About this file

This document is an Amendment (Amendment 02) to Solicitation No. 140P8225B0002 for a Chilled Water Pump Relocation project at the Pearl Harbor National Park Service (NPS) facility. The amendment extends the proposal due date to July 14, 2025 at 12 PM Hawaiian Time and increases the period of performance from 150 to 240 calendar days to accommodate procurement, submittal preparation, and long lead times for chilled water pumps.

The amendment includes responses to 14 Request for Information (RFI) questions covering technical details such as valve specifications, equipment pad requirements, contractor parking and staging areas, plant removal, soil testing, excavation conditions, and installation methods. Key technical clarifications include: acceptance of pro-press fittings for chilled water lines, confirmation of existing underground conduit usage, soil contamination testing requirements, and site-specific construction considerations. The project's period of performance is now set from August 1, 2025 to March 29, 2026, with two primary line items: PERL Relocate Chilled Water Pump and an optional shed-type roof installation.

2. Please provide details and specifications for the new gate valves serving the chilled water lines as the specification 33 11 00 only covers valve boxes for water distribution and it states to provide valve boxes per valve which is in conflict with drawing M5.

NPS Response: Chilled water valves are covered under specification Section 23 64 26, PART 2.4

(Valves). Note that the section number in the footer of this section was not correct. See revised Section 23 64 26, attached.

3. Please confirm expansion tank and chemical feeder will be mounted in a 6¿ min concrete pad as shown in Drawing M6. Drawing A1 only shows equipment pad for the pump. Please clarify.

NPS Response: Expansion tank and chemical feeder shall be mounted on a minimum 6-inch thick concrete pad as shown in Dwg Sheet M6. An updated

Dwg Sheet A1 (see clouded delta) has been included to show concrete pad(s) for expansion tank and chemical feeder.

4. Drawing G1 provide the location of Contractor parking, staging and storage area which is the gravel road, this road normally is a fire lane and access for emergency ¿ ambulance and fire trucks. Is there other parking/ staging/ storage area Contractor to us in case this area cannot be blocked?

NPS Response: The main fire lane / emergency access route for the PERL campus is a paved driveway that extends from the security gate to behind Building F. The non-paved ¿grass-crete¿ gravel road that parallels the shoreline of

Halawa stream has been used for access to the shoreside dock. This non-paved road is within the project area limits. The primary Contractor parking, staging, and storage area shall remain as noted on Dwg Sheet G1. The Contractor shall attempt to maintain space for emergency vehicles, if needed. For overflow parking, the Contractor will be permitted to park in the employee parking lot (across Arizona Memorial Drive) as instructed by the project Point of Contact (POC).

95% of maximum density. Site General Notes, Note

3 has been added to Dwg Sheet G1 (see clouded delta) for the soil compaction requirement.

8. Please confirm that the existing underground

1¿ PVC control conduit is a spare conduit and has pull string.

NPS Response: Based on available drawings for existing conditions, the 1-inch PVC control conduit is currently in use for control of the existing chiller and will remain in use.

Modifications have been made to Dwg Sheets M5 and

M8 to clarify the intent of the existing 1-inch control conduit between the theater projection room and the existing JB in the chiller area. A new ¾-inch conduit is to be installed from the JB to the CHW pump. Updated Dwg Sheets M5 and M8

(see clouded delta) have been added to clarify the scope of work.

14. Since the existing chilled water pump is in the basement that is confined space which has limited supply of oxygen, can pro press fittings be used for the bypass and cut off? Brazing/ soldering of the chilled water lines will need oxygen to burn. For your consideration.

NPS Response: The use of ¿pro-press¿ fittings for the temporary and new chilled water lines are acceptable. See revised specification Section 23
