About this file
This is a Questions and Answers document for solicitation 140P8326Q0017, a Mount Rainier National Park (MORA) contract for fire alarm suppression and backflow inspection, maintenance, and repair services. The contract requires annual inspections of all listed fire alarm and backflow prevention systems at multiple park buildings. Contractors should expect to perform two three-year test cycles and one five-year test cycle over the contract period. Typical inspection dates are April through May parkwide, except for Sunrise and White River areas which are inspected May through July. An NPS representative will be present during testing. Reports must be emailed to the Contracting Officer. The work is subject to prevailing wage requirements in accordance with the attached Wage Determination.
Water containment and disposal is not required for fire suppression or backflow prevention testing. Fire pumps and fire hydrants are explicitly excluded from the scope of work. All available device counts for audible and visual notification appliances are provided in the solicitation attachments, which included a site visit. Quoters may provide pricing in their own format for both the base year and option years, as long as all services are quoted. Option year pricing should be quoted in accordance with page 12 of the solicitation document and should reflect any three-year or five-year test cycles. The evaluation will compare base and option pricing in aggregate for balance, making it not advantageous to quote these cyclical services in option years rather than the base period.
