's column loadings for the building have been developed. At that point it could be modified to reflect the loading conditions, or released for construction.
Please reference the following FAR Clauses, that are either incorporated into the Contract by reference or full text, as well as Section L – Technical Proposal Part 5 Small Business Plan, and the Department of the Interior Bureau of Reclamation
Subcontracting Plan, which is included at the end of the Solicitation:
FAR Clause 52-219-9 Small Business Subcontracting Plan, Alternate II
(d) The Offeror’s subcontracting plan shall include the following:
(1) Separate goals, expressed in terms of total dollars subcontracted, and as a percentage of total planned subcontracting dollars, for the use of small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns as subcontractors. For individual subcontracting plans, and if required by the Contracting Officer, goals shall also be expressed in terms of percentage of total contract dollars, in addition to the goals expressed as a percentage of total subcontract dollars.
(2) A statement of–
(i) Total dollars planned to be subcontracted for an individual subcontracting plan; or the Offeror's total projected sales, expressed in dollars, and the total value of projected subcontracts, including all indirect costs except as described in paragraph
(g) of this clause, to support the sales for a commercial plan;
Section M Evaluation Factors for Award Factor 5 – Small Business Participation
1. The extent of identification and participation of small and socio-economic business subcontractors in terms of the value of the total acquisition (total contract value)
Department of the Interior Bureau of Reclamation Subcontracting Plan Page 2 of 11, Part (2) Goals
State the percentage of total planned subcontracting dollars that will go to all Small Business (SB) concerns, Historically Underutilized Business Zone (HUBZone) SB concerns, Small Disadvantaged Business (SDB) concerns, Woman-Owned SB (WOSB) concerns, Veteran-OwnedSB (VOSB) concerns, and Service-Disabled Veteran-Owned SB (SDVOSB) concerns.
Please confirm that the stated Small Business Subcontracting goals as stated in the table contained in Section M, Factor 5 – Small Business Participation, are stated in terms of total subcontracting dollars, not in terms of total contract value, as that conflicts with the FAR Clause and the Department of the Interior Bureau of Reclamation Subcontracting Plan.
As it pertains to Factor 5. Small Business Participation; The offerors statement that offeror requirements at L.14. WBR 1452.215-81 General Proposal Instructions, M.1. WBR
1452.215-82 Evaluation Factors for Award, Section J.4. DOI BOR Subcontracting Plan and, Section I. 45. 52.219-9 Small Business Subcontracting Plan (Oct 2022), Alternate II (Nov 2016) is in total subcontracting dollars is validated as accurate and in accordance with the solicitation.
Given the large scale and complexity of this project, other current projects that are bidding and the current bidding environment, the ability to solicit and receive quotes from the various small or socio-economic business type Subcontractors required for this project (including Small Business, SDB, WOSB, SDVOSB, HUBZone, and ISBEE), especially after coming off of a long holiday weekend where vendors will not be responsive, we respectfully request a bid date extension of two weeks. Please let us know if this bid date extension request can be accommodated.
Offeror request for a proposal due date extension is denied. The time and date for proposal delivery remains at 1000 MDT on 05/30/2023. If an extension is issued in the future, it will be conducted via amendment on the Government Wide Point of Entry (GPE) at SAM.gov.
Please reference Section A Solicitation/Contract Form, Box 10 Solicitation which states that “The final date for contractor Q&A is 1400, Mountain Daylight Time, on May 12, 2023.” This question cutoff period doesn’t allow much time for questions given the complexity of this project and the initial upfront time required to generate Subcontractor and supplier interest in the project. We request that the question cutoff period be set to one week prior to when the offers are due.
Offeror request for a longer Q&A cutoff period is accepted with deviation. Q&A cutoff is now 1400 MDT on Thursday 5/18/2023 or until otherwise amended by the Contracting
Officer.
Please reference Section L, Instructions, Conditions, and Notices to Offerors, Subpart L.14 General Proposal Instructions, Factor 3: Experience: Corporate and Key Personnel for Prime and/or Subcontractors. This section calls for proposers to “Furnish a list (no more than 5) of Federal, State, local government or commercial projects completed within the last 6 years similar in scope and complexity to the work required under this solicitation.” We request that the list of relevant projects be extended to ten years.
Government has changed the L.14 requirement to 10 years as requested. 0002
Please reference Section A Solicitation/Contract Form, Box 10 Solicitation which states that “A site visit has been scheduled for May 04, 2023 at 1:00PM PST.” Will an alternate site visit be offered, or is the site accessible to be viewed independently of a site visit? If not, we request that an additional site visit be scheduled.
The Government will not offer an alternate site visit at this time. No the site is not accessible to be viewed independently of a site visit. Offeror request for additional site visit is denied.
9 I would like to request a bid extension of at least two weeks, especially since it is currently due the day after a holiday.
The request for a proposal delivery extension is approved. The time and date for proposal delivery will be 1400 MDT on 06/22/2023.
10 I would also like to request another site visit since it is not accessible independently.
The Government will not offer an alternate site visit at this time. No the site is not accessible to be viewed independently of a site visit. Offeror request for additional site visit is denied.
We are in the process of compiling a metals fabrication quote to the listed prime GC’s and hoping for some kind of extension on the bid date. There’s a lot to cover in the short time allowed.
The request for a proposal delivery extension is approved. The time and date for proposal delivery will be 1400 MDT on 06/22/2023.
ISI is the manufacturer of the fish screen system (SECTION 35 21 13 - Retrievable, Self-Cleaning, Cylindrical Fish Screens) and we are requesting an opportunity to update the language in the referenced section to more accurately describe the screen system that is currently designed for USBR. The fish specifications in the current solicitation date back as early as 2014 and describe a screen system significantly different from what is currently designed for USBR
Propose based on the current information in the Solicitation. Reevaluation with selected awardee may occur.

20 Will the Splitter Wall concrete be considered RSMC and held to the requirements listed in 03 30 00 3.02?
The splitter wall is RSMC and subject to the requirements of specifications Section 03 30
00, paragraph 3.02
We are looking at bidding the generator and ATS for this project. I have gone through and searched for “buy America” or “buy American” clause and did not see that this is a requirement. Can you please confirm if this is a requirement for the generator and the ATS?
The solicitation contains Buy American requirements in Section I Contract Clauses (I.83.
52.225-11 Buy American - Construction Materials Under Trade Agreements (Oct 2019) and Section L Instructions, Conditions, and Notices to Offerors (L.21. 52.225-12 Notice of Buy American Requirement - Construction Materials Under Trade Agreements (May 2014).
Per I.83 52.225-11 Calls for the Buy American domestic requirement. I wanted to confirm this was Buy American and not BABA that went into effect May 14, 2022. I know that projects that received funding prior to a date I cannot find on any government web site didn’t need to meet BABA. I just wanted to confirm if this one of them as the price difference between Buy American & BABA is extremely different.
This is a Buy American Federal procurement. The Build America, Buy America (BABA) Act is a requirement that applies only to certain Federal financial assistance programs, not
Federal procurement. The "Buy American" Act applies to Federal procurement's and is contained in Section I Contract Clauses (I.83. 52.225-11 Buy American - Construction
Materials Under Trade Agreements (Oct 2019) and Section L Instructions, Conditions, and Notices to Offerors (L.21. 52.225-12 Notice of Buy American Requirement - Construction
Materials Under Trade Agreements (May 2014).
When attending the site walk there appeared to be a temporary steel shoring and rock fall fencing system around the tunnel portal outlet/equipment access shaft. Neither the demolition drawings or the specifications direct removal or protect in place direction to the Contractor. Please provide the Contractor direction as to whether the structure is to be protected and kept in place or removed. If removal will be required, please provide clear direction and the bid item the Government will pay for this effort.
See Specifications Section 02 41 10 Demolition and Removal of Temporary Outfall. Section 02 41 10, Paragraph 3.02, A 8 states that to "Remove...tunnel portal soil support system within a minimum of two feet below final grade. All portal support elements below this elevation are to remain intact." The bid item for this work will be under CLIN 4. Draft drawings will be added to the drawing package. Final as-built drawings will be sent after contract award.
When attending the site walk there appeared to be incomplete spray applied concrete with exposed reinforcing throughout. Is it the Government’s intent to require the Contractor to perform any additional spray applied concrete to provide an even surface and fully covered reinforcing? If additional spray applied concrete will be required, please provide the bid item the Government will pay for this effort and how the Government will quantify the effort.
No additional shotcrete will be required on the existing slopes with strand anchor and WWMF support.
It appeared the Contract for the Helix project was still under construction. Please provide the anticipated commissioning schedule including the start date and full duration of commissioning activities for the helix.
See answer to Question 26 0006
Are the commissioning activities for the Helix expected to utilize the tunnel which would potentially impact the construction activities during the Cle Elum Fish Passage Facility Adult Facility Project? If the answer is yes, please provide the bid item the Government will pay the Contractor for this impact and direction for quantifying the anticipated impact.
Commissioning timing is reservoir-level dependent. Specifications Section 02 41 10 was updated to state: Demolition of the outfall as required in specifications Section 02 41 10 shall not begin until July 15, 2024. After removal of the temporary outfall, water will not be discharged through the tunnel for the in-river construction period of the Adult Facility construction.
27 Please provide the commissioning plan submitted by the Contractor for the Helix contract. See answer to Question 26 0006
Please reference Specification Section L.14 General Proposal Instructions, Factor 1, Subpart B Draft Project Schedule, which states that "For use in preparing your proposed schedule, and for our subsequent analysis of the technical proposals only, offerors can anticipate an award date of approximately 30 September 2023 & a Notice to Proceed (NTP) date of 10 October 2023." Also reference Section 01 12 40 Construction Sequencing, Subpart 1.04 Stage 1 Construction, Item B, which states that
“Contractor shall commence Stage 1 construction during 1st, In-River Work Period, after notice to proceed (NTP) has been issued or as directed by the CO." If the award is issued on September 30, 2023, and the NTP is issued on October 10, 2023, there will be no time for Subcontractor and Purchase Order execution, submittal development and approval of critical submittals, and material fabrication and delivery to allow all of the required Stage 1 Construction to be completed in the "1st" In-River Work Period as stated in 01 12 40. Does the Government anticipate that any In-River work will be done during the
2023-2024 Fish Window? If so, it does not appear that completion of the Stage 1 In-River Construction requirements by April 1, 2024 would be realistic or achievable. Is it the Government’s intention that the first In-River work period will be from
September 1, 2024 – April 1, 2025?
Based on the projected award, the In-River Work period is defined in specifications Section 01 12 40, paragraph 1.04 A, would be September 1, 2024 – April 1, 2025.
It appears that the Government has prepared a project schedule given the specific constraints mentioned for Dewatering Power in Specification Section 26 20 10 Temporary Power, Part 1.01 Measurement & Payment, which states that the lump-sum price includes "all power required for operation of the dewatering system for 64 calendar days starting September 1st" for both dewatering and unwatering power. What is bearing on those dates? Can the Government provide their prepared scheduled to offerors?
See specifications Section 01 12 40, Construction Sequencing for specific constraints.
Specifications Section 26 20 10 , Temporary Power was revised to remove the 64 day reference in the payment description.
Specification Section 01 14 12 Work Restrictions, Part 1.03.H states that "Contractor shall not use vibratory or impact pile driving in the river bed." The Hydraulic Project Approval (HPA) for the project, Item 24 states that "A diversion dam (coffer dam) must be made of clean materials such as… sheet piles." Will the Government allow the use of driven sheet piles for the coffer dam system?
The cofferdam can be installed via vibratory or impact pile driving and composed to sheet piles. Specifications Section 01 14 12, Work Restrictions was updated to allow for vibratory or impact pile driving. However, all cofferdam design requirements outlined in specifications Section 31 03 10, Paragraph 1.05 must be met. Specifications Section 31 03
10, Diversion and Care of Flows, Paragraph 2.01 B added sheet piles as an approved cofferdam method. Equipment must use bio-based lubricants. Specifications Section 01 12
40, Paragraph 1.04 applies, where "equipment cannot be in flowing water".
On previous projects where a CPARS were completed by the Government in the evaluation of the Contractor, is a PPQ required for those projects, or will the CPARS completed by the Government for that specific project be adequate? The solicitation lists a website for Past Performance Information as the Past Performance Information Retrieval System (PPIRS) database located at http://www.ppirs.gov for obtaining past performance information, but this website appears to be inactive.
L.14. WBR 1452.215-81 General Proposal Instructions – Bureau of Reclamation (Mar 2021) required offerors provide a mimimum of 3 PPQs. It does not relieve an offeror if the reference project has a CPARS assessment report. The offeror is correct that the site at ppirs.gov is no longer in commision. However, the past performance reports formerly located in PPIRS are now located at https://cpars.gov/and will be utilized by the Government to establish a past performance evaluation factor rating as well as a responsiblity determination.
32 Can the Q&A Period be extended from the current May 18th deadline to one week prior to the current bid date of June 8th?
Request for Q&A period extension is denied. Q&A period expired at 1400 MDT on
5/18/23.
Specification Section 01 12 40 Construction Sequencing, Subpart 1.04 Stage 1 Construction Item F.5 states that "placement of compacted backfill within the adult collection facility footprint to a minimum elevation of 2118ft, or as required to complete
Stage 1 concrete placements" must be completed before the end of the In-River Work Period. Plan Sheet 33-D-61058 Concrete Structures, Concrete Outline General Notes states that "Stage 1 refers to construction work that must be done first while the dewatering system is operating. This includes the concrete placement, as well as the earthwork up to El 2120.00." Which elevation is correct for Stage 1 Construction, 2118.00ft or 2120.00ft?
The elevation is 2118.00, as specified in specifications Section paragraph 01 12 40 1.04 F 5
Section: L.14. WBR 1452.215-81 General Proposal Instructions – Bureau of Reclamation (Mar 2021) Page L-7 and L-8 RE:
Proposal Submission Method Proposer respectfully requests the ability to submit proposals and bid bonds online via email, DoD SAFE, PIEE or other electronic means. Physical submission, especially with electronic copies on disc, for a proposal of this depth and complexity are very challenging in today’s business environment, especially when required to incorporate pricing and technical proposal items from subcontractors.
Furthermore, the use of CD-ROM for electronic submission doesn’t provide the ability to swiftly make electronic versions of proposals as is often required on proposals of this nature; and most current computers do not come with disk ports/capabilities any longer.
Request for an alternate Proposal Submission Method is denied. Due to Government IT restrictions and requirements, CD-ROM is the submission method required per the solicitation.
We would like to issue a proposal for the Domestic Water Booster System – shown in Drawing 33-D-61265. Is there a specification providing the requirements for this system. We are unable to find a related specification section.
Specifications Section 22 11 23 details performance requirements for Domestic Water
Booster System
Sheet 33-D-61262 indicates a Facility Pump shown on 33-D-61293 for the Service Water supply. Sheet 33-D-61293 Section A- A does not show a vertical turbine pump which based on the plan view would be shown in a profile view. Please indicate if a pump is intended to be used for the Service Water system at the intake as indicated on sheet 33-D-61292. Please identify what pump specification is to be used for the Service Water pump and what bid item it will be paid under.
The Facility Pump is covered in Specifications Section 33 12 72 and CLIN 78. 0006
Given the large scale and complexity of this project and the current bidding environment, the ability to solicit and receive quotes from the various small or socio-economic business type Subcontractors required for this project (including Small Business, SDB, WOSB, SDVOSB, HUBZone, and ISBEE), we respectfully request a bid date extension of one more week to
June 15th. Please let us know if this bid date extension request can be accommodated.
The request for a proposal delivery extension is approved. The time and date for proposal delivery will be 1400 MDT on 06/22/2023.
Specification Section 31 03 15 Temporary Outlet Works Diversion Subpart 1.04.K lists three methods for maintaining a minimum of 80CFS flows to the river downstream of the cofferdam. Is the Temporary Outfall as shown on Plan Sheet 33-D- 61015 available for use to maintain the required flows while the Temporary Outlet Works Diversion is being installed?
The temporary outfall will be unavailable to provide downstream releases 0006
Specification Section 22 11 10 Auxiliary Water Systems Part 2 Products, 2.01 Piping appears to be the only specification section identifying material types for the Service water system regardless of buried or exposed. 22 11 10, Part 2, 2.01.B.1 conflicts with Service Water material type shown in the drawings on sheet 33-D-61293 Plan & Section A-A for the Service Water piping. Which will prevail, the specifications or the drawings? If the drawings prevail please provide a specification for the standard steel pipe within 22 11 10 Auxiliary Water Systems.
The specifications prevail over the drawings for the service water piping material. 0006
Drawing sheet 33-D-61015 calls out a cofferdam width of 50’. Is that the required width, or is it up to the contractor to design the width based on means and methods?
The 50-foot wide area is the disturbance limits for the cofferdam, not the required dimensions of the cofferdam. The cofferdam is a Contractor Designed system that cannot be wider than the 50 foot disturbance limits.
Note 1 on sheet 33-D-61018 references another drawing (32-D-303) for geometry and details for the existing out works that the diversion conduit will mate to. Please provide that drawing as I do not see it in the documents.
Specifications Drawing 32-D-303 is located on drawing sheet page 348. 0006
Specification sections 31 03 10 and 31 03 15 both contain a statement at the end of the section that says, “Repair damage to foundations, structures, or other part of the work caused by floods, water, or failure of diversion of protective works.” This statement imposes an infinite amount of risk on the Contractor and therefore could impact price. Please clarify what is truly meant by this statement as it could extend to many things.
Specifications Section 31 03 10 and 31 03 15 are updated. 0006
43 Will the Government allow the Contractor to construct a temporary causeway across the river to facilitate “In-River” work?
The specifications do not prohibit the installation of a causeway, provided it does not violate the requirements of the solicitation documents.
44 Can the cofferdam be constructed of sheet piling?
Yes, refer to the answer to question 30.

Specification 01 12 40 1.04C.1 states, “Excavation activities …are limited to a maximum elevation 2 foot higher than river water surface elevations.” Obviously, the river water surface elevation fluctuates over time with discharge. Was this intended to reference Ordinary High Water Mark?
Yes, refer to specifications Section 51 10 20 - Hydrographs, Endurance Curves, and Reservoir Time History, Figure 3.
Specification 01 12 40 1.04C.2 states that construction of the cofferdam can be completed in advance of the In-River Work Period so long as equipment is not in flowing water. In addition, paragraph 1.04.J shows a logic diagram with the coffer dam being constructed ahead of the In River Work. Paragraph 1.04E1.a states that the cofferdam must be installed and removed during the In-River Work Period. Which of these statements is correct?

Section L.14(f)(1) indicates that FACTOR 5 Small Business Participation should be included in Volume II Technical Proposal.
This document will contain pricing information for percentages and dollar amounts of the total subcontracted amount. Should this continue to be included in Volume II or moved to Volume III with the Price Proposal?
No, if an offeror is required to submit a Section J.4. Department of Interior bureau of Reclamation Subcontracting Plan, it shall be submitted as part of Volume
II conforming to L.14. WBR 1452.215-81 General Proposal Instructions – Bureau of Reclamation (Mar
2021)
Section L.14(f)(1) FACTOR 3.1 requires identification of any major subcontractors and furnishing of “complete and detailed resumes” for five work scopes listed therein. This requirement is extremely difficult to comply with when preparing a proposal of this magnitude, as selection of subcontractors is typically dependent on pricing as well as qualifications and pricing is typically not received until very close to the proposal due date/time. Since identification of similar subcontractors is also required in Factor 2, can these two lists be combined into a single list in Factor 2, and the requirement for company/personnel resumes for subcontractors be eliminated? This request would also extend to FACTOR 3.2 by eliminating the requirement for
“Supervisory Sub-contractor Personnel.”
Request for re-structure of evaluation factors at L.14. WBR 1452.215-81 General Proposal Instructions – Bureau of Reclamation (Mar
2021) is denied. Offerors should adhere to the solicitation requirements set forth in the provision.
The price schedule does not include a reference to backfill concrete as described on sheet 33-D-61058. Specification section 03 30 00 1.01 items A and B both reference reinforced concrete, but there is no reference to backfill concrete. Under what
CLIN does the contractor include cost for this item?
Include the cost of backfill concrete under CLIN 7, Reinforced Concrete Stage 1 0006
Specification section 31 03 33 1.07 contractor responsibility requires that the contractor’s dewatering specialist’s assistant(s) be on site 24 hours a day, 7 days a week when the dewatering systems are in operation. Would the government allow for a 24 hour, 7 day a week electronic monitoring plan to be implemented in order to fulfill this requirement outside of the contractor’s day shift operations?
Due to the criticality of the dewatering and unwatering systems, see specifications Section 31 03 33, paragraph 1.07 M where the concrete stilling basin can float if the system turns off and recharges, resulting in a non-functional chute structure and Dam Safety issue.
Therefore, electronic monitoring alone will not be permitted.
Specification 02 41 10 states that the tunnel portal access road reinforcement at a 1:1 slope supported with strand anchors, welded wire mesh, and shotcrete shall not be disturbed, removed or demolished.
