RFP #140P8322R0008, Rehabilitate Heart O’ the Hills water wastewater systems Olympic NP Attachment 8: Clarifications #14 - #18

Clarifications 14 – 18 for Solicitation #140P8322R0008

Amendment 2 posted on 6/30/22

This document provides clarifications based on submitted queries.

Clarifications 1 – 13 are in Attachment 7.

14. Spec 26 05 33, 3.1.A.2 does not list HDPE as an acceptable underground electrical conduit. Since the plans mention HDPE, should it be assumed that it is acceptable as an option?

Electrical conduit may be HDPE or PVC; either material is acceptable.

15. Spec 26 05 33, Section 2.4.B mentions underground polymer-concrete pull boxes. No pull boxes are shown on the plans, but they are needed due to the length of the conduit/wiring runs. Since these pull boxes will be installed in the roadway, these will need to be H20 rated. Please confirm that the contractor should add H20 rated pull boxes as needed, which will be installed in the roadway.

As noted in Attachment 7, Site Visit Notes and Clarifications 1-13, Q&A #3, the contractor and/or electrician is responsible for determining electrical requirements that will meet the intent of the water and wastewater functions as described, in accordance with the National Electrical Code (NEC) and other applicable requirements. This includes planning for an appropriate number of H20 traffic rated pull boxes, as need and where installed within the road corridor.

16. Spec 26 05 33, Section 3.3.A.1 mentions “CEC Article 300.5(A). Please confirm that this is a typo and should be referring to the “NEC – National Electrical Code”. There are multiple other references in the specifications to “CEC” as a standard. Please confirm these should all be changed to “NEC” instead.

CEC refers to “California Electrical Code” and is indeed a typo and oversight that impacts seven different spec sections. These sections have been revised and updated to reference the proper National Electrical Code section and are consolidated into Attachment 9, Revised Electrical Specification Section. Upon contract award, Attachment 1, Specifications, will be revised and updated to incorporate all changes made throughout the solicitation period.

17. Multiple plan sheets mention a 4-20mA signal for the pressure transmitter and other controls. If the contractor determines that a better signal can be achieved with a different type of signal, can an alternative signal be provided as long as it meets the performance requirements of the plans and specs?

Yes, the intent of the electrical portion of this project is for the contractor to determine how to best meet the performance requirements of the plans and specs. If a better signal can be achieved with a different type of signal alternative methods, approaches, and “or equal” materials/products will be considered through the submittal review process.

RFP #140P8322R0008, Rehabilitate Heart O’ the Hills water wastewater systems Olympic NP Attachment 8: Clarifications #14 - #18

18. Drawing C22 shows the new well pump controls fed from the existing power source, which appears to be the existing electrical panel adjacent to the well pump control panel.

Please confirm that the intent is to re-use the existing electrical panel and feeder at this location and not replace them. There was discussion on-site that the feeder between the transformer at the panel is direct buried and may be desired to be replaced in conduit.

The intent at this point is to re-use the existing electrical panel and feeder that powers the existing well pump and control panel. Any significant deficiencies in this existing power source and feeder that are discovered during construction may be addressed at that time through the contract modification process.
