This document appears to be a set of questions and answers related to a solicitation for the rehabilitation of the Conata Picnic Road and Area at Badlands National Park. The key details are:

The contractor must ensure the least inconvenience to the public, and the Conata Picnic Area shall not be shut down during the peak period of July 28 to August 13. No open excavations are allowed during this time. The estimated period of performance is 365 calendar days, consisting of pre-winter work in 2024 (136 days) and post-winter work in 2025 (229 days). The government anticipates the project will be completed by October 30, 2025. The road cannot be completely shut down, and limited access is required between Memorial Day and Labor Day weekends. All limited or shutdown access falls directly on the contractor.

Text version

Please confirm non-closure dates.
Public must have limited access from Memorial Day weekend to Labor Day weekend. July 28th to August 13th is the parks busiest period and the park would prefer full or almost full public access during this period. Park is willing to discuss extent of closure with awarded contractor at this time or any other time due to factors such as weather, bison movement, park visitation and others. This is for the safety of the contractors and the public.
2
Is there acceptable date where the entire area can be closed to visitors?
The entire area can be closed after Labor Day weekend until work has stopped for the winter. (extra time was figured into this contract for winter, you are allowed to work in the winter and if you do you can keep it closed. If you stop work we ask that you open as much of it back up as safely allowable)
3
Just need to verify if NPS will have the finished surface and existing surface file available along with a cad file.

CAD and Shape files will be available to the contractor who gets the award.
