About this file

This document is an Amendment #0001 for Solicitation #140P6425B0004 containing Questions and Answers for a Fan Coil Unit Replacement project at the First Ladies National Historic Site in Canton, OH. The Q&A document addresses several key technical and procedural clarifications, including: (1) thermostat product specifications (Trane Air-Fi is the basis of design), (2) extension of the Period of Performance from 120 to 210 days after Notice to Proceed, (3) guidelines for alternative fan coil unit products, and (4) confirmation that electronic bid submissions are acceptable. The questions cover detailed aspects of the project such as utility shutdowns, seismic design parameters, demolition requirements, dust containment, shroud salvage, water treatment responsibilities, hydronic system purging, and thermostat/control system integration, with responses providing specific guidance to potential bidders on each item.

Fan Coil Unit Replacement – FILA

Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response 1.

Does not appear that the thermostats have suggested products specified. Will need to know what are acceptable products/suggested products, along with acceptable alternatives?

See Drawing sheet M2.0, Fan Coil Schedule Note 2 for the reference to required thermostat. ‘Trane Air-Fi is Basis of Design’. Per Project Specifications part 9.3, acceptable alternatives shall meet the salient characteristics of the called out product.

2.

Period of Performance concern as the unit lead times will directly impact majority of this performance period. 120 days does not seem to be a sufficient timeframe to complete this work, when accounting for the lead time of the products. Can this performance period be extended to something more suitable?

Project Specifications, part 1.2D, the Period of Performance is extended to 210 days after issuance of the Notice to Proceed.

3.

Specifications do not list any alternative products listed for the Fan Coil Units. What are other acceptable alternatives?

Alternative acceptable units are defined by Project Specifications part 9.3. Alternatives are to be submitted and meet the salient characteristics of the unit called out.

The Fan Coil Unit Schedule on drawing sheet M2.0 are the salient characteristics (cooling, heating, physical, electrical, fan) of the Trane basis of design model to meet in like performance.

4.

On page #57 of the solicitation document it states:

“Electronic submissions will not be accepted”

But other areas of the solicitation state that they are to be submitted electronically – please advise?

Please strike this line from that page

– all Bids are to be submitted electronically. This note/line should not be contained in this section.

Please submit all bids electronically to the email address contained in the solicitation by the date and time as outlined in this IFB.

5.

• 01 10 00 2.3 B/C (Utility Shutdowns), Please issue a Temporary Conditioning Criteria Schedule defining all design and operational parameters (spaces, loads, schedules, equipment, utilities, sequencing) for any shutdowns beyond 3 hours.

• 23 05 48 (Vibration & Seismic Controls), Provide the project’s Seismic Design Category and key parameters (Ss, S₁, SDS) so that all supports, restraints and isolators can be sized correctly.

• 01 10 00 1.3 A / 02 41 19 (Protections & Selective Demolition), Provide a Historic Protection Plan that specifies required barrier types, mock-up approval procedures and submission timing prior to demolition in each space.

• 02 41 19 (Selective Demolition), Provide a Shroud Salvage Schedule listing each shroud/grille assembly: type of material each is constructed of, quantities, bid unit, handling & storage requirements, and scope of reinstallation.

• 02 41 19 1.5 A–B (Demolition Submittals), Provide a Demolition Submittal Schedule showing formats and due-dates for (a) Coordination Drawings and (b) Protection Measures report relative to Notice to Proceed.

• 02 41 19 (Selective Demolition), Please confirm whether dust and debris containment will be required during demolition and installation activities, and if so, provide detailed requirements for barrier types, negative-air filtration specifications (including filter ratings), and cleanup intervals.

• 23 82 19 (Fan Coil Units), Please provide the complete design and nameplate data for every existing fan coil unit to be removed, including manufacturer, model number, nominal capacity (heating & cooling), fan speeds, motor HP, electrical ratings, and coil performance data.

Minimum Temperature to be maintained shall be 50°F

No seismic isolation required.

Contractor Means and Methods

Salvage all piping shrouds removed for owner to retain. Allow owner the option of salvaging designated fan coil units.

Contractor Means and Methods to complete within POP – per answer above – POP was extended to 210 days after issuance of the Notice to Proceed

Yes, contractor to submit contractor's plan

Contractor may retrieve information on site visit

• Sheet M1.0, Mech Notes 13. From the picture of piping, there will be areas where labeling is not feasible. Please clarify the intent here.

• 01 10 00, 1.2.B.a. (Page 3) Specifications. Spec states demo of 45 units and installation of 44.

Please identify which existing fan coil will not be replaced with a new one. Please confirm the hydronics and electricals for this unit will have to be capped and safed.

• 230593 (Testing, Adjusting, and Balancing for HVAC). Please confirm who is responsible for furnishing, applying, and documenting water treatment for the hydronic systems. If the Contractor is responsible, provide required treatment type (e.g., corrosion inhibitor, biocide), application method, target chemical concentrations, and acceptable third-party certification standards.

• 230593 3.6 C. 6. Please confirm whether the Contractor is responsible for furnishing and installing any temporary or permanent air-venting devices (manual or automatic) necessary to perform complete purging of air from the hydronic system prior to TAB. If so, provide approved locations, vent types, and pressure ratings.

• 230593 3.6 C. 6. Please confirm whether the Contractor is responsible for purging of the main hydronic systems. If so, provide locations of purge valves, appurtenances.

• Drawings M2.0, Fan Coil Schedule, note

2: Please confirm whether the fan coil unit thermostats and associated BACnet-compatible control components are to operate as standalone units only, or if they must integrate with an existing or future Building Automation System (BAS). If integration is required, please provide:

BACnet protocol type (e.g., MSTP or IP), Host system make/version, Points list and sequences of operation, Coordination requirements with the Government’s controls contractor or vendor.

The intent is to be able to clearly identify equipment at a glance

Existing units FCU 3-1, FCU 3-2, FCU 3-3, and FCU 3-4 are to be removed. New FCU 3-1, FCU 3-2, and FCU 3-4 are increased in size to serve room.
